The CITY COUNCIL of the City of Baldwin Park met in REGULAR SESSION at the
above time and place.
ROLL CALL
Present: Councilmembers: Linda Gair, Ricardo Pacheco, Bill Van Cleave, Mayor Pro-Tern
Marlen Garcia, and Mayor Manuel Lozano

ANNOUNCEMENTS
Mayor Pro Tern Garcia requested the meeting be adjourned in memory of Ron Cano.
Councilmember Gair inquired whether the City had joined the City of Burbank to allow prayer
at Council Meetings. City Attorney Alvarez-Glasman replied stating that Baldwin Park has
expressed its support to the City of Burbank.
Mayor Pro Tern Garcia announced that a Teen Center/Skate Park fundraiser campaign is
currently underway; to date, $3,500 has been raised. The campaign will continue until
enough contributions and donations are collected to meet the needs of the project. She
encouraged anyone who would like to contribute, to please do so.
PROCLAMATIONS, PRESENTATIONS AND COMMENDATIONS
Certificates of Appreciation were presented to the 2003 Employee Recognition Dinner Raffle
Prize Sponsors.
A Certificate of Appreciation was presented to Jose Quintero in recognition of his dedicated
service as an Explorer of the Baldwin Park Police Department.
PUBLIC COMMUNICATIONS
Mayor Lozano acknowledged Sister City President Al Contreras, along with visiting
dignitaries from the City of Tototlan, Councilmember Sergio Quesada, Chief of Police Juan
Manuel Diaz, and Lieutenant Carlos Medina Maldonado. Mayor Lozano announced that
during their week long visit, our visitors have been hosted with training by the Baldwin Park
Police Department. He thanked Chief Kling and staff for their work in coordinating this
training opportunity for our guests. He further stated that the city is looking into the possibility
of sending possibly four 4) Baldwin Park police department officers to Tototlan for reciprocal
training and experience.

Maureen Popick and daughter Amber Marie Popick, residents of Baldwin Park, spoke about
various issues regarding the Baldwin Park Unified School District. Ms. Popick directed
comments to Councilmember Gair, stating her disappointment for the lack of support with this
issue.
Al Contreras, thanked City Council and staff for the support given our Sister City Tototlan.
Nora I. Gutierrez, field Representative for Ed Chavez introduced herself to council and staff.
City Council Candidate David Olivas, 3317 Puente Avenue, expressed his surprise at the
news of Ron Cano's passing. He thanked all the candidates for their professionalism during
this campaign.
Emma Mooneyham, member of the Baldwin Parks Woman's Club, announced the Annual
Scholarship Steak Dinner at the Woman's Club on Thursday, March 20, 2003, from 4:30
p.m. to 7:00 p.m.
Councilmember Gair requested Council concurrence to authorize the City Attorney to write a
letter to Ms. Popick, stating that the School District and the City are two separate entities and
that the City has no authority over the School Board issues. There were no objections.

APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE STAFF TO ADVERTISE
AND SOLICIT BIDS FOR 2002-03 CDBG STREETS REHABILITATION PROJECT, CIP 862
The City Council approved the plans and specifications and authorized staff to solicit bids for
the construction phase of the project.
REJECT ALL BIDS AND AUTHORIZE STAFF TO RE-ADVERTISE THE 2001-02 MORGAN
PARK PLAYGROUND RESURFACING AND PLAY EQUIPMENT INSTALLATION
PROJECT
The City Council rejected all bids and authorized staff to re-advertise the 2001-02 Morgan
Park Playground Resurfacing and Play Equipment Installation Project. The City Clerk was
authorized to advertise said project.
RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO FILE AN
APPLICATION AND DESIGNATING THE SIGNATURE AUTHORITY FOR 9TH CYCLE
USED OIL RECYCLING BLOCK GRANT

The City Council rejected all bids submitted for this project and authorized staff to modify the
scope of work and readvertise to solicit new bids for the Improvements of the Little League.
APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE STAFF TO REQUEST BIDS
TO REMODEL OFFICES AT THE COMMUNITY CENTER
The City Council approved the plans and specifications and authorized staff to solicit bids for

DEPARTMENT

ALLOCATION OF FUNDS FOR COMMERCIAL SECTOR DIVERSION PROGRAMS
IMPLEMENTATION
The Director of Public Works was authorized to complete all work necessary to develop and
implement an overall program to increase the commercial sector waste diversion program
and provide comprehensive technical assistance and to seek grants for businesses requiring
assistance in developing their own recycling, waste reduction and re-use programs. The City
Council allocated $39,500 to account 129.54.5000.873.

