The City Council of the City of Baldwin
Park met in special session in Council
Chambers at 7:00 p.m.
ROLL CALL: PRESENT: COUNCILk!!EMBERS LOWES, MCNEILL, ROLL CALL
AND MAYOR KING
ALSO PRESENT: Acting Dir. of Community
Services Rangel,
Acting Dir. of Economic
Development Pearce,
Chief of Police Lanza, and
City Clerk Gair

The absence of Councilman Izell was excused. ABSENCE
EXCUSED

City Clerk Gair presented the results of the Special NOVEMBER
Municipal Election held on November 7, 1989 relating to 7, 1989
the filling of one council seat and a utility tax ELECTION
measure. A canvass of the election was made by the RESULTS
Election Department of the Los Angeles County Registrar
Recorder that verified that all ballots were correctly
counted and accounted for.
The canvass verifies that a majority of the voters KEYSER
voting did vote for Herschel J. Keyser for Member of ELECTED
the City Council and a majority of the voters voting did UTILITY
not vote in favor of the Advisory Vote for a 3% Utility TAX
Tax. REJECTED
It was moved and seconded to adopt Resolution No. 89- RESOLUCP ION
89, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NO. 89-89
BALDWIN PARK, CALIFORNIA, RECITING THE FACT OF THE ADOPTED
SPECIAL MUNICIPAL ELECTION ON NOVEMBER 7, 1989,
DECLARING THE RESULT AND SUCH OTHER MATTERS AS PROVIDED
BY LAW." M/S/C: LOWES/MCNEILL. There were no
objections.
City Clerk Gair administered the Oath of Office to newly OATH OF
elected Councilman Herschel Keyser and presented him OFFICE
with a certificate of election.

At the request of the City Council, the agenda item AGENDA
relating to approving Designation of Personnel to Sign ITEM
Warrants was removed. REMOVED

CLOSED SESSION
The Special Meeting of the City Council was adjourned to CLOSED
a Closed Session at 7:05 p.m. relating to a personnel SESSION
matter as authorized by Government Code Section 94957.

The Special Meeting of the City Council was reconvened
at 7:09 p.m. Roll call remained the same.
It was moved and seconded that, after consultation with APPOINT-
the Acting City Manager, Barbara Schuld be appointed as MENT OF
Acting Director of Administrative Services with the SCHULD
appropriate salary. N/S/C: MCNEILL/KEYSER. There were APPROVED
no objections.

It was moved and seconded to adjourn the Special Meeting
of the City Council at 7:12 p.m. N/S/C: MCNEILL/LOWES.
There were no objections.
