The City Council of the City of Baldwin
Park met in regular session in the
Council Chambers at 7:00 p.m.

Mayor Lowes read a proclamation declaring the month of PROCLAMA-
February, 1991, as National Community College Month TION
and presented the proclamation to Mr. Stu Van Horn,
Mount San Antonio College.

Mayor Lowes declared Oral Communication open and invited ORAL COMMU
those wishing to speak on any subject to come forward. NICATIONS

Barney Flam, 1 Palermo, Long Beach, commercial property FLAM!
owner in the City) asked the Council to consider
recending Ordinance 904 pertaining to security bars on
the outside of commercial and industrial buildings. He
stated the difficulty in renting a building without the
bars, that business owners could not get their license
or renewals and the selective process used to have
businesses comply. He presented several signatures from
business owners and pictures of businesses with security
bars.
City Clerk Gair clarified that the businesses are issued
their license and renewals but not their occupancy
permit until all conditions are met.
Pam Schnabel, 14217 Los Angeles, stated that the Senior SCHNABEL
Citizens have a dance once a month and explained where
the dance is conducted.
Rod Hubbartt, 1412 Craig Dr., West Covina, owner of K's HUBBARTT
Shop N Stop, stated that his building was broken into
several times with security bars, but, feels the bars
are a deterent.
Robert Anderson, 14426 Dalewood #B, described the ANDERSON
security bars on his building and the times his building
was broken into with the bars in place. He stated that
it is a big issue about nothing..
Mayor Lowes requested that staff report to the Council REPORT
on March 20, 1991 the reasons for the removal of window REQUESTED
bars on the outside of commercial and industrial
buildings and Council reevaluate. Council concurred.

Roger Palmer, 3382 Nolina, stated that his home had been PALMER
broken into, and that hoodlums gather outside his home
dealing drugs. He described the different crimes in the
neighborhood and having to fire a gun to stop a person
from stealing his van. He asked that more police units
patrol his neighborhood.
Gus Blacio, 13174 Emery, stated that he appreciates BLACIO
seeing more police units in his neighborhood. He is
concerned about the drivers that work for La Pizza Loca
located on Francisquito Avenue, they drive 50 m.p.h.
down the street and he fears that a child will be hit.
Raul Martinez, 14465 Cavette Pl, described the grafitti MARTINEZ
at the American Legion and asked that it be removed.
Mayor Lowes declared the Oral Communications closed. CLOSED

City Clerk Gair stated that due to illness, Andrew REQUEST TO
Steiner was unable to attend the Council meeting and CONTINUE
asked that the appeal for Unreinforced Masonry APPEAL
Building" be continued to March 6, 1991.
It was moved and seconded to continue the appeal for APPROVED
Unreinforced Masonry Building" 14362 Ramona Boulevard,
Baldwin Park. MIS/C: MCNEILL/GALLEGOS. There were no
objections.

It was moved and seconded to approve the Consent CONSENT

REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES
City Manager Penman explained his report summarizes the MID-YEAR
results of staff's mid-year revenue and expenditure BUDGET
review and provides the City Council with a status REPORT
report regarding the City's financial position in the
General Fund half-way through the fiscal year.

He outlined the shortfalls in the different departments
and stated that most of the shortfalls were due to the
slow down in the economy. He stated that the City would
not have had any General Fund savings for the fiscal
year if it had not done the Proposition A trade or had
as many budgeted personnel positions vacant during the
year, which serves as a warning for next year. He said
some additional cuts or new revenues may be necessary in
order to balance next year's budget.
It was moved and seconded to receive and file the Mid- REPORT
Year Report. N/S/C: IZELL/GALLEGOS. There were no RECEIVED &
objections. FILED
Assistant to the City Manager Volmert summarized the LEGISLA-
legislative advocacy activities for 1991 and recommended TIVE
the Council take a position on several important bills ADVOCACY
recently introduced. She presented additional
information as stated in the staff report and listed the
bills that were recommended to be supported and those
that should be opposed.
Councilman Gallegos questioned if SB 52 is sponsored by DISCUSSION
Sally Tanner, then he opposed taking any position at
this time.
It was moved and seconded to support SB 1x, SB 2x, SB BILLS OF
5x, SB 29 SB 30, SB 61, SB 63, SB 72, SB 169, AB 26, and INTEREST
the Sher waste management bill; oppose SB 203, and AB 3; APPROVED
and authorize the Mayor to communicate these positions
to the appropriate individuals. M/S/C: GALLEGOS/IZELL.
There were no objections.
It was moved and seconded to wait for a decision on SB SB 52
52. M/S/C: GALLEGOS/IZELL. There were no objections.
Assistant to the City Manager Volmert presented a CHAMBER OF
proposal for a monthly community newsletter as presented COMMERCE
by the Chamber of Commerce and asked for Council NEWSLETTER
direction regarding the request. She stated that due to
budget constraints the City had planned only two issues
of NOW" this year. There would be three agencies, the
City, School District, and the Chamber of Commerce that
would share the same amount of space in the newsletter
and advertising would be sold to off set the expense of
publication.
President of the Chamber, Dick Nichols, confirmed that NICHOLS
the three agencies would share equal space in the
newsletter and he outlined the cost to each agency. He
briefly stated the advertisements that would be sold.
He listed cities in the area that had the same type of
periodicals. He stated that the Chamber would be
responsible for the sale of advertisements and the costs
incurred for publishing the newsletter if all the
advertisements could not be sold. He referred to the
possibility of using remaining AB 1693 funds as a source
of funding.
It was moved and seconded to approve the proposal to COMMUNITY
give staff permission to pursue a monthly community NEWSLETTER
newsletter, with additional conditions of an expenditure APPROVED
cap of $9,000, and to explore alternative funding, and
commit the City to only a one year of funding. MIS/C:

Assistant to the City Manager Volmert requested the WASTE
Council adopt goals and objectives for the City's waste REDUCTION
reduction and recycling plan preparation. She stated PLAN
that the City has been participating as a member of the GOALS &
San Gabriel Valley Integrated Waste Management Joint OBJECTIVES
Powers Authority SGVIWHA) which has hired consultants
to provide plans for members of the Authority. She
listed several overall goals that included composting,
diverting hazardous waste from disposal in landfills,
implementing green waste collection by 1995 and to meet
the diversion requirements mandated by the Integrated
Waste Management Act of 1989 AB 939). She outlined
educating the public about special waste and household
hazardous waste.
She requested that Council adopt goals and objectives
for the City's waste reduction and recycling plans and
authorize staff to communicate these goals and
objectives to the planning consultant.
It was moved and seconded to adopt goals and objectives GOALS &

COUNCIL/STAFF REQUESTS AND COMMUNICATIONS
City Engineer Tcharkhoutian provided the Council with a COMMUNITY
background for the traffic signs and improvements CENTER
recently installed at the new Community Center. He TRAFFIC
stated that a committee was formed to study the traffic
related activities and considered input from residents.
He listed the reasons that Morgan Street had one-way
traffic and described four hazardous situations that
were considered in restricting the left turn from the
Community Center.
In response to Mayor Lowes questions, City Engineer ROBIN &
Tcharkhoutian explained that a device could be installed RAMONA
at Robin and Ramona that would allow the signal to SIGNAL
change as a vehicle approaches the corner. CHANGE
City Manager Penman stated that City Engineer Kev ANNOUNCE-
Tcharkhoutian has accepted a position with the City of MENT
Sierra Madre as Director of Public Works.
