The CITY COUNCIL of the City of Baldwin Park met in REGULAR SESSION at the
above time and place.

Certificate presentation to outgoing Baldwin Park Sister City Association
President Maria Padilla
Mayor Lozano, joined by the Council, Clerk & Treasurer presented outgoing
president Maria Padilla with a certificate of recognition for her service with the

accomplishments of the club and Ms. Padilla's service as president. Mayor
Lozano, Council member Marlen Garcia and City Clerk Rubio commended
and thanked Ms. Padilla for her service. Council member Garcia pledged the
city's continued support of the association and their activities
Presentation of Hometown Hero Military Banner to Army Sergeant Enrique
Kiki" Angulo
Mayor Lozano read a biography for Sgt. Angulo and presented him with the
Hometown Hero Military Banner that was flown in the City of Baldwin Park. Sgt.
Angulo thanked the City Council for their support and recognition.
PUBLIC COMMUNICATIONS
Al Contreras, resident thanked Sgt. Angulo for his service. He spoke about the
accomplishments of Maria Padilla, outgoing Sister City Association president and
expressed the hope that the association could continue raising funds through the
sale of fireworks
Rafael Gonzalez, Baldwin Park Library complimented Dan & Ramon, Public
Works employees for coming to remove graffiti at the library. He also
congratulated outgoing president Padilla. He announced the Friends of the
Library book sale and encouraged the public to donate
Edward Martinez, resident requested the implementation of a community channel
that would provide information to the public. He noted his past experiences with
various cable television channels and offered his assistance
CEO Singhal stated that the city would be implementing a community channel in
the near future and was waiting for the installation of fiber optics
Margaret Salonisen, resident announced the success of the Baldwin Park
Chamber of Commerce Golf Tournament and expressed her disappointment that
the Chamber of Commerce had not received an invitation to the State of the City
address. She announced an upcoming Chamber event
Thomas Cary, resident spoke about the recently approved format of the NOW;
new state sales taxes; traffic safety issues and other matters in the city
Jennifer Smith D'Amico spoke on behalf of Central School Elementary and an
upcoming competition that three students would be attending. Teacher Debra
Albrecht and students were introduced and background of the competition was
given. She requested any sponsorships and contributions from the Council and
the public
The Mayor & Council members pledged their support of the students
Mayor Pro Tern Monica Garcia expressed her pride and encouragement for the
student participants; Council member Pacheco suggested that a contribution be
made from the donation received from Wal-Mart and that their accomplishments

Greg Tuttle, business owner clarified past comments; spoke about matters
related to Council member Bejarano; issues with posting the notices of intent to
recall at the library and made an inquiry to Chief Hadsell regarding the hiring of
additional police
Cecilia Lee, business invited any group that has lost their fundraising opportunity
with the fireworks stand contact her for other fundraising opportunities and spoke
about the students in attendance
Public Communications were closed at 7:53 p.m.
Council member Marlen Garcia addressed comments made by speaker Tuttle
related to the library and about the positive changes being made in the City of
Baldwin Park
Council member Bejarano addressed comments of speakers Cary & Tuttle
related to the expectations of the public for elected officials; he also spoke about
the actions of speaker Tuttle regarding recall attempts, accusations and public
records requests

Moved by Council member Marlen Garcia, seconded by Mayor Lozano.
1. WARRANTS AND DEMANDS
City Council received and filed.
2. PROPOSED RECOGNITIONS BY THE MAYOR & CITY COUNCIL FOR THE
PERIOD OF APRIL 1, 2009 APRIL 14, 2009
City Council approved the preparation and presentation of the plaques,
proclamations & certificates as outlined in the staff report.
3. MINUTES
City Council approved the minutes of the special and regular meetings of March
18, 2009.
4. CITY TREASURER'S REPORT FEBRUARY 2009
City Council received and filed.

Council member Bejarano requested that language be added to the
proposed MOU to ensure that the city would not be subjected to liability
issues involving the school police. Chief Hadsell stated that she that she
would look further into the matter and bring this item forward
The following item was pulled by Council member Pacheco for separate
discussion:
6. 2nd READING OF ORDINANCE NO. 1324 AND RESOLUTION NO. 2009-
006
Council member Pacheco commented about a previous request he had
made regarding the addition of a second tier for firework applicants if there
were not enough applications from youth organizations
Motion: Waive further reading, read by title only and adopt on second
reading Ordinance No. 1324 entitled, AN ORDINANCE OF THE CITY
COUNCIL OF BALDWIN PARK AMENDING SECTION 93.01 OF THE
BALDWIN PARK MUNICIPAL CODE BY AMENDING THE DEFINITION OF
QUALIFYING ORGANIZATIONS" amended to include a second tier group
and waive further reading, read by title only and adopt Resolution No. 2009-
006 entitled, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BALDWIN PARK ESTABLISHING THE CITY'S POLICY FOR THE
ISSUANCE OF FIREWORKS PERMITS PURSUANT TO SECTION 93.06 OF
THE BALDWIN PARK MUNICIPAL CODE" Council member Marlen Garcia
objected

