The City Council of the City of Baldwin
Park met in regular session in the
Council Chambers at 4:00 p.m.
ROLL CALL: PRESENT: COUNCILMEMBERS GALLEGOS, IZELL ROLL CALL
KEYSER, MCNEILL AND MAYOR LOWES
ALSO PRESENT: City Manager Penman,
Acting Dir. of Administrative
Services Cole,
Chief of Police Lanza,
Dir. of Human Serv. Lucas and
City Clerk Gair

City Treasurer Montenegro's absence was excused. ABSENCE
EXCUSED

REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES
City Manager Penman presented an introduction to the BUDGET
preliminary budget for FY 1991-92 as outlined and STUDY
presented to each Councilmember. He gave an overview of SESSION
the revenues and explained the possible impact of
declining state revenues. He stated that Department
Heads and Division Managers would each present their
proposed budgets and Council could ask question as they
desired.
The City Council asked questions and commented QUESTIONS
regarding:
Overtime, Consulting fees, Commuter Rail &
EIR, Miscellaneous purchases of small items,
Signal maintenance fees, Computer training for
personnel, Patrol units upkeep, purchase of
vehicles, Equipment maintenance, Pool fees,
Palm tree removal costs, and increased
janitorial and water costs.

Council discussed the need for another adjourned regular DISCUSSION
meeting for May 20th, which would be decided at the
regular meeting of the City Council on May 15th.
It was moved and seconded to adjourn the adjourned ADJOURNED
regular meeting of the City Council at 6:45 p.m. to a TO CLOSED
Closed Session in Room 307. MIS/C: IZELL/GALLEGOS. SESSION
There were no objections.

Mayor Lowes declared the adjourned regular meeting of MEETING
the City Council adjourned at 8:15 p.m. There were no ADJOURNED
objections. 8:15 P.M.
