The CITY COUNCIL and the COMMUNITY DEVELOPMENT COMMISSION of the
City of Baldwin Park met in SPECIAL SESSION at the above time and place.

Present: Members: Marten Garcia, David J. Olivas, Vice-Chair Ricardo Pacheco and Chair

Absent: Councilmember Bill Van Cleave
Also Present: Sid Mousavi, Interim Executive Director; Stephanie Scher, Attorney; Jack
Wong, Interim Community Development Director; Kara Bouton, Assistant to the Chief
Executive Officer; Shafique Naiyer, Public Works Director; Amy Harbin, Principal Planner,
and Rosemary M. Ramirez, Chief Deputy City Clerk
CLOSED SESSION
The Council/Agency recessed to Closed Session at 6:15 p.m. and reconvened at 7:10 p.m..
with all members present with the exception of Councilmember Bill Van Cleave who was
absent. City Attorney Scher reported the action as follows:
