Marcia Arkin, 4347 Stewart Avenue, asked for an update MARCIA
on the sign for the Senior Citizens Center and spoke ARKIN
regarding other upkeep at the center.
Raul Reyes, 3160 Athol Street, spoke regarding the RAUL
Oap that is issued by the Chamber of Commerce and REYES
the incorrect information that is listed on the map
regarding satellite parks in the City.

The following items were removed from the Consent ITEMS
Calendar for separate consideration: Item No. 2 REMOVED
for consideration at a later date; and the Darrel
Everette claim in Item No. 4 for consideration in
Closed Session.
It was moved and seconded to approve Items No. 1 CONSENT
and 2-6 of the Consent Calendar as presented. M/S/C: CALENDAR

PUBLIC HEARINGS
Mayor King introduced the Public Hearing on AGP-85, PUBLIC
Z-484 and PM-1162, A request for approval of an HEARING
amendment to the General Plan Land Use designation from AGP-85,
General Manufacturing to Industrial/Commercial, a zone Z-484 &
change from I, Industrial to IC PD), Industrial/ PM-1162
Commercial Planned Development Overlay, and a Tenta- INTRODUCED
tive Parcel Map for a 15 parcel subdivision pursuant
to Sections 17.54 and 16.01 respectively of the City
Code. Applicant: Baldwin Park Business Corp.;
Locations: 400 thru 492 Cloverleaf Drive)".
City Planner Rangel explained that this property is STAFF
within the Delta Redevelopment Project Area and is REPORT
currently developed with six industrial buildings.
The second phase is under construction and will con-
sist of eight buildings. The zone change requested
by the applicant will have little effect on the
physical development of the property and the IC zone
will allow a wider variety of commercial uses.
Staff and the Planning Commission recommend approval.
Mayor King declared the public hearing open on AGP-85, PUBLIC
Z-484 and PM-1162 and invited those wishing to speak HEARING
on this subject to come forward. OPEN
Paul Hurst, 1755 Rocky Road, Fullerton, applicant, PAUL
stated that he felt that these were proper changes HURST
that would better utilize the freeway frontage and
allow flexibility to the tenants. He offered to
answer any questions that Council might have.
In response to Councilman Izell's question, Mr.
Hurst responded that a $400-500 donation for the
rehabilitation of the civic auditorium might not
be a problem if it were in an agreement.
Mayor King declared the Public Hearing closed. CLOSED
It was moved and seconded to approve the Negative NEC DEC
Declaration of Environmental Impact relating to AGP-85,
AGP-85, Z-484 & PM-1162. M/S/C: GIBSON/LOWES. Z-484 &

It was moved and seconded to approve Resolution No. RESOLUTION
89-2, A RESOLUTION OF THE CITY COUNCIL OF THE CITY NO. 89-2

USE ELEMENT OF THE GENERAL PLAN FROM GENERAL MANU-

It was moved and seconded to approve Ordinance No. ORDINANCE
1008, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY NO. 1008
OF BALDWIN PARK APPROVING A CHANGE OF ZONE FORM I, APPROVED
INDUSTRIAL TO IC PD) INDUSTRIAL COMMERCIAL PLANNED FIRST
DEVELOPMENT OVERLAY APPLICANT: BALDWIN PARK DEVE- READING)
LOPMENT CORP.; CASE NO. Z-484; LOCATION: 400-
490 CLOVERLEAF DRIVE, BALDWIN PARK, CALIFORNIA)".
M/S/C: GIBSON/MCNEILL. There were no objections.
Mayor King introduced the Public Hearing on AGP- PUBLIC
84 and Z-483, A City initiated request to consider HEARING
amendments to the City of Baldwin Park General Plan AGP-84 &
and zone changes. The proposed changes involve a Z-483
complete update of the City's current general plan INTRODUCED
and the proposed zone changes are being considered
in order to make the City's zoning map consistent
with the proposed General Plan".
Mayor King explained that the City's General Plan OPENING
can be considered as a blueprint of the community's REMARKS
future and directs the City's future. The most
important part of the plan is the Goals and Policies
and the Staff will identify some of these in their
report.
He further explained that this General Plan update
began over one year ago. Since that time question-
naires were sent to residents and businesses and
four community workshops were held and attended by
a wide cross section of the community. Notices
were sent to all residents who are within 300 feet
of any property which is proposed for a change.
City Planner Rangel explained the background for STAFF
beginning a General Plan update and outlined the REPORT
development in the City since the last General Plan
in 1979. He stated that the responses to the
questionnaires that were answered are a primary
basis for the proposed General Plan Goals and
Policies.
A slide presentation was given by the City Planner
and he outlined the Public Services and Facilities
Issues, the Conservation and Open Space Issues, the
Public Safety Element, the Noise Element, the Circu-
lation Element, the Municipal Revenue/Fiscal Impact
Element, the Housing Element and the Land Use Element.
He explained the issues that were before the Council
and showed examples of the density in the City in the
slide presentation. He briefly discussed the multi-
family development, the preservation of low density
through single family residences, the proposed land
use changes and the need to create additional park
areas and to explore new areas of revenue.
Paul Secord, Cotton/Beland and Associates, project PAUL
manager for the Baldwin Park General Plan Program, SECORD
stated that several comments were received during
the formal review of Environmental Impact Report.
Those comments were from the valley County Water
District, relating to technical information; the
L.A. County Department of Public Works relating
to flooding and their request for inclusion of
a map showing their drainage facilities as part of
the plan; comments relating to the traffic that
would be generated in the buildout of the plan;