RESOLUTION AUTHORIZING STAFF TO APPLY FOR GRANT FUNDS FOR A PARK
MASTER PLAN

RESOLUTION ESTABLISHING A VOLUNTARY PAYROLL DEDUCTION PROGRAM TO
SUPPORT A BALLOT MEASURE TO PROTECT CITY FUNDS

City Attorney Alvarez-Glasman noted for the record that the amended Resolution presented
to Council at tonight's meeting was the Resolution approved.
GASB STATEMENT NO. 34 IMPLEMENTATION
The City Council approved a proposal and awarded a contract to GK & Associates for
Engineering Services, in the amount of $35,000 to perform an infrastructure inventory and
asset value calculation. The Finance Director was authorized to make the necessary
transfers within the existing General Fund and Redevelopment Agency operating budget line
items for fiscal year 2002-03.
APPROVAL OF A LEASE AGREEMENT WITH CINGULAR WIRELESS FOR THE
INSTALLATION OF A WIRELESS COMMUNICATION TOWER MONO-PINE) AT
MORGAN PARK
The City Council approved a Lease Agreement with Cingular Wireless for the installation of a
wireless communication tower mono-pine) at Morgan Park. The Chief Executive Officer was
authorized to finalize and execute the Agreement.
PUBLIC HEARING
PUBLIC HEARING TO CONSIDER AN APPEAL TO THE ORDER OF SUSPENSION OF
BUSINESS PERMITS NOS. 99-1300 AND 99-1301 FOR THE OPERATION OF SMOKEY'S
STEAK HOUSE; CASE NO.: CC-AP 2003-01
Mayor Lozano declared the public hearing OPEN for public participation.
A motion was made to CONTINUE the Public Hearing to March 5, 2003 at 5:00 p.m.

REPORTS OF OFFICERS
UPDATE ON JOB TRAINING OPPORTUNITIES FOR BALDWIN PARK RESIDENTS
Report presented by Assistant to the Chief Executive Officer Bouton as follows: The purpose
of this report is to update the City Council on opportunities available to provide job training
services to the residents of the City of Baldwin Park. On November 15, 2002, the City
received notice from the department of Community and Senior Services of Los Angeles
County that the County was terminating its agreements with the Mid-San Gabriel Valley
Consortium. A third party is now operating the Consortium and services continue to be
available to Baldwin Park residents. On December 18, 2002, the City Council directed staff
to review options for the City to provide job training services in Baldwin Park.
Job Training programs like those previously provided by the Mid-San Gabriel Valley
Consortium and now provided by Career Partners, are funded through the Federal
Government Department of Labor DOL). These funds are allocated to the State, which then
allocates them locally through Workforce Investment Boards. One such Workforce
Investment Board is the Los Angeles County Department of Community and Senior Services,
which oversees services provided for Baldwin Park residents.
At this time, the funds available through the Workforce Investment Board are committed to
the operation of the One-Stop Job Center formerly operated by the Mid-San Gabriel Valley
Consortium. These funds are committed until June 2004 via a contract with Career Partners.
There are no additional funds available for an individual City or other group to operate a job
training center at this time. The County will issue a Request for Proposals to provide services
after June 2004 that will be available for groups wishing to operate a job-training program.
Career Partners is providing the same services that were provided through the Mid-San
Gabriel Valley Consortium which includes:
Job Seeker Services—Onsite offices in Rosemead and El Monte) CalJobs
Registration and information, job listings, internet job search, telephone/fax access,
computer/e-mail access, unemployment insurance, financial counseling, job
search/placement.
Employer Services—Aptitude testing skills, basic English/Math, Computer classes,
On-the-job training portion of salary paid by Career Partners).
Through a mutual arrangement allow Career Partners to pay for at-risk youth
salaries working throughout city hall.
In addition, there are opportunities to provide some services within the City
including:
Opportunities to work with Career Partners to develop an employer-employee
program. In this program, the City would receive announcements from local
employers with job openings and a job description. The City would also receive an
employment application from local job-seekers and work with Career Partners to fill
those open positions.
Offering on-line computer job listing services to residents at the Community Center
or library, including computer training or the like.
Career Partners is willing to work with the City on these programs and offer the resources
they have available. By Council Consensus the report was received and filed.

DOWNTOWN STREET MARKET UPDATE
Robyn Renner, President of 11th Hour Productions spoke enthusiastically about the upcoming
season. She stated that more vendors have been recruited and has recently reorganized
11th Hour Production and now has a new partner Patricia Taylor, who is well know in the
Baldwin Park Community

COUNCIL / STAFF REQUESTS AND COMMUNICATIONS
Councilmember Gair reported that both the service and cleanliness of the Baldwin Park
Albertson has not improved. She stated that the City needs another market and suggested
staff start looking into the possibility.

There being no further matters for discussion, the meeting was adjourned at 7:50 p.m., in
memory of Ron Cano.
