The CITY COUNCIL of the City of Baldwin Park met in REGULAR SESSION at the above time and place. ROLL CALL Present: Councilmembers: Marlen Garcia, David Olivas, Bill Van Cleave. Contreras, City Treasurer; and Rosemary M. Ramirez, Chief Deputy City Clerk ANNOUNCEMENTS Mayor expressed his condolences to the families of men and women who lost lives in Iraq. PUBLIC COMMUNICATIONS Mr. Dan Trunco. resident, spoke on issues relating to Councilmember Van Cleave. He also expressed displeasure with the Interim Chief Executive Officer's employment contract. AWARD OF CONTRACT FOR INSPECTION SERVICES FOR THE CONSTRUCTION OF BARNES PARK IMPROVEMENTS, CIP 619C The City Council awarded the contract for inspection services to Alturas Engineering and Construction for a fee of $50. p/hour not to exceed $45,000. The Mayor was authorized to execute the Agreement. AWARD OF CONTRACT FOR PROFESSIONAL SERVICE FOR AB939 COMPLIANCE AND SOLID WASTE RELATED PROGRAMS The City Council approved a one 1) year contract with SCS Engineers in an amount not to exceed $66,000. The Mayor was authorized to execute the Agreement. CONSENT CALENDAR ITEMS REMOVED FOR DISCUSSION RESOLUTION NO, 2004-054 APPROVING A MODIFIED JOINT POWERS AGREEMENT WITH INDEPENDENT CITIES LEASE FINANCE AUTHORITY ICLFA) Mayor Pro Tern Pacheco requested to review the possibility of participating in the ICLFA loan program for assistance with down payments and closing costs. By Council consensus, this matter was tabled to August 4, 2004. There were no objections. REQUEST TO INCREASE CITY'S FIRST TIME HOMEBUYER LOAN PROGRAM MAXIMUM LOAN AMOUNT FROM $40,000 TO $70,000 Mayor Pro Tern Pacheco is pleased to see that the amount is being increased for the benefit of the applicants. He suggested that the guidelines be reviewed by the Council for the purpose of amending sections if allowed under federal regulations) that would allow some flexibility to the applicants. A motion was made to approve the increase of the maximum loan amount for the City's First Time Homebuyer Loan Program from $40,000 to $70,000, and to bring back guidelines for possible amendments. APPOINTMENT OF VOTING DELEGATE FOR LEAGUE OF CALIFORNIA CITIES CONFERENCE A motion was made to appoint Councilmember Garcia as delegate and Mayor Pro Tern Pacheco as alternate to represent the City at the Annual Business Meeting of the League of California Cities to be held September 17-19. 2004 in Long Beach, California. She requested that this improvement be made a priority. There were no objections. Councilmember Garcia requested Code Enforcement and/or Police enforcement of the City Ordinance making it unlawful to scavenge for recyclables. There were no objections. Councilmember Garcia requested that staff ensure that the City is pursuing and prosecuting agencies that are illegally posting signs in Baldwin Park. There were no objections. Councilmember Garcia requested that the City host a second meeting regarding the Maine Avenue improvements in the parking lot of Fallas Paredes. There were no objections. Mayor Lozano reported on the success of the recent Neighborhood Pride Day and thank all who participated in this worthwhile event. City Clerk Tizcareno reported alleged drug activity in the vicinity of Bogart and Chilcot Streets. Councilmember Garcia announced the renaming of the Family Service Center to the Ten G. Muse Family Service Center, to be held Thursday, July 29th at 6:30 p.m. Councilmember Garcia announced the upcoming National Night Out event to be held Tuesday, August 3rd at 7:00 p.m., in the council chamber. Councilmember Garcia reported on a speaking engagement at a recent conference sponsored by the City of Azusa. The topics of discussion were health related policies implemented by the Baldwin Park City Council particularly, the No Smoking Ban on City owned property. Councilmember Garcia announced the upcoming Pride of the Valley run to be held August 7th.
