The City Council of the City of Baldwin Park met in adjourned regular session in the gymnasium at 7:00 p.m. ROLL CALL: PRESENT: COUNCILMEMBERS GALLEGOS, IZELL, ROLL CALL KEYSER, MCNEILL AND MAYOR LOWES ALSO PRESENT: City Manager Penman, City Attorney Bower, Chief of Police Lanza, and City Clerk Gair 00- PUBLIC HEARING Mayor Lowes introduced the Public Hearing on the PUBLIC possible development of a Card Club in the City of HEARING Baldwin Park. city Manager Penman explained that the Citizens CARD CLUB Committee on Finance had recommended that the council STAFF consider placing a card club measure before the voters, REPORT if there appeared to be sufficient interest in the community. He explained the necessity of developing an ordinance to set forth conditions and terms relative to card clubs, the requirement of voter approval for a card club, and the $25,000 cost of a special election to consider the issue. He outlined the arguments for and against the card club and the identification that a card club has with crime. He referred to other clubs and the controls that are used to limit crime and the fact that the tight security at card clubs is a deterrent to crime. However, corruption on a larger scale has proven to be a problem. He outlined the revenue that is generated to some of the cities by the successful card clubs and also explained the failing clubs and some of the problems connected with the clubs. He stated that the long term financial stability from a card club is significant, but there is no guarantee. Public input is needed to determine if the Council desires to pursue this matter. Mayor Lowes declared the Public Hearing open and invited PUBLIC those wishing to speak on the possible development of a HEARING card club in the City to come forward. In response to Mayor Lowes request, City Manager Penman COUNTY explained that Los Angeles County was making a search HOSPITAL for a county hospital site in cities in this area. Councilman Gallegos thanked all the people who came and COUNCIL for taking the time to be involved and asked that they COMMENTS continue to be involved in many other areas. He stated that about two-thirds of the people attending the meeting were against the card club and he felt this did not bode well for a ballot measure, because it was a representative sample of the community. He suggested that if this measure is placed on the ballot that it be done in the April, 1992, election so that the extra $25,000 that a special election would cost could be avoided. He also stated that the Council is looking at all the options that will have the least negative effect on the community. Councilman Izell thanked those who came and stated his disappointment in so few church ministers coming to the meeting tonight to be for or against. He explained that a two-thirds vote is always needed on measures that name what the tax will be used for, such as a police tax, and that type of vote is usually doomed. He felt that a utility tax is what may be indicated because the revenue from a card club could be years away and immediate relief is what is needed. He stated that he is in favor of letting the people vote on what they want to vote on. He stated also that the churches put him into office the first time he ran and he has a little decision to make now regarding this because of that. Councilwoman McNeill thanked the citizens for their show of interest by coming out tonight. She assured everyone that the Council is reserving how they feel about placing this on the ballot until they know what the people want. Councilman Keyser thanked the people for turning out. Mayor Lowes stated that before the meeting she was presented with petitions that contained approximately 70 signatures in favor of the card club being put on the ballot. With those signatures and the count of those who spoke at the meeting tonight it would make it fairly evenly balanced between those who would be for or against the card club as a ballot measure. She felt this issue should go to the decision of the voters and it should be placed on the ballot to get a decision quickly. She commented on the expenditure of money for the special election as opposed to waiting until the April, 1992 election. She also referred to the opposition that there was at the Sierra Vista hearings and yet that issue passed at the polls.
