The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 p.m. ROLL CALL: PRESENT: COUNCILMEMBERS IZELL, KEYSER, ROLL CALL MCNEILL AND MAYOR PRO TEN LOWES ALSO PRESENT: Acting City Manager Lanza, City Attorney Flandrick, Acting Dir. of Community Services Rangel, Acting Dir. of Housing & Economic Development Pearce, Dir. of Human Serv. Lucas, Captain Cisneros, Fire Chief McCann, and Deputy City Clerk Sharp 00- The absences of City Clerk Gair and City Treasurer ABSENCES Montenegro were excused. EXCUSED 00- PRESENTATIONS Mayor Pro Tern Lowes welcomed newly elected Councilman INTRODUC- Keyser to the Council. TION Mayor Pro Tern Lowes presented an Award of Merit" to AWARDS OF Carroll Hogue for his services as a Planning MERIT Commissioner. Mayor Pro Tern Lowes presented an Award of Merit" to Ron Capotosto, President of the East San Gabriel Valley Board of Realtors and wished him well on his retirement. Ron Capotosto thanked the Council for receiving an Award of Merit from the City. 00- ORAL COMMUNICATIONS Mayor Pro Tern Lowes declared Oral Communications open ORAL COMMU and invited those wishing to speak on any subject to NICATIONS come forward. OPEN Pam Schnabel, 14217 Los Angeles Street, congratulated PAM Council and staff for the good job they do. She said SCHNABEL the City has the finest Chief of Police, Carmine Lanza, and it is good to see Captain Cisneros and Councilman Keyser sitting up in the Council area. She felt that Mayor Pro Tern Lowes will do a good job. Frank Ramirez, 4924 Wimmer, asked if a councilmember FRANK runs for the mayor seat, would they have to give up RAMIREZ their council seat. He also asked if there would be a special election to fill the vacancy. Eli Roca, 14637 California, talked about the ELI possibility of eliminating the elected office of Mayor ROCA and making it an appointed position. Robin Harrington, of Los Angeles, asked when the issue ROBIN of animals Pets) for medical research would be placed HARRINGTON on the City Council agenda. William Watkins, 14524 Olive, complimented the City on WILLIAM the new shopping center, Park Plaza on Maine, and WATKINS doing a better job in making the city safe. He asked that the police department watch out for the Alpha Beta Shopping Center because the street people are loitering there. It was moved and seconded to approve the request for a PUBLIC continuance of the public hearing on OA-4 to December HEARING 20, 1989. M/S/C: MCNEILL/IZELL. There were no CONTINUED objections. 00- C REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES Acting Director of Community Services Rangel explained TRIP that the Air Quality Management District adopted REDUCTION Regulation XV, requiring companies who employ over 100 PLAN employees to develop a plan which reduces the number of employees traveling to and from work in a single occupied vehicle. That the City is required to submit a trip reduction plan to the AQMD or request an exemption which would postpone filing a Trip Reduction Plan with the AQMD until the City employs 100 or more employees that report to the City Hall for work, between the hours of 6:00 a.m. and 10:00 a.m. Monday through Friday. He recommended that the Council direct staff to either submit the City's proposed Trip Reduction Plan to the AQMD or apply for an exemption because the City does not meet the requirements established by the AQMD Regulation XV. It was moved and seconded to apply for exemption since APPLICA- the City does not meet the requirements established by TION rOR AQMD Regulation XV. M/S/C: MCNEILL/IZELL. There EXEMPTION were no objections. APPROVED 00- The meeting adjourned to Closed Session at 7:27 p.m. CLOSED to consider personnel matters under Government Code SESSION Section 54957 and a matter in litigation under Government Code Section 54956.9(a). The regular meeting of the City Council was back in IN SESSION session at 8:37 p.m. Roll call remained the same. Mayor Pro Tem Lowes recessed the City Council at 8:37 RECESSED p.m. The regular meeting of the City Council was back in IN SESSION session at 8:48 p.m. Roll Call remained the same. 00- COUNCIL INITIATIVES Mayor Pro Tem Lowes explained that Eli Roca and SPECIAL Anthony Bejarano would be giving a presentation from PRESENTA- Parents for Youth, Progress and Proficiency. TION Eli Roca, spokesperson for Parents for Youth, Progress and Proficiency, spoke regarding having district elections in the City of Baldwin Park for the purpose of creating five equally populated areas to revive voter participation. He explained that having districts would assist current councilmembers and or possible candidates to be more personally accessible to the needs of their district. He stated that Parents for Youth, Progress and Proficiency request the City Council to initiate the following two measures for a vote of the people, 1) to district the city into five equally populated areas, and 2) eliminate the elected office of Mayor and create an annual rotation of Mayor among the councilmembers. He objected to his presentation being taken out of agenda order. Anthony Bejarano, spokesperson for Parents for Youth, Progress and Proficiency, stated that he felt if the City Council voted to put district elections on the ballot, it would save the city a lot of money and would eliminate having a special election. He asked the City Council to give the people a right to vote on this issue. Council explained that they needed more information on district elections before they can discuss the issue. They requested that more signatures be collected from people who would be interested in district elections. 00- It was moved and seconded to adjourn the regular MEETING meeting of the City Council at 9:00 p.m. fl/S/C: ADJOURNED IZELL/KEYSER.