City Council authorized staff to solicit RFP's for the development of the Five
Year Consolidated Plan and the Analysis of Impediments to Fair Housing.
8. COPS HIRING RECOVERY PROGRAM CHRP) GRANT
City Council authorized the Chief of Police or her designee to apply for the
CHRP grant to add five sworn police officer positions and directed the Chief of
Police to work with the Finance Director in planning for revenue enhancements
and cost saving measures to increase available resources.

9. FIRST READING OF ORDINANCE NO. 1325 REQUIRING OWNERS AND
OTHER PERSONS RESPONSIBLE FOR VACANT AND ABANDONED
PROPERTY TO REGISTER WITH THE CITY AND TO MAINTAIN SUCH
PROPERTY
Community Development Manager Castagnola presented the report
Motion: Waive further reading, read by title only and introduce for first reading
Ordinance No. 1325 entitled, AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF BALDWIN PARK, CALIFORNIA, ADDING CHAPTER 150.029
TO THE BALDWIN PARK MUNICIPAL CODE REQUIRING OWNERS AND
OTHER PERSONS RESPONSIBLE FOR VACANT AND ABANDONED
PROPERTY TO REGISTER WITH THE CITY AND TO MAINTAIN SUCH
PROPERTY."
Moved by Council member Pacheco, seconded by Mayor Lozano.
Council member Pacheco spoke about the positive impacts of this proposed
ordinance and requested that the Council be kept informed on the progress and
implementation of this program
10. FIRST READING OF ORDINANCE NO. 1326 AMENDING SECTION 121.04
OF THE BALDWIN PARK MUNICIPAL CODE RELATING TO SUSPENSION OF
SOLICITATION PERMITS
Community Development Manager Castagnola presented the report.
Council member Pacheco inquired about the number of complaints that had
been received. Council member Pacheco further inquired about what types of
organizations applied for these types of permits. Manager Castagnola
responded that they were typically non-profit, religious groups
Motion: Waive further reading, read by title only and introduce for first reading
Ordinance No. 1326 entitled, AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF BALDWIN PARK, CALIFORNIA AMENDING SECTION 121.04

11. APPOINTMENT TO FILL AN UN-SCHEDULED VACANCY ON THE
PLANNING COMMISSION
Seeing that he was in attendance, Council member Bejarano requested that
applicant Tzec introduce himself to the Council and speak about his interest and
qualifications for the position on the Planning Commission
Council member Pacheco inquired about Mr. Tzec's employment and type of
law he practiced; Council member Bejarano spoke about the quality of the
applicants being considered for appointment
Motion: Waive further reading, read by title only and adopt Resolution No.
2009-009 entitled, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BALDWIN PARK, AMENDING RESOLUTION NO. 2008-030 APPOINTING AN
INDIVIDUAL TO THE PLANNING COMMISSION OF THE CITY OF BALDWIN
PARK, SPECIFICALLY: HUGO TZEC TO OFFICE NO. 4 FOR A TERM
EXPIRING JUNE 30, 2010."
Moved by Council member Bejarano, seconded by Mayor Pro Tern Monica
Garcia.
Mayor Lozano spoke about the qualifications of the other applicants and
encouraged them to re-apply when other vacancies occur; Council member
Bejarano requested that a letter be sent to Mr. Cheng thanking him for his
interest in the position
City Clerk Rubio stated that the applicants would be included for Council
consideration with the annual vacancies.
CITY COUNCIL/CITY CLERK/CITY TREASURER/STAFF REQUESTS &
COMMUNICATIONS
Council member Marlen Garcia requested that staff prepare a report on AB 68,
AB 87 and AB 1141 addressing the issue of single use bags so that Council could
consider supporting one of the bills
Mayor Pro Tern Monica Garcia announced the postponement of the EIR process
related to the materials recovery facility in Irwindale
ADJOURNMENT
There being no other matters for discussion the meeting was adjourned in
memory of Ophelia Acuna Hernandez and Jose Regaldaldo Martinez at 8:17
p.m.
