The City Council of the City of Baldwin
Park met in regular session in the Council
Chambers at 1:00 p.m.

Mayor Lowes declared the adjourned regular meeting of COUNCIL/
the Redevelopment Agency in session with the adjourned CRA IN
regular meeting of the City Council. SESSION

REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES
City Manager Penman presented an introduction to the BUDGET
preliminary budget for FY 1990-91 and stated that STUDY
Department Heads and Division Managers would each give SESSION
an overview of their proposed costs. Following Council
discussion and questions the Council directed staff to:
1. Go over the budget deficit and bring back COUNCIL
the necessary cuts to the Council to balance DIRECTIONS
the budget.
2. Arrange a public workshop for an evening
for citizen participation regarding budget and
revenue ideas.
City Manager Penman reported that the Redevelopment CITY AND
Agency was in need of a loan from the City not to exceed AGENCY
$1,432,080.34. He explained that $801,363.64 was for LOAN
payment of eminent domain case settlements, $200,000 was FUND
due to the Bank of America for their relocation payment, AGREEMENT
and the remaining sum would be used by the Redevelopment
Agency only if necessary. The City presently has
available approximately $600,000 which could be made
available to the Redevelopment Agency.
The City Council asked several questions of the DISCUSSION
Redevelopment Agency Staff, and expressed their dismay
that the Redevelopment Agency financing was in such
distress. Council also expressed their displeasure at
facing the threat of potential lawsuits and penalties if
they did not approve the loan to the Agency. They also
expressed dissatisfaction that previous Councils had

bound the City to be obligated to pay Agency debts and
expressed their regret for having to use Cloverleaf
Business Park as collateral. They reluctantly agreed to
approve the two Resolutions before them.
It was moved and seconded to adopt Resolution No. 90- RESOLUTION
38, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NO. 90-36
BALDWIN PARK APPROVING AN CITY/AGENCY LOAN FUND ADOPTED
AGREEMENT AND AUTHORIZING THE EXECUTION AND DELIVERY OF
SAID AGREEMENT." M/S/C: IZELL/KEYSER. There were no
objections.
It was moved and seconded to adopt Resolution No. AGENCY
277, A RESOLUTION OF THE BALDWIN PARK REDEVELOPMENT RESOLUTION
AGENCY APPROVING AND ACCEPTING A CITY/AGENCY LOAN FUND NO. 277
AGREEMENT AND AUTHORIZING THE EXECUTION AND DELIVERY OF ADOPTED
SAID AGREEMENT." M/S/C: IZELL/KEYSER. There were no
objections.

It was moved and seconded to adjourn the adjourned MEETING
regular meeting of the City Council at 4:32 p.m. to an ADJOURNED
adjourned regular meeting on June 5, 1990, at 1:00 p.m. 4:32 P.M.
