The CITY COUNCIL of the City of Baldwin Park met in REGULAR SESSION at the above time and place. ROLL CALL Present: Councilmembers: Linda Gair. Ricardo Pacheco. Ramirez, Chief Deputy City Clerk and Kathleen Sessman, Deputy City Clerk ANNOUNCEMENTS Mayor Lozano requested to adjourn tonight's meeting in memory of Louis Ayala Senteno. Mayor Pro Tem Garcia requested to adjourn tonights meeting in memory of Officer Rodriguez' father. PROCLAMATIONS. PRESENTATIONS AND COMMENDATIONS An Award of Appreciation was presented to former Community Development Director Rick Forintos for his contributions to the City of Baldwin Park. A proclamation was presented to proclaiming October 20-26, 2002 as National Childhood Lead Poisoning Prevention Week. Mayor Lozano requested that staff place an announcement in the NOW regarding lead poisoning. He also requested that the City host an event at the Community Center for the purpose of distributing educational materials pertaining to lead poisoning prevention to the community. PUBLIC COMMUNICATIONS Irene Test spoke regarding issues at the Senior Center. She requested that either Director Carrillo or Supervisor Salas be present at the Senior Citizens' Association Board meetings. She also expressed opposition to the proposed changes to the senior lunch program. Art Aldridge, 14026 Benbow. expressed frustration with the fact that unwanted newspapers and handbills are continually placed on his fence or thrown in his yard. He requested enforcement of the individuals responsible for these types of distribution. He also requested enforcement on illegal fireworks. Mr. Aldridge requested that something be done about the speeding in the vicinity of Baldwin Park Blvd. and Stewart and suggested installation of a stop sign at this location. The following individuals spoke on behalf of the Mid-San Gabriel Valley Consortium and in support of Councilman Ricardo Pacheco, the City's current representative: Conrado Magdaleno; Betty Haro, Interim Director of the Mid-San Gabriel Valley Consortium; Rachel Estrada; and Eliseo Pacheco. Rosa Robles spoke in opposition to the actions of certain individuals on the existing administration of the Mid-San Gabriel Valley Consortium. Cameron Nelson inquired whether bicycles would be permitted in the crt/s skate park. Mayor Lozano asked Mr. Nelson to call him to personally discuss this matter further. Roy Test thanked the Council for their participation and support of the recently held Senior Prom. He expressed concern with the handling of situations by Coordinator Garcia. Dan Trunco expressed dismay with the fighting going on between the Council. He asked everyone to just get along. AWARD OF CONTRACT FOR THE CONVERSION OF EQUIPMENT ON POLICE PATROL VEHICLES 600^0) The Crty Council awarded the contract to Pursuit Technology, Inc., in the amount of $12,433.71 for the conversion of equipment on Police patrol vehicles. The Mayor was authorized to execute the Agreement. A motion was made to approve an Agreement with the Marjorie Wahlsten in an amount not to exceed $12,000 to assist with the absentee ballot process. The Mayor was authorized to execute the Agreement. Chief Kling indicated that the City is fully prepared. Councilmember Van Cleave suggested creating a walking path at Olive Middle School. He requested that Mayor Lozano discuss this matter on his behalf at the next 2+2 meeting. City Treasurer Contreras spoke of the dissention of the council that was created as a result of the Mid-San Gabriel Valley Consortium discussions and hopes that the Council can put those issues behind them and begin to work together in a more amicable manner. Chief Deputy City Clerk Ramirez stated that the Los Angeles County Registrar's Recorder is asking cities to consider conducting their 2003 elections using the county's owned touchscreen voting mechanisms at all of their polling places. Cities that are interested will be entered into a drawing and a total of three cities will be selected. There were no objections by the Council to submit the Crt/s name for the drawing.
