The CITY COUNCIL and PLANNING COMMISSION of the City of Baldwin Park met in
a SPECIAL JOINT MEETING at the above time and place.
ROLL CALL
Present: Councilmember/Member Marlen Garcia, David Olivas, Ricardo Pacheco, and
Mayor/Chair Manuel Lozano
Absent/Excused: Mayor Pro-Tem/Vice-Chair Bill Van Cleave
Planning Commissioners: Monica Garcia, and Chair Mila Alba
Absent: Anthony Bejarano
Also Present: Dayle Keller, Chief Executive Officer/Executive Director; Stephanie Scher, City
Attorney/Agency Attorney; Mark Kling, Chief of Police; Jose Sanchez, Finance Director;
Shafique Naiyer, Public Works Director; Melecio Picazo, Interim Community Development
Director; Manny Carrillo, Recreation and Community Services Director; Dolores Gonzalez-
Hayes, Housing Director; and Kathleen Sessman, Deputy City Clerk
PRESENTATIONS
DISCUSSION OF PROGRESS OF SHOPPING CENTER IMPROVEMENT COMMITTEE
Councilmember Garcia and Assistant Planner Lopez presented a brief overview of the
progress of the Shopping Center Improvement Committee.
Councilmember Olivas requested information from Code Enforcement regarding where their
priorities and focus is. He suggested that the Council establish code enforcement priorities
so that there is clarity as to what the Council's vision is. He further recommended that the
Council provide Code Enforcement support in the event a change in priorities occurs.
Councilmembers expressed concern with the cleanliness of the 990 Store Shopping Center
and surrounding areas.
Councilmember Pacheco expressed his support for the City's need to prioritize and provide
support to Code Enforcement. He inquired to the possibility of acquiring additional resources
and implementing a more aggressive enforcement of City codes as well as more stringent
prosecution of violators.
