Allan Paper Company operating again as a paper and
cardboard recycling company.
Frank Ramirez, 4924 Wimmer Avenue, commented on the FRANK
$3.00 cost to be assessed on properties to support RAMIREZ
the proposed Mosquito District. He encouraged Council
to vote no on this issue.

PUBLIC HEARING
Mayor King introduced the Public Hearing on SP-88-2, A PUBLIC
request for approval of a Specific Plan to allow a HEARING
federally subsidized senior citizens' housing develop- SP-88-2
ment on approximately 1.08 acres. Applicant: City of INTRODUCED
Baldwin Park; Location: 14440 and 14444 East Pacific
Avenue and a portion of 3960 and 3970 North Maine
Avenue)
City Planner Rangel stated that the Specific Plan would
allow for the development of federally subsidized
Section 202) senior housing. This program provides the
financing for the proposed project, which consists of a
low interest construction loan and an annual Federal
contribution to pay off the loan and allows affordable
housing to the elderly.
The 75 units awarded to Baldwin Park represents nearly
20% of the total number of units available to the Los
Angeles metropolitan area. The completion of these
units will help accomplish the Redevelopment Agency's
obligation to replace those housing units occupied by
low and moderate income households which were acquired
and demolished as part of the various redevelopment
activities. The East Los Angeles Community Union
TELACU) was notified by HUD that their application for
this project was approved and that zoning clearance must
be received by the end of February. The proposed site
is near the central Business District and the Westar
Shopping center which will provide senior residents with
the opportunity to have their everyday shopping needs
met.
He further explained the increased front setback, the
proposed planting, the height of the proposed building
and the allowable parking. The Planning Commission has
voted to recommend denial of this request.
Mayor King declared the Public Hearing open and PUBLIC
invited those wishing to speak on SP-88-2 to come HEARING
forward. OPEN
Greg Villanueva, 3520 Myrtle Avenue, Long Beach and GREG
office at 5400 E. Olympic, East Los Angeles, spoke VILLANUEVA
about the issue of the heighth of the building and the
original set back that was required and the change in
the setback. He explained the trees that will be saved
to soften the heighth of the building, the enhancements
of the site by being close to shopping areas, the
closeness of the railroad tracks and the fact that
the building does not look into any residential areas.
Al Miller, 5400 Olympic, East Los Angeles, TELACU, AL MILLER
stated that they responded to the City's invitation to
put a facility here and they are committed to making
this a viable project.
Frank Ramirez, 4924 Wimmer, asked about the possible
need to change the master plan because of this project
and inquired about any alternative sites for this
project.
In response to Mayor King's question, City Planner STAFF
Rangel stated that as much green space as possible is
being given to this project. The Fire Department has
requested access to the site and they are trying to give
this and have a turf block" designation which looks
like a lawn area.

Mr. Villanueva agreed that this would enhance the VILLANUEVA
project, but stated that HUD may not allow this unless
it is paid for by some other source.
In response to Council's concerns regarding certain COUNCIL
aspects of the project they were told that the building
would be insulated against the noise of the trains and
the clanging bell, and that TELACU would be responsible
for the maintenance of the property, and that there was
no problem with having the color of the building blend
with City Hall.
There being no other speakers on this item Mayor King CLOSED
declared the Public Hearing closed.
At the request of Councilwoman McNeill, Mayor King
declared the public Hearing open again on SP-88-2.
Councilwoman NcNeill spoke regarding her dreams of this MCNEILL
location for a senior housing project and the long range
plans that have developed for senior housing. She felt
this project would become a landmark and that the plans
were beautiful.
Mayor King declared the Public Hearing closed. CLOSED
It was moved and seconded to approve the Negative NEG DEC
Declaration of Environmental Impact relating to SP-88-2. SP-88-2
N/S/C: IZELL/GIBSON. There were no objections. APPROVED
It was moved and seconded to adopt Resolution No. 89- RESOLUTION
16, A RESOLUTION or THE CITY COUNCIL OF THE CITY OF NO. 89-16
BALDWIN PARK APPROVING A SPECIFIC PLAN FOR A FEDERALLY ADOPTED
SUBSIDIZED SECTION 202 SENIOR HOUSING PROJECT
APPLICANT: CITY OF BALDWIN PARK; CASE NO. SP-88-2;

