The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 p.m. ROLL CALL: PRESENT: COUNCILMEMBERS IZELL, KEYSER, ROLL CALL MCNEILL AND MAYOR PRO TEN OWES ALSO PRESENT: Acting City Manager Lanza, City Attorney Flandrick, Acting Dir. of Administrative Serv. Schuld, Acting Dir. of Community Services Onaga, Dir. of Housing & Economic Dev. Pearce, Director of Human Serv. Lucas, Deputy City Clerk Sharp and City Clerk Gair 00- City Treasurer Montenegro's's absence was excused. ABSENCE EXCUSED 00- Mayor Pro Tern Lowes introduced Fay Harding of the AWARDS OF Ecumenical Council, Eleanor Harter of the Baldwin Park MERITS Community Food Center, Don French of the Kiwanis PRESENTED Club, Martin Gallegos of the Boys & Girls Club, and Bill Hayes for Explorer Scouts and Roadrunners. They were presented Awards of Merit on behalf of their individual organizations for participating in giving christmas food baskets to the needy. Mayor Pro Tern Lowes introduced President Rene Olivo, Baldwin Park Roadrunners, and the head coaches for the Junior Pee Wees and the Junior Midgets Roadrunner Football teams. They were presented Awards of Merit on behalf of both teams for their undefeated season 10-0), their second year in a row, and for being named San Gabriel Valley Junior All American Conference Champs. 00- Mayor Pro Tern Lowes declared Oral Communications open ORAL COMMU and invited those wishing to speak on any subject to NICATIONS come forward. OPEN Grace Garrison, 3945 N. Puente Avenue, President of GRACE Mid-Valley Democratic Club, read a poem in memory of GARRISON Martin Luther King. A moment of silence was observed for Martin Luther King at the request of Councilwoman McNeill. Joe Pearson, Allen Company, 14620 Joanbridge, offered JOE the services of the company regarding the recycling PEARSON committee. Aileen Pinheiro, 13009 Amar Rd., spoke regarding Jim AILEEN Taylor's death and felt it was valuable to keep the PINHEIRO funeral home, owned by Mr. Taylor, as a historical hall of fame. Approval of Certificate of Posting for December 21, 1989 and January 17, 1990 2. Approve Minutes of December 20, 1989 3. Waive Further Reading and Adopt RESOLUTION NO. 90-6 ALLOWING CLAIMS AND DEMANDS AGAINST THE CITY OF BALDWIN PARK 4. Receive and File Treasurer's Report December 31, 1989 5. Receive and File Year end Legislative Report 6. Waive Further Reading and Adopt RESOLUTION NO. 90-7 APPROVING AN APPLICATION UNDER THE CALIFORNIA BEVERAGE CONTAINER RECYCLING AND LITTER REDUCTION ACT 7. Approve Facade Program Architectural Services Agreement It was moved and seconded to approve the consent CONSENT calendar as presented. M/S/C: KEYSER/IZELL. There CALENDAR were no objections. APPROVED 00- REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES City Clerk Gair explained that the designation of COMMITTEE representatives and alternates on certain municipal AND committees and organizations is generally selected COMMISSION when the reorganization of a new Mayor pro tern of the ASSIGN- Council is decided. However, due to the vacancy in MENTS the mayor's position and the addition of a new councilmember it is necessary to make changes in previous assignments for the remainder of the 1989- 1990 terms. City Clerk Gair recommended that Council adopt a resolution designating the City's Representatives and Z Alternates to certain municipal committees and organizations. It was moved and seconded to adopt Resolution No. 90- RESOLUTION 9, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NO. 90-9 BALDWIN PARK DESIGNATING THE CITY'S REPRESENTATIVES APPROVED AND ALTERNATES TO CERTAIN MUNICIPAL COMMITTEES AND ORGANIZATIONS." There were no objections Acting Director of Community Services Onaga explained PLANNING that the City Council either appoint two new Planning COMMIS- Commissioners to fill the vacant seats, or reduce the SIONERS number of Planning Commission seats from seven to APPOINT- five. Acting Director of Community Services Onaga recommended that the City Council do one of the three recommendations as listed in the staff report. Z Councilman Izell nominated Bill Watkins to seat #5. Councilwoman McNeill nominated Ed Huetinck to seat #7. It was moved and seconded to appoint two Planning RESOLUTION Commissioners and adopt Resolution No. 90-10, A NO. 89-10 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN APPROVED PARK APPOINTING MEMBERS TO THE PLANNING COMMISSION OF THE CITY OF BALDWIN PARK." N/S/C: MCNEILL/LOWES. 00- COUNCIL INITIATIVES The Travel Policy Per Diem" item was continued to ITEMS February 7, 1990. CONTINUED The Posting of Speed Limits Shopping Center Parking Lots" item was continued to February 7, 1990. Councilman Izell requested that the issue of whether MALATHION or not the Council wants the malathion spraying to SPRAYING continue in the City of Baldwin Park, be placed on the agenda of the city Council meeting of February 7, 1990. 00- CLOSED SESSION The meeting adjourned to Closed Session at 7:43 p.m. CLOSED to consider the following matters in litigation under SESSION Government Code Section 54956(a): U.S. Transportation vs the City of Baldwin Park, and Chases vs the City of Baldwin Park. The regular meeting of the City Council was back in BACK IN session at 7:55 p.m. Roll Call remained the same. SESSION City Attorney Flandrick stated that no further action was necessary regarding matters in litigation considered in Closed Session. 00- It was moved and seconded to adjourn the regular MEETING meeting of the City Council at 7:56 p.m. in memory ADJOURNED of Harry Medkiff.
