The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 p.m. ROLL CALL: PRESENT: COUNCIU(EMBERS GALLEGOS, IZELL ROLL CALL MCNEILL, AND MAYOR LOWES ALSO PRESENT: City Manager Penman, City Attorney Bower, Dir. of Administrative Serv. Schuld, Dir. of Housing & Economic Dev. Pearce, Dir. of Human Serv. Lucas, Chief of Police Lanza, City Planner Onaga, City Treasurer Montenegro, Deputy City Clerk Branek, and City clerk Gair 00- The absence of Councilman Keyser was excused. ABSENCE EXCUSED 00- Mayor Lowes read a proclamation declaring the month of PROCLAMA- October as Crime Prevention Month." She presented the TIONS proclamation to Glen Eugenio, Crime Prevention Officer. Mayor Lowes read a proclamation declaring October 4 6, 1990 as White Cane Days." She presented the proclamation to Baldwin Park Host Lions member Carmine Lanza. Chief of Police Lanza introduced officers Nick Manfredi, OATHS OF Gary Breceda and Doug Parnell and told of their OFFICE backgrounds and education. City Clerk Gair administered the Oath of Office to the Officers. Chief of Police Lanza introduced Officer Kirkman and K-9 Officer King. Officer Kirkman answered questions from the audience and did a brief demonstration with King. 00- Mayor Lowes declared Oral Communications open and ORAL COMMa invited those wishing to speak on any subject to come NICATIONS forward. OPEN Lorin Lovejoy, 12749 Torch Street, explained the Lions LOVEJOY Club would be collecting old eyeglass frames, this weekend, in front of Lucky's. Bill Watkins, 14524 Hallwood Street, spoke regarding the WATKINS railroad tracks needing repair, the senior citizens needing better parking at the Senior Citizens Center and citizens needing to be involved in Neighborhood Watch since gang violence has increased. Approval of Certificate of Posting for October 3, 1990 2. Approve Minutes of September 19, 1990 3. Waive Further Reading and Adopt RESOLUTION NO. 90-77 ALLOWING CLAIMS AND DEMANDS AGAINST THE CITY OF BALDWIN PARK 4. Waive Further Reading and Adopt RESOLUTION NO. 90-78 NAMING A PUBLIC STREET TELLURIDE DRIVE TRACT MAP 48404 OWEN DEVELOPMENT 5. Waive Further Reading and Adopt ORDINANCE NO. 1045 APPROVING A CHANGE OF Second Reading) FROM RG, TO RG(PD) ON APPROXIMATELY 83 ACRES; APPLICANT: AMPERT DEVELOPMENT INC CASE NO. Z-501; LOCATION: 3920-3926 STEWART AVENUE) 6. Approve Change Order No. 2 Safe Routes To School CIP 260 It was moved and seconded to approve the Consent CONSENT Calendar as presented. APPROVED 00- REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES City Clerk Gair explained the committee appointments COMMISSION and/or reappointments that were before the City Council APPOINT- for the Housing Commission and the Personnel Commission. MENTS She related the responses that were received from incumbent commissioners and the vacancies on the Housing Commission and the Personnel Commission. Two separate resolutions are needed for appointments to these commissions. It was moved and seconded to adopt Resolution No. 90-79 RESOLUTION 9A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN NO. 90-79 PARK APPOINTING MEMBERS TO THE HOUSING COMMISSION OF THE CITY OF BALDWIN PARK" APPOINTING: PATRICK MOWER). It was moved and seconded to adopt Resolution No. 90-80 RESOLUTION A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN NO. 90-60 PARK APPOINTING MEMBERS TO THE PERSONNEL COMMISSION OF THE CITY OF BALDWIN PARK" REAPPOINTING: MARSHALL HADLEY AND JIM VAN WAGNER APPOINTING: SALLY WIECK). PROGRAM It was moved and seconded to increase the Residential INCREASE Loan Program amount to $25,000 and the Deferred Loan APPROVED Program amount to $10,000. MIS/C: GALLEGOS/IZELL. There were no objections. 00- It was moved and seconded to adjourn the regular meeting MEETING of the City Council to October 10, 1990 at 7:00 p.m at ADJOURNED the Baldwin Park school District.
