Park met in regular session in the
Council Chambers at 7:00 p.m.

Mayor pro tern Lowes read a proclamation honoring the Los PROCLAMA-
Angeles County Rapid Transit District's Twenty-Fifth TION
Anniversary and presented it to Nell Soto, representing RTD
RTD.
Mayor pro tern Lowes introduced the new City Manager for INTRODUC-
Baldwin Park, Donald E. Penman. Mr. Penman told of TION
his background in municipal government and thanked the CITY
Council for providing him with the opportunity to work MANAGER
in the City. He stated that he was looking forward to
working with everyone and working with the challenges
facing the community.
Mayor pro tern Lowes gave a framed caricature to Chief of AWARD
Police Lanza for his work as Acting City Manager. She CHIEF OF
complimented on him behalf of the Council for the POLICE
dedicated work he did in the acting position.

Mayor pro tern Lowes declared Oral Communications open ORAL COMMU
and invited those wishing to speak on any subject to NICATIONS

Robert Maynard, 4707 N. Cutler, spoke regarding the ROBERT
involvement of young people in the historical museum and MAYNARD
the importance of teaching our children about our
history. He stated that two local students would be
speaking before the Council tonight.
Hillel Arkin, 4347 Stewart Street, warned about a con HILLEL
game in the area selling unneeded water filters and also ARKIN
regarding the income tax service being offered in the
community building for senior citizens.

Mr. Avila, 12769 Torch Street, expressed his concern MR. AVILA
regarding the Eggleston Boys Hone located in his
neighborhood and told of the problems that were
happening. He requested assistance from the City
regarding the situation that exists.
Monica Mercain and David Escobeda, student helpers at MERCAIN &
the historical museum, invited people to tour the ESCOBEDO
museum, pointed out the positive points of the museum
and requested public support of the museum.
Eli Rocha, 14637 California Street, asked about Mr. ELI ROCHA
Penman's opinion on and experience in districting for
municipal elections.
Bill Van Cleave, businessman, spoke against district BILL
elections and felt that those in favor should gather VAN CLEAVE
signatures. He also told of problems he had with
Egglestons Boys Home.
Jim Woo, 14418 Clark Street, representative for the Boy JIM WOO
Scouts, requested a stop sign at Los Angeles Street and
Bresee. He also told of recent accidents at that
intersection.
Frank Ramirez, 4924 Wimmer Street, inquired about Item FRANK
No. 4 of the Consent Calendar and about the new City RAMIREZ
Engineer being registered.
Al Reale, 14675 Channing Street, asked about the status AL REALE
of the Senior Citizens Center.
Roy Test, 15115 Kenoak Avenue, spoke regarding the need ROY TEST
for more room at the senior center and said the seniors
did not decide that they did not want an addition to the
center.
Anthony Bejarano, 3508 Big Dalton Avenue, asked about ANTHONY
the street lights around schools and the stop sign that BEJARANO
had been requested on Big Dalton.

It was moved and seconded to approve Items No. 1-3 and ITEMS 1-3
5' of the Consent Calendar as presented. H/s/C:
MCNEILL/IZELL. There were no objections. APPROVED
In response to Council inquiry, City Manager Penman
explained that one street had been inadvertently
included in the staff report that was not intended to be
considered and that the scope of the cost would be
reduced to $36,600.
It was moved and seconded to approve Item No. 4 of the ITEM NO. 4
Consent Calendar, omitting the one street and reducing APPROVED
Z the cost to $36,600. N/S/c: MCNEILL/IZELL. There were
no objections.

PUBLIC HEARINGS
Director of Community Services Rangel introduced the PUBLIC
Public Hearing on Z-495 & TM-48837, A request for HEARING
approval for a zone change from RG, Residential Garden Z-495 &
to RG(PD), Residential Garden Planned Development TM-48837
Overlay Zone, and a Tentative Tract Map for fifteen 15) INTRODUCED
lot subdivision, pursuant to Chapter 17.54, and Sections
17,03.030 and 16.01.070 respectively of the City Code.
Applicant: Joseph Chen; Location: 3733-3741 Puente
Avenue)."
Director of Community Services Rangel explained that the
applicant is requesting a zone change for property
consisting of two parcels. A total of 14 units is
proposed on the proposed project which will have access
by a private street to Puente Avenue. He further
explained the design of the project and stated that the
Planning Commission had approved the project 5-0.
Mayor pro tem Lowes declared the Public Hearing open on PUBLIC
Z-495 & TM-48837 and invited those wishing to speak on HEARING
this subject to come forward. OPEN
Christopher Sun, 100 E. Huntington" Drive, #210, CHRISTO-
Alhambra, representing the developer, explained the PHER
advantages of this project and offered to answer SUN
questions.
Mayor pro tem Lowes declared the Public Hearing closed. CLOSED
It was moved and seconded to approve the Negative NEG DEC
Declaration of Environmental Impact for Z-495. N/s/C: APPROVED
IZELL/MCNEILL. There were no objections.
It was moved and seconded to approve Ordinance 1034, AN ORDINANCE
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BALDWIN NO 1034
PARK APPROVING A CHANGE OF ZONE FROM RG TO RG(PD) ON APPROVED
APPROXIMATELY 1.64 ACRES; APPLICANT: JOSEPH CHEN; CASE FIRST

Director of Community Services Rangel introduced the PUBLIC
Public Hearing on Z-494 & TM-48908, A request for HEARING
approval of a Zone Change from Ra, Residential Garden to Z-494 &
RG(PD), Residential Garden Planned Development Overlay TM-48908
Zone, and a Development Plan in order to allow the INTRODUCED
construction of six 6) single-family detached dwelling
units, and a Tentative Tract Map in order to allow a
seven 7) lot residential subdivision pursuant to
Chapter 17.54 and Section 17.30.030 and 16.01.070 of the
City Code Applicant: Rancho Baldwin Park Partnership;
Location: 3948, 3952, 3958 Baldwin Park Boulevard)."
Director of Community Services Rangel explained that the REQUEST
Planning Commission had recommended denial of this item TO
and the applicant has requested an indefinite CONTINUE
continuance.
It was moved and seconded to remove Z-494 & TM-48908 and REMOVE &
renotice at a later date. M/S/C: IZELL/MCNEILL. There RENOTICE
were no objections. APPROVED
Director of Community Services Rangel introduced the PUBLIC
Public Hearing on SP 90-1, A request for approval of a HEARING
specific plan on approximately 26.1 acres of land to SP.90-1
provide for and ensure the coordinated development of INTRODUCED
approximately 280,000 square feet of offices and a
multi-level parking structure, consistent with the
overall Master Plan of Home Savings of America Campus
facilities Applicant: Home Savings of America;
Location: 5000 Block of Commerce Drive)."
At the request of the Director of Community Services, it CONTINUE
was moved and seconded to continue SP 90-1 to February TO 2/21
21, 1990 City Council meeting. M/S/C: MCNEILL/ IZELL. APPROVED
There were no objections.

It was moved and seconded to adopt Resolution No. 90- RESOLUTION
13, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NO. 90-13

TO THE AERIAL SPRAYING OF MALATHION TO IRRADICATE THE
