Council Chambers at 7:00 p.m.

Mayor Lowes presented an Award of Merit to Mike Sarian PRESENTA-
of the Terrace Plaza Medical Center and read the TION
accreditation recently earned by the hospital.
Mayor Lowes read a proclamation declaring April 26, 1991 PROCLAMA-
as National Youth Service Day" and presented the TION
proclamation to the Chairman of Human Services
Committee, Ron Gibson.
Mayor Lowes and Mayor Pro Tern McNeill presented Baldwin PRESENTA-
Park Youth Service Awards to the following: TION

Laura Garcia,
Loranzo Hargrove,
Jennifer Hernandez,
Desiree Martinez,
April McCall,
Rocio Perez,
and Rosano Sabillo
Each Councilmember congratulated the students for their
accomplishments and thanked them for their service to
Baldwin Park.

ORAL COMMUNICATIONS
Mayor Lowes declared Oral Communications opened and OPEN
invited those wishing to speak on any subject to come
forward.
Justina Ramirez, 4924 Wimmer, thanked the Council for RAMIREZ
their recognition of the students and stated that it was
encouraging to see youth with positive accomplishments.
Joseph Roussel, 5305 Gaymore Circle, business owner of ROUSSELL
Eastend, Inc, 14818 E. Arrow Highway, stated the length
of time he had been in business, the changes in the
dismantling industry and outlined some of the
requirements and cost for modifying a Conditional Use
Permit in order to operate a recycling center.
Domonic Chu, Sierra Vista High School ASB commissioner CHU
of Clubs, invited Council to attend the Earth Day
celebration on April 22nd at 10:00 a.m.

It was moved and seconded to approve the Consent CONSENT
Calender as presented. M/S/C: MCNEILL/GALLEGOS. There CALENDAR
were no objections. APPROVED
Mayor Lowes requested Administrative Assistant Nunez to ITEM NO. 5
comment on Item No. 5 of the Consent Calendar, the
agreement with Bustop Shelters of California, Inc.
Administrative Assistant Nunez, outlined the key points ITEM NO. 5
as listed in the staff report, stated the savings to the REPORT
City through maintenance, and the cost of permits and
license that would be paid by Bustop Shelters of
California, Inc.

REPORTS OF OFFICER, COMMISSIONS AND COMMITTEES
City Clerk Gair requested Council adopt a resolution MUNICIPAL
designating representatives and alternates on certain COMMITTEES
municipal committees and organizations for 1991-92. She AND
stated that this action is taken when the selection of a ORGANIZA-
new Mayor pro tem has been decided by Council. It was TIONS
recommended that Council select a member as Mayor pro
tern for 1991-92 in one action, and to review the
committee designations. In a second action adopt the
resolution designating the City's Representatives and
Alternates to certain municipal committees and
organizations.

It was moved and seconded to appoint Julia McNeill as MAYOR PRO
Mayor Pro Tern. N/S/C: GALLEGOS/KEYSER. There were no TEM
objections. APPOINTED
* Councilman Keyser stated that he was planning on DISCUSSION
traveling and possibly moving but, agreed to stay on
SCAG as an alternate.
It was moved and seconded to approve Resolution No. 91- RESOLUTION
18, Amending Resolution No. 90-37 Designating the NO. 91-18
City's Representatives and Alternates to Certain APPROVED
Municipal Committees and Organizations." MIS/C:
GALLEGOS/IZELL. There were no objections.
City Manager Penman stated that the report was to UTILITY
provide the Council with information regarding the USERS
reimposition of a utility tax. He pointed out that the TAX
City had previously adopted an ordinance that imposed a
Utility Users Tax and that due to community opposition
the tax was suspended. The Citizens Committee on
Finance has recommended the Council consider
reinstituting the utility users tax at 3% for commercial
and industrial users only. He stated that the goal for
the preliminary budget to be ready for review is
scheduled for May 1st. and at that time Council will be
able to determine the need for the utility users tax as
well as other revenue sources.
Council discussed the need for public imput regarding DISCUSSION
the utility users tax, possibly a joint meeting with the
Chamber of Commerce and the Citizens Committee on
Finance and a public hearing before finalizing.

COUNCIL/STAFF REQUESTS AND COMMUNICATIONS
City Manager Penman requested Council to consider two BUDGET
budget study sessions and a closed session for Meet & STUDY
Confer prior to June 1, 1991. SESSIONS
Councilman Gallegos stated that he had received several VOLUNTEER
requests regarding the volunteer program and encouraged PROGRAM
Staff and the City Manager to implement the program
throughout City Hall.
Mayor Lowes stated that she and Councilman Izell were COMMUNITY
appointed to work with the Community Center on the use CENTER USE
agreement and asked to be notified when the committee AGREEMENT
would be available to meet.

The regular meeting of the City Council was recessed at RECESSED
8:02 p.m. 8:02 P.M.
The regular meeting of the City Council reconvened at RECONVENED
8:15 p.m. Roll call remained the same. 8:15 P.M.

CLOSED SESSION
The City Council was adjourned to a Joint Closed Session CLOSED
with the Redevelopment Agency at 8:15 p.m. to consider SESSION
pending litigation authorized by Government Code Section
54956.9(a) and significant exposure to litigation as
authorized by Government Code Section 54956.9(b).
