The City Council of the City of Baldwin
Park met in regular session in the
Council Chambers at 7:00 p.m.

City Treasurer Montenegro's absence was excused. ABSENCE

Councilman Izell was presented with a Ten Year City Pin TEN YEAR
for his service as a City Councilman following a brief AWARD
description of some of the highlights of his career by
City Clerk Gair.
Chief of Police Lanza introduced new Dare Officers, DARE
Rhonda Wood and Jim Kolbach. He gave a biographical OFFICERS
sketch of each of the officers and also told about the
Dare Program.

ORAL COMMUNICATIONS
Mayor pro tern Lowes declared Oral Communications open ORAL COMMU
and invited those wishing to speak on any subject to NICATIONS
come forward. OPEN
Mrs. Saiz, 3248 Athol, spoke regarding a permit she is MRS. SAIZ
required to have for her garage and the treatment of her
family after her daughter was molested.
Z Eli Roca, 14637 California Street, inquired about the ELI ROCA
2500 substandard houses that are referred to in the
General Plan and about
upgrade these homes. In response to answers received
from staff he stated that he felt twenty-two home
improvement loans was a small number compared to the
actual number of substandard homes.
Hillel Arkin, 4347 Stewart Street, announced the HILLEL
Candidate's Forum, sponsored by the Mid-Valley ARKIN
Democratic Club, that is to be held at Morgan Park on
March 27th.
Joanne Watkins, 14524 Hallwood Street, inquired about JOANNE
Council action against malathion spraying. WATKINS

Frank Ramirez, 4924 Wimmer Avenue, commented on the FRANK
Federal Government allowing imports that brought in the RAMIREZ
medfly and the protesting that should be done against
that action, not just malathion spraying.
Bill Van Cleave, 13232 Emery, stated that he had talked BILL VAN
to 500 people who came into his place of business and CLEAVE
they were against district elections. He felt that
those in favor of districting should circulate petitions
and that Council should not give in to a single group
over this issue.
Anthony Bejarano, 3508 Big Dalton, spoke regarding ANTHONY
giving the people the right to vote on the district BEJARANO
election issue.
Alma Agbashian, 12853 Ledfor, commented on the tactics ALMA
being used by an animal rights group in calling AGBASHIAN
registered voters. She did not like being called in
this manner and spoke against it.
There being no other speakers, Mayor pro tem Lowes CLOSED
declared Oral Communications closed.

City Clerk Gair presented the Consent Calendar: CONSENT
CALENDAR
1. Approval of Certificate of Posting for
March 7, 1990
2. Approve Minutes of February 7, 1990
3. Waive Further Reading and Adopt
RESOLUTION NO. 90-17 ALLOWING CLAIMS AND
DEMANDS AGAINST THE
CITY OF BALDWIN PARK
4. Deny Claims against the City
Noel Wychico et al
Dale Daniels
5. Approve Policy Council Initiatives-
Agenda Items
The following item was removed from the Consent Calendar ITEM NO. 5
for separate consideration: Item No. 5 at the request REMOVED
of Councilwoman McNeill.
It was moved and seconded to approve Items No. 1-4 of CONSENT
the Consent Calendar as presented. M/S/C: CALENDAR
MCNEILL/IZELL. There were no objections. APPROVED
It was moved and seconded to approve Item No. 5 of the ITEM NO. 5
Consent Calendar with the understanding that agenda APPROVED
items must be approved in advance at a Council meeting
by a majority of the Council present at that meeting.
Issues introduced for discussion that are emergency
items may be added to an agenda by the Council pursuant
to provisions of state law. M/S/C: MCNEILL/IZELL.
There were no objections.

by sixty-four major corporations in an attempt to AGREEMENT
recover costs for toxic clean-up at the Operating 011
Industries, Inc. 011) landfill in Monterey Park. The LANDFILL
City doesn't believe that it should be party to the suit LAWSUIT
as no municipal waste was dumped at 011 landfill. One
law firm has been selected to represent all
participating cites in this suit and costs will be
shared by all. Staff will attempt to dismiss the City
from the suit and should they be successful there is a
mechanism to terminate the agreement Council is being
asked to approve.
In response to Council inquiries, City Attorney
Z Flandrick stated that every effort is being made to have
the City dismissed from this suit. Representatives of
Webster's have stated that they have never used the 011
landfill.
It was moved and seconded to approve an agreement for LEGAL
legal services with Richard, Watson & Gershon including SERVICES
the cost sharing arrangement. M/S/C: MCNEILL/IZELL. APPROVED
There were no objections.

COUNCIL INITIATIVES
Councilman Izell stated that the people of Baldwin Park MUNICIPAL
have given him the privilege to sit on the Council and ELECTION
vote on all different kinds of issues and since there DISTRICT-
are several people in town that would like to vote on ING
districting he felt that it was his obligation to give
them the privilege of voting on what they would like to
vote on. He stated that the proponents of districting
have told him that will get signatures and deliberately
time the filing so that an election on districting
cannot be incorporated with any other election. He was
opposed to this happening because of the cost to the
City and the low voter turnout that could cause this to
pass. He stated that he was personally against
districting, because the City is too small, but he would
make a motion so that people can vote on this and
decide.
Councilman Izell made a motion to place districting on MOTION
the November ballot as an advisory vote.
Motion died for lack of a second. DIES
Councilwoman McNeill stated that she felt that to COMMENT
attempt to cut a City the size of Baldwin Park into
districts would be disastrous, therefore she did not
second the motion, because it would not be doing the
City a favor. The people who would like to have the
districting will go and get the signatures and that will
be fine, but she cannot second this.

It was moved and seconded to adjourn the regular meeting MEETING
of the City Council at 7:36 p.m. M/S/C: IZELL/LOWES. ADJOURNED
