The CITY COUNCIL of the City of Baldwin Park met in REGULAR SESSION at the
above time and place.
ROLL CALL
Present Councilmembers: Linda Gair. Bill Van Cleave. Ricardo Pacheco. Mayor Pro-Tem
Marlen Garcia, and Mayor Manuel Lozano
Also Present: Dayle Keller. Chief Executive Officer. Arnold Alvarez-Glasman, City Attorney;

ANNOUNCEMENTS
Mayor Lozano requested to adjourn this meeting in memory of Tomas Ctemente. the 15-year-
old Baldwin Park High School student who was kilted in a scooter accident.
Mayor Lozano congratulated all public safety personnel who were recognized at the Annual
Rotary luncheon. Plaques were presented to all award recipients at the luncheon.
Mayor Pro Tem Garcia thanked the Recreation Department for a successful Cinco de Mayo
celebration. She also thanked the Police and Public Works Departments for their assistance
throughout the day.

Winners 7th and 8th Grade).
Awards of Recognition were presented to Ashtoreth Tof St. Peter and Martha Chapa in
honor of receiving the Los Angeles County Board of Supervisors and the Los Angetes County
Commission on Aging Annual Older Americans Community Service Award"

The City Council approved a renewal Agreement with the Los Angeles County in an amount
not to exceed $110,875.74 for Animal Control Services and authorized the Mayor to execute
the Agreement.
RESOLUTION APPROVING THE ENGINEER'S REPORT FOR CITYWIDE LANDSCAPING
AND LIGHTING MAINTENANCE ASSESSMENT DISTRICT FOR FY 2002-03 AND SET A
TIME AND DATE FOR A PUBLIC HEARING 360-30)

ALLOCATION OF FY 2000-01 AND 2001-02 HOME ADMINISTRATIVE FUNDS 460-io)
The City Council approved the line item allocation within the City budget of $39.800 in FY
2000-01 funds and $47,500 in FY 2001-02 HOME administrative funds.

The City Council rejected the claim of Michael W. Jimenez 01 014A) and directed staff to
send the appropriate notice of rejection to claimant.
APPROVAL OF AN ADMINISTRATIVE CLERK/RECEPTIONIST POSITION FOR THE
PERSONNEL DIVISION TOO^O)
The City Council authorized the addition of an Administration Clerk in the Personnel Division
to perform routine clerical duties and serve as the receptionist for the third floor and City Hall
telephone operator.
PUBLIC HEARING
PUBLIC HEARING TO CONSIDER ADOPTING THE CITY'S CDBG AND HOME ANNUAL
FUNDING PLAN FOR FY 2002-03 w-20)
Mayor Lozano declared the public hearing OPEN for public participation.
The following individuals spoke on behalf of the Community Union, respectively, Larry
Ortega, 1649 Flannigan St, Ontario) and Pat Vera of Christ Extended Hand Church.
There was no one else wishing to speak, therefore Mayor Lozano declared the public hearing
CLOSED.
Councilmember Van Cleave stated that the Community Union is an excellent program that
the City Council would support in funding however, due to budget cuts the funding is not
available. He thanked Mr. Ortega for his hard work and dedication and offered to assist Mr.
Ortega in his search for alternate sources of funding.
A motion was made to adopt the Annual Funding Plan. The Chief Executive Officer was
authorized to execute the required certifications and submrt the Plan to the U.S. Department
of Housing and Urban Development.

NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT FOR THE PROPOSED TEEN

COUNCIL / STAFF REQUESTS AND COMMUNICATIONS
REQUEST FROM MAYOR LOZANO FOR DISCUSSION OF SETTLEMENT AGREEMENT
BETWEEN THE CITY OF WEST COVINA AND THE DAVISES
Settlement Agreement between the City of West Covina and the Davises was not discussed.
RESULTS OF FIREWORK PERMIT LOTTERY
Chief Executive Officer Kelter informed the City Council of results of the Fireworks permit
application lottery. The Veteran of Foreign Wars V.F.W. Post #3197) was selected in the
Service category and the Baldwin Park Police Officers' Association was selected in the
Other" category. A report was distributed to the Council.
Coundlmember Pacheco congratulated all organizations that were successful in obtaining a
Firework permit.
REQUEST POSTING OF SIGNS
Mayor Lozano requested staff to look into posting signs regarding permitted scooter riding.
ADJOURNMENT
There being no further matters for discussion, the meeting was adjourned at 7:35 p.m., in
memory of Tomas Clemente, the 15 year old Baldwin Park High School student who was
kilted in a scooter accident.
