The City Council of the City of Baldwin Park met in special session in the Council Chambers at 7:00 p.m. ROLL CALL: PRESENT: COUNCILMEMBERS GIBSON, IZELL, ROLL CALL LOWES, MCNEILL AND MAYOR KING ALSO PRESENT: City Manager Webb,, Dir. of Admin Services Yelton, and Deputy City Clerk Sharp CHAMBER OF COMMERCE EXECUTIVE BOARD: President Elect Benbow, First Vice President Fitzgerald, Second Vice President Young, Secretary Espinoza, Finance Officer Nixon ALSO PRESENT: Executive Director Holtzman, and office Manager Morrison 00- President Elect Benbow stated that Steve Young, Richard INTRODUC- Espinoza and himself are new members to the Board of TIONS Directors. He also stated that Simon Burrow, Dr. Jerry Smith and Nelda Tope were appointed as new members to the Board. 00- President Elect Benbow stated that during the past DISCUSSION several months the Chamber of Commerce, Chamber), has COMMUNITY/ been concentrating on attempting to interest a BUSINESS restaurant to locate in the City. He listed several PROMOTION restaurants that were contacted. President Elect Benbow outlined several areas of interest that they have been actively involved in. These areas of interest are: Continuing to maintain a high priority on newspaper and other media coverage, and to work closely with United Cable with such events as the Anniversary Parade; Miss Baldwin Park Pageant, etc. He stated that there may be other diversified means of using the cable system that the City and perhaps the School District and the Chamber would be interested in working together on. He also stated that the Chamber Board Members felt there should be outdoor billboards advertising the City's Dial-A-Ride Program and the opening of the Hilton Hotel. He stated that there is a Business Start Up Kit" information packet that will be available for any business interested in locating in Baldwin Park. He also outlined projects that are done, those that are underway, and those that are under consideration, reduced sources of revenue, future programs, and future needs. He also stated that the Chamber hopes to have complete and accurate reports in a timely manner on what has been accomplished and those activities that the Chamber wants to accomplish in the future. City Manager Webb discussed the following changes that have been made and included in the contract, which are: 1) Expand the area for holiday decorations in the down town area, 2) provide an expanded Annual Fourth of July program by purchasing additional fireworks, $1,000 increase, from $3,500 to $4,500), 3) and suggested cultural and musical special events, previously included in the contract, 4) and added language regarding the Chambers participation in Be Part of Baldwin park", 5) increase involvement with the City and interest other agencies in community newsletters, as an addition to this contract, 6) local access in cable television programs as coordinated with the City and Cable Television franchise, as an addition to this contract. councilman Gibson stated that some of the condominiums and apartments are still lacking cable access. This is something the City should look into as well as the Chamber. He would like to see the City and the Chamber work together on the cable system. He also stated that the City is losing monetary compensation as long as all condominiums and apartments do not have cable access. President Elect Benbow stated that there should be an ongoing study so there can be an incorporated effort by the Adult School, once it is approved by the School Board and the Superintendent of Schools, to work with the cable television company and the City, not only as a training site but also to put on programs that will help sell the image of Baldwin Park and to possibly include the ESL Program Spanish program) as well as other cultural events. Councilman Gibson stated that there should be a joint effort between the Chamber and the City to be able to work on these programs to have them advertised through cable television. City Manager Webb stated that amendments were made to the contract to provide that the Chamber shall not have primary responsibility for, but will participate in, City beautification programs with effort to encourage business property owners to maintain their properties, keep sidewalks clean and to make and keep stores attractive. In response to Counilman Gibson's inquiry President Elect Benbow stated that the chamber is in the process of developing a letter to business owners regarding the beautification of the city and the maintenance of their business. City Manager Webb stated that the few changes in Marketing are already in the works or have been accomplished. Executive Director Holtzman stated that there will be a billboard advertising for the Dial-A-Ride program for one month and that the Chamber will pay for the paper and posting. Mayor King inquired on how cost effective a leadership program would be and what the program would be based on. Councilman Gibson stated that there might be state or county aid programs available for leadership and community programs. President Elect Benbow stated that a leadership program is in a formative stage at this time. The Chamber is studying other cities and will soon have a full report. President Elect Benbow explained that it had been discussed how the school district through the Adult School can be tied into several of these programs. Council and Chamber discussed developing an Operation Big Swith program which would allow students to get involved in city government before they are chosen to go Sacramento. Councilman Gibson stated that there are other student government study programs that the Chamber may want to look into. City Manager Webb discussed marketing efforts of the Chamber and that they shall be conducted with cooperation of local merchants and businesses and the Chamber shall be responsible for promoting such participation. He also stated that marketing was one of the areas that the City and the Chamber agreed to work closely on. City Manager Webb stated that the following language was also included in the contract: 1) The Chambers shall replace and maintain equipment necessary to improve Chamber services, 2) That the Executive Committee and City Council shall conduct at least one joint meeting for the purpose of evaluating the Chamber's performance, 3) That an Area Statement shall be submitted to the Chamber by May 15, 1989, 4) That termination of the contract shall not be effective unless the Council has made a determinatin that a material breach has occurred and after permitting the Chamber to present such relevant evidence that no such breach has occurred. Councilwoman McNeill stated that she recognizes and appreciates the efforts made by the Chamber in trying to attract first class restaurants in the City. She felt that the City needs to have first class retail stores in order to attract a clientele that would shop and also eat at first class restaurants. City Manager Webb stated that the City continues to find it a challenge to encourage that kind of business to move into the community and feels that marketing will become important to the City. Councilman Izell stated he felt that the City will not be able to have a first class restaurant locate in the city unless a restaurant is subsidized. She also stated that the business owners should be informed that there would be a possibility of an assessment to clean up the sidewalks if the owners do not voluntarily do the cleanup on their own. Council and Chamber Board Members discussed writing a letter to business owners about the maintenance of their business area. Councilwoman Lowes stated that she felt that before students are chosen to go to Sacramento, they should be required to get involved in city government prior to State government. That the School District should cooperate with the City and the Chamber in this. Those who were involved in the Operation Big Switch would be eligible to go to Sacramento. Councilman Izell suggested that before sending a letter to business owners regarding maintenance of sidewalk cleanup Council should think about adopting an assessment district for clean p of sidewalks.