IZELL/GIBSON. There were no objections.
City Planner Rangel introduced the Public Hearing on CP- PUBLIC
42, An appeal of the Pinning Commission's decision to HEARING
deny a request to modify a Conditional Use Permit CP-42
pursuant to Section 17.22.030 B) of the City Code in INTRODUCED
order to allow a food mart and a zone variance from
Section Section 17.36.030 of the City Code in order to
allow a service station combined with a food mart on a
property containing less than 20,000 square feet of lot
area Applicant: Don Adolph/Shell Oil Co.; Location:
4405 N. Maine Avenue)", and stated that Shell Oil
Company has requested a continuance of this Public
Hearing.
Ken Sorgus, representative of Clyde Carpenter & KEN SORGUS
Associates, 2750 5. Harbor, Santa Ana, requested a
continuance of the Public Hearing for one month.
Mayor King stated that the Public Hearing on the appeal PUBLIC
of Shell Oil Company be continued until March 15, 1989. HEARING

Director of Community Services Smith explained the MOSQUITO
request from the County of Los Angeles for Council ABATEMENT
approval of the inclusion of the City of Baldwin Park in DISTRICT
the proposed San Gabriel Valley Mosquito Abatement
District. He explained that the cost of participating

in the district would be approximately $3.00 per
residential parcel.
Bonnie Chung, 311 Alpine, Pasadena and Barbara Gando, COUNTY
16807 Falda, Torrance, of the Chief Administrator's REPRESEN-
Office in Los Angeles, explained the mosquito abatement TATIVES
program that is proposed and the benefits to the City by
belonging to the district. They also explained the
operations cost of the district and the assessment on
each parcel in the San Gabriel Valley.
Councilmembers expressed their concern that this cost DISCUSSION
would only increase and that the County will find other
ways of assessing cities for other things also. It was
suggested that this be forwarded to other agencies such
as the San Gabriel Valley Association of Cities for
an opinion. Some Councilmembers indicated their desire
to vote on this item tonight instead of tabling the
resolution for a later date.
It was moved and seconded to not approve the inclusion MOTION TO
of the City of Baldwin Park in the San Gabriel Valley NOT BE

It was announced that a Public Hearing regarding the
district would be held March 22, 1989 at the Hall of
Administration, Los Angeles.
Director of Administrative Services Yelton explained the AWARD OF
present telephone system and the problems that are TELECOPOW-
occurring with that system. He outlined the features of NICATIONS
the proposed new system and also explained the benefits BID
of the system chosen by the DPAC committee. This system
would be purchased on a lease/purchase basis.
It was moved and seconded to approve the award of the TELECONKLI-
telecommunications bid to Phoneby for $168,475. M/S/C: NICATIONS
IZELL/MCNEILL. There were no objections. BID
APPROVED
Chief of Police Hoskin explained the proposed increase IMPOUNDED
in the administrative fee charged for the release of VEHICLES
impounded/stored vehicles. The City has been recovering STORAGE
only a $5.00 fee for this service and the taxpayer has FEE
Z subsidized the remaining cost. It is recommended that a
charge of $29.50 be approved which could recover costs
of approximately $50,000 annually.
It was moved and seconded to adopt Resolution 89-17, A RESOLUTION
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN NO. 89-17
PARK SETTING FEES AND CHARGES FOR ISSUANCE, PROCESSING APPROVED
AND FILING OF VARIOUS CITY SERVICES AND PERMITS".
H/S/C: GIBSON/IZELL. There were no objections.
Chief of Police Hoskin recommended that the Council LOUD AND
approve a service fee for second responses to loud or UNRULY
unruly parties. He explained how the costs will be ASSEMBLAGE
determined and told of other cities with similar FEE
ordinances.

COUNCIL INITIATIVES
Councilwoman McNeill requested that the Council approve COUNCIL
and adopt the resolution before the Council in support REQUEST
of Senate Bill 292 prohibiting the possession and sale of
assault weapons. She also requested that the merchants
voluntarily refrain from selling assault weapons.
It was moved and seconded to adopt Resolution 89-18, A RESOLUTION
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN NO. 89-18
PARK SUPPORTING STATE SENATE BILL 292 WHICH WILL ADOPTED
PROHIBIT THE POSSESSION AND SALE OF ASSAULT WEAPONS IN
CALIFORNIA". M/S/C: MCNEILL/IZELL. There were no
objections.
Mayor King explained the Air Quality Management Plan and AIR QUALITY
stated that there is a need to start planning and this MANAGEMENT
is a good plan to get rid of health hazards. He PLAN
requested that a letter approving this plan be sent to
the proper agency.
It was moved and seconded to send a letter approving the LETTER OF
Air Quality Management Plan AQMP). M/S/C: LOWES/ APPROVAL
MCNEILL. There were no objections. AQMP
