The CITY COUNCIL and COMMUNITY REDEVELOPMENT AGENCY of the
City of Baldwin Park met in STUDY SESSION at the above time and place.
ROLL CALL
Present: Councilmember/Member: Linda Gair, Ricardo Pacheco, Bill Van Cleave, Mayor
Pro-Tem/Vice-Chair Marlen Garcia and Mayor/Chair Manuel Lozano

PUBLIC HEARING
PUBLIC HEARING TO CONSIDER AN APPEAL TO THE ORDER OF SUSPENSION
OF BUSINESS PERMIT NOS. 99-1300 AND 99-1301 FOR THE OPERATION OF
SMOKEY'S STEAK HOUSE; CASE NO.: CC-AP 2003-01
A motion was made to OPEN and CONTINUE Public Hearing to April 2, 2003 at 5:00
p.m.
PRESENTATIONS
SAN GABRIEL VALLEY MOSQUITO ABATEMENT PRESENTATION
Kelly Middleton, Education Specialist from the San Gabriel Valley Mosquito & Vector
Control District presented an overview of the West Nile Virus and the other services
they offer. Mr. Middleton spoke of the dangers of standing water as it relates to the
breeding of mosquitoes, noting that any amount of liquid can easily become a breeding
zone for mosquitoes and emphasized the importance of implementing preventative
measures to lessen the risk and reduce disease transmission throughout the City. Mr.
Middleton stated that the San Gabriel Valley Vector and Mosquito Control is currently
servicing the city under a special agreement and explained that a district is formed
through an election of property owners who vote by mail in favor of forming a district.
In response to an inquiry by Mayor Lozano, Mr. Middleton stated that the average cost
per household is approximately $5.60 per year. Councilmember Gair noted that the
cost has only increased slightly since the time that the city was last approached about
joining the district
CLOSED SESSION
The Council/Agency recessed to Closed Session at 6:15 p.m. and reconvened at 6:50
p.m., with all members present. City Attorney Alvarez-Glasman reported the action as

PUBLIC EMPLOYEE APPOINTMENT GC 54957)
Title: Finance Director
ACTION: City Council authorized the extension of the contract with the
Finance Director Jose Sanchez consistent with the terms as
expressed in closed session.
PUBLIC EMPLOYEE PERFORMANCE EVALUATION GC 54957)
Title: Housing Director
ACTION: City Council authorized a salary increase for the Director of Housing
consistent with the terms expressed in closed session.
ADJOURN
There being no other matters before the Council/Agency, the meeting was adjourned at
7:05 p.m.
