The CITY COUNCIL of the City of Baldwin Park met in REGULAR SESSION at the
above time and place.

PLEDGE OF ALLEGIANCE
ANNOUNCEMENTS
Mayor Lozano offered his condolences to 4036 soldiers who have lost their lives
in the current conflict. Counciimember Pacheco closed on behalf of Jesus
Leyson, former Planning Commission. Mayor Lozano requested that flowers be
sent to the services. Councilmember Pacheco congratulated Margaret
Salonisen for her recognition at Citizen of the Year.
Mayor Lozano announced that Denise Tomatore, BPACE 26th Congressional
District) and Mariana Lake, VCWD Boardmember 32nd Congressional District)
were elected as delegates for the Democratic National Convention.
City Treasurer Contreras announced that she was selected as Employee of the
Year for the California Region for Macy's. Mayor Lozano requested that a
certificate be presented to her at the next Council meeting.
City Clerk Rubio acknowledged Margaret Salonisen for her recognition as Citizen
of the Year.

PROCLAMATIONS, COMMENDATIONS & PRESENTATIONS
Certificate presentation to Maria Montes, Honoree of Congresswoman Hilda Solis
at the Women's Issues Forum
Mayor Lozano, joined by the City Council, City Clerk & Treasurer presented a
certificate to Maria Montes
Certificate of Recognition to Brenda Valenzuela of Pleasant View Elementary for
winning the district spelling bee
Mayor Lozano, joined by the City Council, City Clerk & City Treasurer presented
a certificate to Brenda Valenzuela. Mayor Lozano requested that her name be
placed on the marquee at Morgan Park and that her name be placed in the next
issue of the NOW
PUBLIC COMMUNICATIONS
Gloria Fiero, President of the Baldwin Park Women's Club commented on the
service of the club in the community and announced that member Margaret
Salonisen was chosen as the district winner for Citizen of the Year. She further
requested a proclamation for Federation Day. There were no objections. Ms.
Fiero welcomed all women in the community to join the club.
Thomas Carey, resident spoke about ethanol and other issues.
Greg Tuttle, business owner addressed past comments made by the Mayor and
City Council, as well as the stipends that Council receives. He thanked staff for
the services they provided.
Mariana Lake, VCWD Boardmember congratulated Maria Montes and others who
volunteer in the community. She further acknowledged City Treasurer Contreras
and Margaret Salonisen for their respective recognitions.
Andrew Morales Miramotes, resident spoke in support of the proposed
redevelopment project.
Amelita Bes, resident commented on the recent actions of the Council
Steven Blusky, resident commented on eminent domain issues.

Moved by Mayor Lozano, seconded by Councilmember Marten Garcia.
1. WARRANTS AND DEMANDS
City Council received and filed the report.
2. PROPOSED RECOGNITIONS BY THE MAYOR AND CITY COUNCIL FOR
THE PERIOD OF APRIL 16, 2008 MAY 6, 2008
City Council approved the preparation and presentation of the plaques and
certificates as outlined in the staff report.
3. MINUTES
City Council approved the minutes of the February 26, 2008 meeting special),
the minutes of the April 2, 2008 meeting special and regular), and the minutes
of the April 3, 2008 meeting special).
4. CITY TREASURER'S REPORT FEBRUARY 2008
City Council received and filed.
5. AUTHORIZATION TO ACCEPT LETTERS OF INTEREST FROM NON-
PROFIT AGENCIES FOR AFFORDABLE HOUSING PROJECTS
City Council authorized staff to issue a notice to accept letters of interest from
non-profit organizations for 1) Multi-family Rehabilitation Project includes
acquisition, maintenance and management of multi-family affordable housing
projects and 2) Scatter Lot Projects includes acquisition, rehabilitation and/or
new development of single-family affordable housing projects on scatter lots.
6. APPROVAL TO PARTICIPATE IN THE 2008 SUMMER LUNCH PROGRAM
City Council authorized staff to submit an application to the State of California,
Department of Education to participate in the 2008 Summer Lunch Program and
authorized the Director of Recreation and Community Services to execute all
Summer Lunch Program documents, including the agreement with El Monte
Union High School District.
7. APPROVAL OF AGREEMENT FOR CARNIVAL SERVICES
CHRISTIANSEN AMUSEMENTS
City Council approved the agreement attached to the staff report and authorized
the Mayor to execute the Agreement.
8. APPROVAL OF A FREEWAY MAINTENANCE AGREEMENT FOR THE HIGH
OCCUPANCY VEHICLE LANE HOV) EXPANSION PROJECT ALONG
INTERSTATE 10 FREEWAY 1-10)
City Council approved the Freeway Maintenance Agreement and authorized the

CITY COUNCIL/ CITY CLERK / CITY TREASURER / STAFF REQUESTS &
COMMUNICATIONS
Councilmember Marten Garcia announced the Relay for Life event on May 3-4
in Baldwin Park and requested that the city form a team to participate. She also
requested a financial literacy program, in cooperation with the financial institutions
in the city.
Mayor Pro Tom Bejarano requested that an update from staff be provided to
Council on the day laborer issue at Home Depot.
Mayor Lozano commented on the plastic bag ordinance and requested that city
create and offer reusable bags.
Councilmember Monica Garcia announced that she would be participating in the
Emergency Preparedness Committee at the Council of Governments COG) and
wanted to make sure that the city would be participating.
Councilmember Pacheco requested that staff work with the school district on the
speed bump issue and requested that staff look into solar energy for City Hall.
ADJOURNMENT
There being no other matters for discussion the meeting was adjourned in
memory of Jesus Leyson at 7:42 p.m.
