Park met in regular session in the
Council Chambers at 7:00 p.m.

Mayor Lowes introduced Cass Luke, told of her PRESENTA-
background, thanked her for serving the City and TION
presented her with an Award of Merit.

ORAL COMMUNICATION
Mayor Lowes declared Oral communications opened and ORAL COMMU
invited those wishing to speak on any subject to come NICATIONS
forward. OPEN
Expressing their concerns about gang members that are
present on their streets, crimes that occur all hours of
the day, the police response time and their willingness
to help were:

Bob Connor, 3223 Mangum CONNOR
Emily Mooneyham, 3116 Mangum MOONEYHAM
Pam Schnabel, 14217 Los Angeles Street, complimented the SCHNABEL
Mayor and City Council and commented on the improvements
behind Alpha Beta.
Roy Test, 15115 Kenoak, commented on the new pool and TEST
questioned the one-way traffic on Morgan Street.
Mayor Lowes asked that staff prepare a Community Center REPORT
traffic report for Baldwin Park Boulevard left turn exit REQUESTED
and the one-way traffic on Morgan Street for the
February 20th council meeting.
There being no other speakers Mayor Lowes declared Oral CLOSED

At the request of Councilman Izell Item No. 4 of the ITEM NO. 4
Consent Calendar was removed for separate consideration. REMOVED
At the request of Mayor Lowes Item No. 5 of the Consent ITEM NO. 5
Calendar was removed for separate consideration. REMOVED
It was moved and seconded to approve Items No. 1-3 and CONSENT
6-8 of the Consent Calendar. MIS/C: MCNEILL/GALLEGOS. CALENDAR
There were no objections. APPROVED
City Engineer Tcharkhoutian responded to Council's ITEM NO. 4
questions relating to Item No. 4 of the Consent
Calendar that driveway approaches would be replaced in
the CDBG Sidewalk Program if needed.
In response to Item No. 5 of the Consent Calendar, he ITEM NO. 5
explained the completed study, the need for a traffic
signal at the corner of Los Angeles Street at Merced and
that the construction cost will be fully financed by the
County under the Aid to Cities program.
It was moved and seconded to approve Item No. 4 and ITEM NO.
Item No. 5 of the Consent Calendar. M/S/C: 4 & 5
IZELL/GALLEGOS. There were no objections. APPROVED

REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES
Captain Kies explained the need for implementing the RETIRED
Retired Seniors Volunteer Program RSVP) in the police SENIORS
department. He listed several duties that could be VOLUNTEER
provided by citizens fifty-five years or over and PROGRAM
possibly that the program could be expanded to other RSVP)
departments. The estimated cost for uniforms, equipment

and training for six volunteers would be about $1,500.
Staff recommends approval for the implementation of the
Retired Seniors Volunteer Program.
In response to Councilman Gallegos question concerning DISCUSSION
the start up cost, Captain Kiss stated the funds could
be used from the asset seizure fund or from parking
citation fund.
It was moved and seconded to approve the implementation RSVP)
of the Retired Seniors Volunteer Program RSVP). MIS/C: PROGRAM
MCNEILL/GALLEGOS. There were no objections. APPROVED
Assistant to the City Manager Volmert summarized the LEGISLA-
City Council's legislative advocacy activities for 1990 TIVE
and recommended the Council take a position on several UPDATE
important 1991 bills recently introduced. She explained
each bill as outlined in the staff report.
Staff recommends the Council support SB 61, SB 63, SB RECOMMEND-
72, AB 26, SB 169, SB 29, SB 1x, SB 2x, SB 5x, SB 30, ATION
and the Sher waste management bill; oppose SB 52 and AB
3; and authorize the Mayor to communicate these
positions to the appropriate individuals.
Council stated that due to the number of bills, the time DISCUSSION
involved to review each one, and the need for more
information, that a decision could not be given at the
meeting.
It was moved and seconded to place the Support and BILLS OF
Oppose Selected 1991 Bills of Interest" on the February INTEREST
20th agenda. M/S/C: GALLEGOS/MCNEILL. There were no FEBRUARY

Assistant to the City Manager Volmert requested that the BE PART
Council provide direction as to what date they would OF
like to set for the 1991 Be Part of Baldwin Park BALDWIN
festival. She outlined the advantages of having the PARK
festival at the same time every year and the problems if
the dates were changed. She stated that February is the
time to negotiate an agreement with Christiansen
Amusements if Council desires to have a carnival. Staff
requests direction for the date of Be Part of Baldwin
Park and authorization to begin negotiations with a
carnival for the chosen date.
Councilman Gallegos stated that if the Be Part of DISCUSSION
Baldwin Park festival date is consistant the citizens
will identify that week end with the festival. He
felt that the City would not have the volunteers
required if the event is held on Labor Day weekend.
It was moved and seconded to set August 25-26, 1991 as BEBOP
the Be Part of Baldwin Park festival and to authorize AUGUST
staff to begin negotiations with a carnival. MIS/C: 25-26
GALLEGOS/IZELL. There were no objections. APPROVED
Administrative Assistant Nunez requested Council BUS
approval to send Request for Proposals RFP) to study SHELTERS
replacement of damaged bus shelters. He explained
the number of bus shelters in the City and the annual
cost to maintain the shelters. He pointed out one
possible solution to replacing some of the damaged
shelters is with shelters that contain advertisement.
Staff recommends that the City Council provide
authorization to prepare a RFP to solicit proposals on
possible methods to replace damaged or destroyed bus
shelters.

advertisements would be aesthetically pleasing.
It was moved and seconded to prepare an RFP to solicit BUS
proposals on methods to replace damaged or destroyed bus SHELTERS
shelters. M/S/S: GALLEGOS/IZELL. There were no RFP
objections. APPROVED

Mayor Lowes read a proclamation declaring Valentine's PRESENTA-
Day, February 14th as H.O.P.E. Day Help Other People TION
Eat)" and asked Councilman Gallegos to present the
proclamation to Dr. Ed Cooper, President of the Citrus
Chiropractic Society.