and comments relating to the Notice of Prepara-
tion". No comments resulted in substantive change
to the document or any of the policies.
In response to Mayor King's inquiry, City Planner DISCUSSION
Rangel stated the R3 rounded to 2100 square feet
would yield a density of 20.7 units per acre and the
RG rounded to 3600 square feet would yield a density
of 12.1 units per acre.
Councilman Izell commented on the fact that he has
not received information that he has asked for in
the past at General Plan meetings and asked that
it be noted that the information that the Council
has received has not been satisfactory. He stated
that information regarding the number of rentals in
the City and the percentage of out-of-town owners
has not been received and he felt that the document
does not clarify if there is 25% or 31%. He also
commented that figures being gathered were from 1980
and that there has been too much change in building
prices in the last nine years for those figures to
be up-to-date.
Mayor King declared the Public Hearing open on AG?- PUBLIC
84 and Z-483 and gave specific instructions relating HEARING
to this hearing for those wishing to speak on this OPEN
subject.
Anthony Bejarano, 3508 Vineland Avenue, spoke regard- ANTHONY
mg the overcrowding of the schools due to the over BEJARANO
building of apartments and condos, questioned what
the school district's response was to the General
7- Plan, and asked about condos being rented instead of
sold.
Hossain Khademi, 1001 E. Alosta, Glendora, spoke regard- HOSSAIN
mg his property at 4723 Kenmore and asked about build- MULDEMI
mg two homes on this property. He purchased this pro-
perty in order to develop it with two houses and
he expressed his concern that he could no longer
do this.
Councilman Izell stated that this had been an issue
at other meetings and he had asked about those who own
R1 and have plans to build, at what time the property
would be vested. Council and Staff discussed this and
explained to Mr. Carden that at this time he can
build two houses because he has over 10,000 square
feet of property.
Walt Hannah, 641 5. Hollenbeck, West Covina, spoke WALT
regarding the need for high density in the Central HANNAH
Business District to support the large shopping
center that is going in on Maine Avenue. He was
not in favor of the rezoning on Maine Avenue.
C. Lesperance, 3427 Puente Avenue, regarding LESPERANCE
property at 14827-45 Pacific Avenue. He spoke
against the rezoning of the property in that area
because of the surrounding high density and the
commercial. He requested that it be left as is.
Andrea De La Cruz, 13550 Corak Street, requested ANDREA
that her property stay R3 and that she was speaking DE IA CRUZ
for the owner of 13567 Corak Street, also.
Stanley King, 4247 La Rica Street, requested to stay STANLEY
zoned R3 not RG because properties around him have KING
been developed to higher density and this is penali-
zing him for waiting.

David Kelly, 13039 Judith Street, presented a DAVID
petition by people on his street and in the area KELLY
and stated that he purchased this house about
two years ago and the moratorium stopped him from
building. He requested that the property remain
the same.
Martha Salazar, 927 Leorita Street, owner also of MARTHA
property at 929 and 931 Leorita, expressed her concern SALAZAR
that the rezoning would not allow her to rebuild her
property with multiple units should the present
homes be destroyed by fire. City Planner Rangel
explained how rebuilding was possible in case of a
disaster). Mrs. Salazar also spoke for Escilda
Morcillo, 923 Leorita, that wanted her property to
stay the same also.
Michael Battaglia, 4054 Walnut Street, stated that MICHAEL

He expressed his concern about reducing the R1
density from 8.7 to 6 units per acre, because of
the difficulty this will cause in subdividing
property and also the effect this will have on PD's.
Steve Ayon, 14539 Chevalier, stated that he felt STEVE
it did not make sense to rezone something R1 when AYON
everything around it is apartments.
Clara Hogue, 3822 Foster, spoke in favor of the CLARA
proposed General Plan, thinks PD,s are a great adea HOGUE
and wants to see the density lowered.
Raul Reyes, 3160 Athol Street, asked questions RAUL
concerning the lot size required for allowing two REYES
houses. He stated that he felt both sides have
valid points, but he supported staying with the
plan.
Ed Huetinck, 13059 Amar Road, spoke in favor of ED
staying with the plan. HUETINCK
Ellen flora, 4231 Downing Street, also spoke for ELLEN
owners of 4229 Downing Street requested that the MORA
property remain R3. Wants to develop her own
property and RO would entail putting more lots
together.
Ralph Baca, 14740 Clark Street, does not want RALPH

David Kelly, 13039 Judith, asked why properties DAVID
are rezoned if there is no reason to rezone them. KELLY

Mayor King declared a three minute recess of the RECESS
City Council meeting.
The regular meeting of the City Council was back in COUNCIL
session following the recess. Roll Call remained IN SESSION
the same.

Council discussed continuing the Public Hearing DISCUSSION
on the General Plan for two weeks or calling for
a vote tonight. Council expressed their disappoint-
ment over the amount of people that attended this
hearing and felt that there might be more people
that wanted to be heard. It was also felt that
ample notice had been given and it would be appro-
priate to close the Public Hearing.
In response to Councilman Gibson's inquiry, City
Attorney Flandrick stated that the Council can
continue the Public Hearing and take additional
testimony or do as he suggested and take under
advisement the things that Council has asked and
after those items are explained, vote on the
approval of the Environmental Impact Report, and
the General Plan and zone changes with such modifi-
cations as the Council deems appropriate.
It was moved and seconded to close the Public Hearing MOTION TO
and the vote be taken at the next meeting after an CLOSE
explanation by Staff of some of the questions asked HEARING
tonight. N/S: GIBSON/MCNEILL.

Council directed that additional notice be made regarding COUNCIL

city Attorney Flandrick stated that a Closed Session CLOSED
was necessary regarding a matter pending in litigation SESSION
and such session was authorized by Section 54957.9 b)
of the Government Code.
The regular meeting of the City Council was adjourned
to a closed session at 9:05 p.m.
The Council was back in session at 9:09 p.m. Roll Call
remained the same.
