PACIFIC AVENUE, WEDNESDAY, JULY 18, 1990. The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 p.m. ROLL CALL: PRESENT: COUNCILMEMBERS GALLEGOS. IZELL, AND MAYOR PRO TEM MCNEILL ALSO PRESENT: Acting City Manager Lanza, City Attorney Flandrick, Dir. of Admin. Serv. Schuld, Dir; of Housing & Economic Development Pearce, Dir. of Human Serv. Lucas, Deputy City Clerk Branek, and City Clerk Gair 00- The absences C) Mayor Lowes' Councilman Keyser and City ABSENCES Treasurer Montenegro were excused. EXCUSED on- Acting City Manager Lanza introduced and gave a brief OATH OF biography of Police Officer Scott McKinney. City Clerk OFFICE Gair gave the Oath of Office to Officer McKinney. POLICE 00- ORAL COMMUNICATIONS Mayor pro tern McNeill declared Oral Communications open ORAL COMMU and invited those wishing to speak on any subject to NICATIONS come forward. OPEN George Marr, 3221 Vineland, spoke regarding problems MARR with residents at 3228 Vineland, the drive-by shootings. the increase in vandalism, break-ins, etc., the damage to a new development on that street, and the frustration that the neighborhood is experiencing because of these problems. Those speaking about the problems with the owner at the Badillo Apartments at 4040 Badillo Street, the pest infestation damaged shake roofs. health hazards and contaminated swimming pool were: Richard Cooks representative for the Los Angeles County COOKS Fair Housing Commission. Nancy Spencer, 4040 Badillo Street, #14. SPENCER Richard Spencer. 4040 Badillo Street, #14 SPENCER Karen Pikula, Park Shadows Condominiums, spoke about the PIKULA lack of police support regarding the trespassing and vandalism that is occurring; in Park Shadows, police harassment and use of obscenity. the need to close the Alpha Beta area, the gangs and grafitti that is increasing in the City, and problems with children from the park coming in and using the Park Shadows pool- She also requested more police patrol of the Lucky's Center. Waive Further Reading and Adopt RESOLUTION NO. 90-55 APPROVE AMENDING RESOLUTION NO. 90-25 SETTING FEES AND CHARGES FOP VARIOUS SERVICES AND PERMITS PERMIT FEE FOR UTILITY CUTS) 6. Waive Further Reading ana Adept RESOLUTION NO. 90-57-- APPROVE WITHDRAWING ALL TERRITORY LYING WITHIN THE CITY OF BALDWIN PARK FROM COUNTY LIGHTING MAINTENANCE DISTRICT 1770 STREETS AND HIGHWAYS CODE SECTION 5853 9. Approve Audit Services for Fiscal Year 1989-90 Deloitte & Touche It was moved and seconded to approve the Consent CONSENT Calendar as presented. M/S/C: IZELL/GALLEGOS. There CALENDAR were no objections. APPROVED 00- REPORTS OF OFFICERS. COMMISSIONS AND COMMITTEES Acting City Manager Lanza explained that the City at CITATION present uses the Citrus Court as an intermediary for PROCESSING Lockheed Information Management Services for processing AND and collecting fees for parking citations. It was FEE recently discovered that the City could deal with COLLECTING Lockheed directly and increase the amount of revenue that the City could receive from the collections. He outlined the amounts that are flow collected and received and the potential increase C-hat could be realized by dealing directly with Lockheed. M/S/C: GALLEGOS/IZELL. There were CONTRACT no objections. 00- Mayor pro tern McNeill recessed the regular meeting of the City Council at 7:25 p.m. The regular meeting of the City Council reconvened at 7:39 p.m. Roll Call remained the same. 00- CLOSED SESSION City Attorney Flandrick stated that a Closed Session was CLOSED necessary to consider a matter pending in litigation, SESSION Rodriguez vs The City of Baldwin Park, as authorized by Section 56956.9(a) of the Government Code. The regular meeting of the City Council was recessed to a Closed Session at 7:40 p.m. The regular meeting of the C;cy Council was reconvened at 7:45 p.m. Roll Call remained the same. City Attorney Flandrick stated that in Closed Session instructions were given to Staff and that no further action is required. 00- The regular meeting of the City Council was adjourned at MEETING 7:46 p.m. MIS/C: IZELL/GALLEGOS.
