The CITY COUNCIL of the City of Baldwin Park met in SPECIAL STUDY SESSION at the above time and place. ROLL CALL Present; Councilmembers: Marlen Garcia, David Olivas, Bill Van Cleave, Mayor Pro-Tem/Vice-Chair Ricardo Pacheco, and Mayor/Chair Manuel Lozano Also Present: Sid Mousavi, Interim Chief Executive Officer; Stephanie Scher, City Attorney; Shafique Naiyer, Public Works Director and Rosemary M. Ramirez, Chief Deputy City Clerk CLOSED SESSION The Council/Agency recessed to Closed Session at 6:16 p.m. and reconvened at 7:15 p.m., recessed at 7:17 p.m. and reconvened at 7:25 p.m., with all members present. City Attorney Scher reported the action as follows: CONFERENCE WITH LABOR NEGOTIATOR GC 54957.6) Agency Negotiators: Sid Mousavi, Interim Chief Executive Officer; Hennie Apodaca, Interim Finance Director; Gina Knight. No action taken; nothing further to report, COUNCIL/STAFF REQUESTS AND COMMUNICATIONS REQUEST BY MAYOR PRO TEM RICARDO PACHECO FOR DISCUSSION OF FAMILY DAY PROMOTION Upon request by Mayor Pro Tern Pacheco and by Council consensus, a request to prepare a proclamation proclaiming September 27, 2004 as Family Day, was approved to be presented at the council meeting of September 1, 2004. Staff was authorized to begin the necessary preparations for a city sponsored Family Day event to be held Saturday, September 25. 2004. She stated that a colleague of hers who resides in South Pasadena, commented on the City of South Pasadena's effective use of these devices. Mr. Tim Peddie, representing Spot Devices, Inc., provided a company overview, stating that Spot Devices, Inc., merges the latest enabling wireless and solar technologies to create a new generation of lighting and traffic safety products. The company is located in Silicon Valley, California. Mr. Peddie presented information on the Self-Powered, Wirelessly Activated Inroad Crosswalk Lighting System as follows: Spot Walk employs stand-alone LED-lit inroad lights called Road Spots that require no wiring for power or activation. Each Road Spot is self-powered and designed for high visibility for both day and night operation. A series of bright flashes is wirelessly activated via push- button, proximity detector, timer, or other mechanism. Spot Walk's wireless activation allows any layout configuration. For example, Road Spots may be placed in lanes turning into crosswalks, in advance of crosswalks and along crosswalk edges. Intuitive Windows based software allows complete Spot Walk control, even after installation. Administrators manage flash type, duration, and intensity even individual LED's from a laptop PC. Usage and operational data is uploaded wirelessly. Installation and maintenance is easy. The devices can be installed using city staff. Road Spots are easily maintained and can be replaced in minutes without cutting or wiring, virtually eliminating the need to close the roadway. Spot Walk reduces the total cost of ownership over 80% compared to competing inroad lighting systems. Easy maintenance and operation generate savings over the live of the system. Upon conclusion of the presentation, the Mayor and City Council expressed interest in these type of devices. Mr. Peddie was invited to return with information on other products available through Spot Walk Inc.
