Council Chambers at 4:30 p.m.

BUDGET STUDY SESSION
City Manager Webb explained the results of the staff's MID-YEAR
mid-year revenue and expenditure projections. He stated BUDGET
the factors that have contributed to a projected deficit PROJECTION
of $702,000 and outlined in the staff Report of February STAFF
23, 1989 that was distributed to the Council. REPORT
He listed the cost saving measures that are recommended
by the staff and explained that staff is not
recommending that the Council identify additional budget
cuts at this time.
He stated that the City's revenue base is expected to
improve significantly next year, but it is not likely
that the City's financial problems will be completely
resolved next year. It is staff's intent to leave the
proposed hiring freeze in effect until such time as
revenues have increased sufficiently to cover budgeted
expenditures If this does not occur, staff will return
to Council with more long-term recommendations for
reducing costs.
Staff is recommending that the Council approve the
measures as outlined in the staff report of February 23,
P 1989 for bringing the Fiscal Year budget into balance.
& Council discussed the hiring freeze and how this freeze DISCUSSION
will affect the filling of the position for City
Engineer. Council commented on their concern that the
budget cuts will stop some of the improvements that need
to be made in the City. Suggestions were made regarding
charges that need to be imposed, such as for variances,
CUP's, zone changes and rental fees.
Council discussed the suspension of the utility tax that
was done in November and what reconsideration of this
tax would involve. City Manager Webb explained the
litigation by the City of Westminster regarding the
provision of the law that suspended utility taxes as
being unconstitutional. He informed Council of how
this could effect Baldwin Park.

City Manager Webb also explained that the computer loan
program that was initiated a short time ago will be
suspended for now. No more loans will be made for this
program.
It was moved and seconded that the Council approve the MOTION TO
measures outlined for bringing the Fiscal Year 1989 APPROVE
budget into balance. M/S/C: IZELL/LOWES. There were BUDGET
no objections. BALANCING

Mayor King encouraged the Council to take the initiative COMMENTS
with respect to travel and curtail their activities. He
suggested that a few, instead of all the Council, could
attend meetings and all could benefit from that until
the budget improves.

It was moved and seconded to adjourn the adjourned MEETING
regular meeting of the City Council at 5:14 p.m. M/S/C: ADJOURNED
