Services Smith, Dir. of Housing & Economic Development Hemer, Dir. of Human Services Lucas, Chief of Police Hoskin, City Treasurer Montenegro, and Deputy City Clerk Sharp The absence of City Clerk Gair was excused. ABSENCE EXCUSED 00- PRESENTATIONS Mayor King read a brief biography of John Cisneros, a TWENTY Baldwin Park Police Captain, and presented him with a FIVE YEAR gold money clip to commemorate twenty five years of EMPLOYEE service. Councilmembers commented on his service and RECOGNI- congratulated him for his service and contribution to TION the City. Chief of Police Hoskin, on behalf of the Baldwin Park Police Department, presented Captain Cisneros with a desk plaque for his dedicated sevice to the City. Captain Cisneros expressed his graditude and introduced his parents, Trino and Carmen Cisneros, his wife Norma and his two sons John Jr. and Michael. Mayor King stated that John Hemer, Director of Housing RESIGNA- & Economic Development, had announced his resignation TION from the City. He stated that Mr. Hemer has accepted ANNOUNCED the position of Director of Real Estate for the Community Redevelopment Agency of Los Angeles. He stated that he has been with the City since 1981 and his last day would be April 28, 1989. Councilmembers commended Mr. Hemer on his accomplishments on many of the redevelopment projects that have been completed and those that are underway. John Hemer stated that it was a privilege to work with the City and he would miss everyone. CATIONS OPEN Robert Maynard, 4707 Cutler, on behalf of the Boy ROBERT Scouts, dedicated historic books on the history of the MAYNARD Indians and 100 Years of Freemasonry of California to the City. Roy Test, 15115 Kenoak, inquired about regulations ROY TEST regarding wetting down dirt in an area when there are bulldozers operating. Mayor King declared Oral Communications closed. Community Improvement Program so that the City would 10 have authentic beauty and that a great deal of money DISCUSSED had been spent in training our Community Improvement Officers to enforce the clean up of the City. She stated that she was not in favor of the training class and was opposed to any expansion at this time. She felt that the class was geared toward an inspection program that would force the City into hiring additional Community Improvement Officers and that the City's general fund does not allow for this at this time. Councilwoman Lowes moved to deny the request to NOTION TO approve a training class in fundamentals of Housing DENY and Substandard Building Inspections. Councilwoman McNeill seconded the motion. Councilman Gibson gave his reason for being in favor DISCUSSION of the training class and felt the class would be important to the professional development of the Community Improvement Officers. Council discussed the cost involved in sponsoring a training class, the number of participants and whether or not there was a real need to have a training class. It was suggested that the item be delayed until Council had more information and could come back and make a decision. Councilwoman Lowes did not agree. It had been moved and seconded to deny the request to NOTION approve the training class in fundamentals of Housing and Substandard Building Inspections. N/S: LOWES/MCNEILL. NOES: GIBSON 10 DENIED ABSENT: NONE ABSTAIN: NONE 00- REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES Mayor King explained that each year Council selects a COUNCIL new Mayor pro tern of the Council. Following the REORGANI- selection, Council assigns members of the City Council ZATION AND to be representatives and alternates to committees and COMMITTEE organizations on which Councilmembers desire to serve. REPRESENT- ATIVES Councilwoman McNeill nominated Councilwoman Lowes to serve has Mayor pro tern. It was moved and seconded to nominate Councilwoman MAYOR Lowes as Mayor pro tem. N/S/C: MCNEILL/IZELL. There PRO TEN were no objections. LOWES APPROVED Council discussed the assignments to the certain municipal committees and organizations and made changes on these committees. It was moved and seconded to add Chamber of Commerce COMMITTEE Liaison Committee under dual representatives. GIBSON/ APPROVED IZELL. There were no objections. In response to Councilman Izell's nomination of DISCUSSION Councilman Gibson as one of the representatives, councilman Gibson recommended that the Mayor and a Councilmember hold these positions. Councilman Izell withdrew his nomination. It was moved and seconded that the Mayor and a Councilmember serve as liaisons to the Chamber of Commerce. After discussion the motion and second was withdrawn. It was moved and seconded that two Councilmembers serve as liaisons to the Chamber of Commerce. Council discussed this motion and did not concur. It was moved and seconded that the Mayor and Mayor pro MOTION tern serve as liaisons. M/S: IZELL/MCNEILL. FOR Councilman Gibson objected to the motion. LIAISONS ROLL CALL: ROLL CALL VOTE AYES: IZELL, MCNEILL, LOWES AND MAYOR KING MAYOR AND NOES: GIBSON MAYOR PRO TEN TO * ABSENT: NONE SERVE AS LIAISONS ABSTAIN: NONE APPROVED It was moved and seconded to approve Resolution No. RESOLUTION 89-31, A RESOLUTION OF THE CITY COUNCIL OF THE CITY NO. 89-31 OF BALDWIN PARK DESIGNATING THE CITY'S REPRESENTATIVES APPROVED AND ALTERNATES TO CERTAIN MUNICIPAL COMMITTEES AND ORGANIZATIONS" and include Chamber of Commerce Liaison as a new committee. N/S/C: GIBSON/IZELL. There were no objections. Management Analyst Penfield explained that as part of CABLE United Cable's contract they are to provide public TELEVI- access programming on cable television and that SION formation of a public access function should be COMMUNITY administered. She listed several approaches that can ACCESS be taken in administering a public access function and REPORT that an independent foundation would be the preferred approach. She outlined the responsibilities of the foundation and recommended that guidelines be developed for the formation of a cable television public access foundation. It was moved and seconded to approve and direct staff CATV to develop guidelines for the formation of a Cable PUBLIC Television Public Access Foundation. N/s/C: ACCESS IZELL/MCNEILL. There were no objections. APPROVED Director of community Services Smith explained the FRAZIER traffic conditions on Frazier Street between STREET Francisquito Avenue and Bess Avenue. The evaluation TRAFFIC report has not been completed. He stated that this CONDITIONS item would be held over until the next City Council meeting. Council discussed the water issues item and held it WATER over until a future date. Mayor King requested that staff look into trash TRASH separation and report back to Council. He inquired SEPARATION about an independent audit and also about the appointment of Department Heads and asked staff to look into these items and report back to Council at the next City Council meeting. Councilman Izell explained that there are vendors of STREET El Monte standing in our City limits. He asked that VENDORS staff write a letter to the Mayor and Councilmembers of the City of El Monte regarding Baldwin Park laws and safety aspects of street vendors. 00- The City Council recessed at 8:55 p.m. RECESSED The City Council reconvened at 9:05 p.m. Roll Call remained the same. The City Council adjourned to a Closed Session at 9:06 CLOSED p.m. SESSION City Attorney Flandrick stated that the Closed Session relates to a matter of pending litigation, Lucero vs City of Baldwin Park, and is authorized under Section 54956.9(a) of the Government Code. The City Council reconvened at 9:08 p.m. Roll Call remained the same. City Attorney Flandrick stated that instructions were given to staff and no further action was requested at this time. 00- It was moved and seconded to adjourn the regular MEETING meeting of the City Council at 9:08 p.m. N/S/C: ADJOURNED IZELL/LOWES.
