The City Council of the City of Baldwin
Park met in regular session in the
L Council Chambers at 7:00 p.m.

Mayor Lowes read a proclamation declaring October 22-26, PROCLAMA-
1990 as Red Ribbon Week." She presented the TION
proclamation to D.A.R.E Officer Rick Villines.

Mayor Lowes publicly recognized several students from a RECOGNI-
Sierra Vista High School government class who were in TION
attendance.

Mayor Lowes declared Oral Communication open and invited ORAL COM:MU
those wishing to speak on any subject to come forward. NICATIONS
OPEN
Gil Peppers, 3526 Stichman, spoke about the gang PEPPERS
violence on Stichman Street and the death of an 18 year
old. He inquired about the number of personnel needed
in the police department and requested control of gangs.
Dr. David Park, 4137 N. Maine Avenue, commented on an a PARK
article in the Tribune, concerning the Boys and Girls
Club. He refuted the printed comments of a Councilman,
explained this was the Community Center and told of the
advantages of the Boys and Girls Club.
Councilman Izell apologized for any reference to the IZELL
Boys and Girls Club, and clarified his statement
regarding the Community Center.
Vera Rocha, 3451 Remey Avenue, thanked the City for ROCHA
allowing the recent Pow Wow" held in the park and made
some suggestions to help solve community problems.
William Watkins, 14524 Hallwood, requested the City to WATKINS
enforce curfew laws. He also stated that parents should
be held responsible for their children.
There being no other speakers, Mayor Lowes declared Oral CLOSED
Communication closed.

At the request of Mayor Lowes Item No. 5 of the Consent ITEM NO. 5
Calendar was removed for separate consideration. REMOVED
It was moved and seconded to approve Items No. 1-4 and CONSENT
Item No. 6 of the Consent Calendar as presented. CALENDAR
M/S/C. MCNEILL/IZELL. There were no objections. APPROVED
Mayor Lowes explained that Item No. 5 was for one and
one-half miles of new street pavement and the funds are
provided by gas tax monies. She also listed the streets
to be paved.
It was moved and seconded to approve Item No. 5 of the ITEM NO. 5
Consent Calendar. H/S/C. IZELL/GALLEGOS. There were APPROVED
no objections.

PUBLIC HEARINGS
City Clerk Gair introduced the Public Hearing for a PUBLIC
Certificate of Public Convenience and Necessity for El HEARING
Monte Taxi Co. of El Monte, for citywide taxi services. TAXICAB
She reported that all fees have been paid and the CERTIFI-
inspections completed and approved. Staff recommended CATE
approval of the application.
Mayor Lowes declared the Public Hearing open for a PUBLIC
Certificate of Public Convenience and Necessity and HEARING
invited those wishing to speak to come forward. OPEN
Claude Chenet, General Manager of El Monte Taxi, CHENET
explained the operation, the uniformed drivers, the care
to elderly and handicapped and responded to council
questions.
Mayor Lowes declared the Public Hearing closed. CLOSED
Council briefly discussed the company's length of time DISCUSSION
in business, their rates and the other cities serviced
by the taxi company.

It was moved and seconded to approve the Certificate of CERTIFI-
Public Convenience and Necessity for El Monte Taxi CATE
Company with the condition that rates remained unchanged APPROVED
until renewal. M/S/C: MCNEILL/GALLEGOS. There were no
objections

REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES
City Manager Penman reported that a commuter rail is a POSSIBLE
distinct possibility in the City. Southern Pacific RAIL
Railroad is presently negotiating with Los Angeles STATION
County Transportation Commission for the property LACTC
located at Pacific and Downey Avenue. The land
acquisition for the rail station would be financed by
LACTC, and the station development funding would come
from the City's Prop A funds. The development of the
station would mainly consist of parking, lighting and a
platform.
Southern Pacific Railroad has indicated that if LACTC
does not purchase the property they will sell to a
private developer. Alternative uses to the Southern
Pacific property will probably not be compatible for
residential use if the commuter rail is initiated.
LACTC has approached staff as to whether the City is
interested in developing a station at any location in
the community. A letter of interest should be sent to
LACTC regarding the development of a rail station and
that the city would like to proceed with further study
on the concept.
It was moved and seconded to direct staff to proceed RAIL
with further study on a commuter rail station in Baldwin STATION
Park and inform the LACTC of our interest in this STUDY
project. M/S/C: GALLEGOS/MCNEILL. There were no APPROVED
objections.

COUNCIL/STAFF REQUESTS AND COMMUNICATIONS
Mayor Lowes requested a general report on the Loan LDC
Development Committee LDC), including the membership REPORT
selection and by-law changes. She requested the report REQUESTED
by November 7th or November 21st. Council Concurred.

The regular meeting to the City Council was recessed at MEETING
7:50 p.m. RECESSED
The regular meeting of the City Council was reconvened MEETING
at 8:10 p.m. Roll Call remained the same. RECONVENED

CLOSED SESSION
The regular meeting of the City Council was recessed to CLOSED
a Joint Closed Session with the Redevelopment Agency at SESSION
8:10 p.m. to consider the following matters authorized
by Government Code Section 54956.9(a): Hilton Hotel;
Transportation Leasing 011 Landfill; and Personnel
Matters G.C. 54957).
The regular meeting of the City Council reconvened at MEETING
9:50 p.m. Roll call remained the same. RECONVENED
