The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 p.m. ROLL CALL: PRESENT: COUNCILMEMBERS GIBSON, IZELL, ROLL CALL LOWES, MCNEILL AND MAYOR KING ALSO PRESENT: Acting City Manager Yelton, City Attorney Flandrick, Dir. of Admin Services Yelton, Dir. of Comm. Services Smith, Dir. of Housing & Economic Development Hemer, Dir. of Human Services Lucas, Chief of Police Hoskin, City Planner Rangel, City Treasurer Montenegro, and City Clerk Gair 00- Chief of Police Hoskin introduced Dr. Costas Torres of AWARDS TO Public Technology Incorporated PTI), who formally THE CITY presented the award that the Police Department received at the National League of Cities meeting in Boston. This award is from the Criminal Justice Program and was given for outstanding work in the Gang Activity Program. A Resolution of Commendation was presented to Officer RESOLUTION Randy DeAnda for saving the life of a child through the OF COMMEN 911 emergency line. Resolutions of Commendation were DATION also presented to Lt. John Young and Officers Kevin Blagg and David Grall for rescue efforts in a residential fire. 00- ORAL COMMUNICATIONS Mayor King declared Oral Communications open and invited ORAL COMNU those wishing to speak on any subject to come forward. APPROVED 00- PUBLIC HEARINGS City Planner Rangel introduced the Public Hearing on PUBLIC AZC-122 & DRG-89-1, A City initiated request to amend HEARING NGapters 17.08 General Regulations Residential AZC-122 & Zones"; 17.12, RG and R3 Zones"; 17.34, Parking DRG-89-1 Regulations"; and 17.46, Heights, Yards, Fences, Walls INTRODUCED and Shrubs" of the Baldwin Park Zoning Code as they relate to development standards for multiple-family residential construction. The Planning Commission will also consider adopting design review guidelines for multiple-family residential development". City Planner Rangel explained that the proposed STAFF amendments to the RG/R3 development standards and the REPORT adoption of Design Review Guidelines were initiated in response to citizens concerns, and to bring the City's zoning ordinances into consistency with the recently adopted General Plan, and to simplify the City's existing development standards. He outlined some of the proposed changes and explained the parking regulations that staff is recommending. A slide presentation was made by Planning Staff to SLIDE illustrate the difference between the existing and the PRESENTA- proposed standards and to demonstrate how the Design TION Review Guidelines will help improve the aesthetic quality of future multiple-family projects. In response to Councilwoman Lowes suggestion, City Planner Rangel stated that a requirement for businesses and apartments to provide space for trash recycling areas, that could be needed in the future, could be provided for. Mayor King declared the Public Hearing open on AZC-122 PUBLIC and DRG 89-1 open and invited those wishing to speak on HEARING this subject to come forward. OPEN There were none. NONE Mayor King declared the Public Hearing closed. CLOSED It was moved and seconded to approve the Negative NEG DEC Declaration of Environmental Impact on AZC-122. M/S/C: APPROVED IZELL/GIBSON.
