The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 p.m. ROLL CALL: PRESENT: COUNCILMEMBERS IZELL, MCNEILL ROLL CALL AND MAYOR PRO TEM LOWES ALSO PRESENT: Acting City Manager Yelton, City Attorney Flandrick, Acting Dir. of Community Services Rangel, Acting Dir. of Economic Development Pearce, Acting Dir. of Housing Smith, Dir. of Human Services Lucas, Chief of Police Hoskin, City Treasurer Montenegro, Deputy City Clerk Sharp, and City Clerk Gair 00- Mayor King's absence was excused. ABSENCE EXCUSED 00- ORAL COMMUNICATIONS Mayor pro tern Lowes declared Oral Communications open ORAL and invited those wishing to speak on any subject to COMMUNI- come forward. CATIONS OPEN Marcia Arkin, 4347 Stewart, stated that the timing of MARCIA the signal lights in the city need to be re-evaluated ARKIN and new signals are needed at certain street intersections. Maryann Huetink, 13059 Amar, spoke regarding illegal MARYANN street vendors operating in the City. HUETINK Doris Norm, 14133 E. Merced, asked when the Paddy DORIS Lane Assessment District would be placed on the City MORIN Council agenda. Eli Roca, 14637 California, spoke about illegal ELI businesses operating out of homes and the sales tax ROCA money the City is losing from these unlicensed businesses. Stephen Silver, Attorney, 1428 2nd Street, Santa STEPHEN Monica, representing the Baldwin Park Police Officers SILVER Association, spoke regarding the negotiations between the City and the Police Association for changes in wages, hours and working conditions for fiscal year 1989 for employees represented by the association. Mr. Silver explained that a salary survey conducted by the City showed that all employees of the city are approximately 2 1/2 % below the City's comparative jurisdiction and that it would take another 5% to keep pace with the other jurisdications. He asked why the city has stated that the police officers would have to give up overtime benefits to get to this average. Why the officers are only getting a 5% net increase where the other employees are getting a 7 or 7 1/2 increase. And why the police officers are being treated unfairly and different from all other city employees. Mayor pro tern Lowes explained that it was not proper MAYOR PRO to debate negotiations at the council meeting and TEM LOWES that she does not agree that the information Council has is consistent with the information that Mr. Silver has given. Mayor pro tern Lowes stated that the Council would consider the concerns that were expressed by the people at tonight's meeting and try to come to a fair and equitable decision both for the police officers and the city. The following people spoke in support of the police officers receiving better wages and benefits: Ken Hart, 14403 East Pacific Avenue, Baldwin Park KEN Police Officer and President of the Baldwin Park HART Police Association. APPROVED 00- REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES Acting City Manager Yelton explained that the contract STAFF between the City and the Chamber of Commerce contains REPORT a provision that authorizes the City to audit the CHAMBER Chamber's books and records and that it would be in OF the best interest of both the City and the Chamber to COMMERCE implement such audits at this time. He further AUDIT explained that the audit is to be financial only. He recommended that the Council approve a three year contract with Deloitte Haskins & Sells for the audit of the Chamber of Commerce. It was moved and seconded to approve a three year AUDIT contract to Deloitte Haskins & Sells for the audit of SERVICES the Baldwin Park Chamber of Commerce and authorize the CONTRACT City Manager to execute the contract documents. He further explained that the SURE guidelines for massage parlors do not apply to CLINICS acupressure clinics and no ordinance exists which would place these clinics under strict licensing guidelines. An amendment to the existing code would place acupressure clinics in the same classification as massage parlors. Chief of Police Hoskin recommended that the City Council approve the proposed ordinance amending the municipal code defining massage parlors and add acupressure clinics to the section of the code. It was moved and seconded to adopt Ordinance No. ORDINANCE 1024, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF NO. 1024 BALDWIN PARK AMENDING SECTION 5.36.010 OF THE BALDWIN FIRST PARK MUNICIPAL CODE RELATING TO MASSAGE PARLORS". APPROVED 00- The City Council adjourned to a Closed Session at 7:55 CLOSED p.m. SESSION City Attorney Flandrick stated that the Closed Session related to the matter of Meet and Confer and is authorized under Section 56956(a) of the Government Code. The City Council reconvened at 8:22 p.m. Roll Call remained the same.
