The City Council of the City of
Baldwin Park met in regular session
in City Hall, Room 307, at 10:00 a.m.

BUDGET STUDY SESSION
Acting City Manager Yelton explained that a year ago the BUDGET
Council had adopted the City's first two-year budget STUDY
which covered both the 1989 and 1990 fiscal years. SESSION
Council is now requested to review the revenue and
expenditure projections upon which the 1990 fiscal year
budget is based, and to approve necessary budget
amendments.
Acting City Manager Yelton referred to the City's
overall General Fund Financial position, as outlined in
the May 31st Staff Report and Attachment 1, and stated
that these projections are expected to be 8% below their
original level. He explained the major changes that
have occurred in:
Revenues:
Transient Occupancy Tax
Franchise Tax
Interest Earnings
Motor Vehicle In Lieu Tax
Transfers:
Park Land Acquisition
Traffic Safety
Asset Seizure
Expenditures:
Police Overtime
Meet and Confer
CRA Administration
Payroll Allocations
City Attorney
Animal Control
City Treasurer
Chamber of Commerce
Fleet Equipment
Acting City Manager Yelton further explained that based
on the revised projections, the fiscal year 1990 year-
end General Fund balance is expected to be a deficit of
$765,300.

Councilmembers present discussed their concerns and DISCUSSION
asked questions relating to:
The effect of population on the budget projections.
The 1988 projections as being actual and the 1989
as estimates.
Traffic Safety Funds and the County portion of the
funds.
Increases in issuance of permits and the fees that
are charged.
Asset seizures and the time delay in receiving
funds.
Revising of the Sales Tax projection.
The expected funds from PERS.
Lowering the projection for Motor Vehicle In Lieu
funds.
The need to take a more conservative or pessimistic
expectation regarding potential revenues.
The increase in attorney fees over fees in the past
years and the policy relating to how charges are
made.
The increase in animal control fees and possible
use of the manpowere consortium for licensing.
Acting City Manager Yelton explained that there were OPTIONS
options outlined in the staff report that will not
seriously undermine City service levels or result in
significant staff layoffs. An item by item discussion
of the options was made and certain recommendations were
agreed upon and are to be considered in the adoption of
the budget. Those options were: the elimination of the
Community Improvement Program Code Enforcement), use of
the City's liability insurance premium, and a draw down
on the surplus in the PERS Retirement System.
Council requested that a detailed recommendation be
given to them relating to the elimination of the
Community Improvement Program. Council agreed that this
was a difficult decision to consider and all legal
aspects of this should be looked into.
In response to Council's request, Acting City Manager
Yelton stated that consideration is being given to
having an informal review of the budget by the Council
on a monthly and/or quarterly basis.

Council adjourned at 12:32 p.m. There were no ADJOURNED
objections.
