Mayor Lowes stated the Junior Miss Baldwin Park and the BEBOP
Baseball Card Show was the beginning of Be Part of
Baldwin Park" and encouraged all the citizens to enjoy
the festivities.

It was moved and seconded to approve Items No. 1-6 and APPROVED

There were no objections.
In regard to Item No. 7, Maintenance Superintendent ITEM NO. 7
Dart responded to Mayor Pro Tern McNeill, that interest
was expressed by a janitorial service located in the
City of Baldwin Park but, they did not submit a bid. All
the bids that were submitted, were from companies
located outside the City.
It was moved and seconded to approve Item No. 7, ITEM NO. 7
1'Approve the janitorial agreement for the Civic Center APPROVED
Building, Senior Citizens Building, City Yard
Maintenance Building, Community Center & Annex Building,
and pool facility to Olympia Building Maintenance
Company". M/S/C: MCNEILL/GALLEGOS. There were no
objections.

REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES
Administrative Assistant Mimura requested approval of FAIR
the Fair Housing Assessment with or without HOUSING
modifications. The Assessment was developed by the Fair ASSESSMENT
Housing Council of San Gabriel Valley under the CDBG
direction of the Baldwin Park Fair Housing Assessment
Task Force. The Assessment was to see if there are any
impediments to Fair Housing within the City.
Administrative Assistant Mimura yielded the floor to the
Task Forcel Fair Housing Council. The recommendations
of the CDBG Advisory Committee will follow the input
from the Task Force.
Alma Vielma, 3749 Paddy Lane, Chairperson for the Task VIELMA
Force/Fair Housing Council, thanked the Council and
fellow members of the Task Force for allowing her to

serve. The Task Force did not find any discrimination
in the City regarding race, color or religion. Since
the government can not define discrimination, the Task
Force found that discrimination does exist through the
presence of substandard housing. People are forced to
live in substandard houses due to low income, fear of
retaliation from a landlord, and the City has done away
with code enforcement. The Task Force found that over
50% of the homes in the City have absentee landlords.
People that can afford to relocate are moving out of the
area due to the gang and crime influences within the
neighborhoods, some of those that cannot move are
hostages in their homes. The Task Force proposed that
an Ordinance be adopted that requires a license and an
inspection before a house or an apartment could be
rented.
Steve Willkomms, former resident of Baldwin Park, stated WILLKOMMS
that it was an honor to have been a member of the Task
Force. The members of the Task Force agreed that
discrimination does exist in substandard housing in the
City. The Task Force interviewed people and identified
several substandard rentals units. The Task Force
proposed adopting an ordinance and resolution that would
require a regulartory license with consequences to those
landlords that allow their property to deteriorate. The
program would pay for itself through the license,
permits and inspections fees. The landlord would not be
allowed to rent his property without an inspection and
the issuance of a license. The Task Force also proposed
an educational program that would educate the landlords
as to what is expected of them and this would be
sponsored by the Fair Housing Council. The courts look
favorably, when prosecuting the landlords, if the city
has an educational program and has adopted an ordinance.
Nary Ann Huetinck, 13059 Amar Rd., member of the Task HUETINCK
Force, thanked Council for allowing her to be part of
the task force. The Task Force members had to
compromise and come up with some recommendations along
with the assessment. Some of the problems in the City
are due to ignorance and the landowners need to be
educated. The Task Force wanted to make a difference
not only to the City but to the people that live in
Baldwin Park.
Administrative Assistant Mimura stated that the CDBG
Assessment has been reviewed by the CDBG Advisory ADVISORY
Committee and the recommendations are as follows: RECOMMEND-
ATIONS
1. The Fair Housing Assessment be approved as an
Assessment only.
2. The Committee recommended not to approve the
implementation of the Fair Housing Ordinance.
Owners of rental properties should be voluntarily
educated regarding the subject of Fair Housing
and only be required to disclose information under
the existing laws, not by City Ordinance.
Staff recommends the same as the Advisory committee.
Council discussed the availability of the education DISCUSSION
program offered by Fair Housing, the fact that the
Advisory Committee did not see a need for the ordinance,
that government should not be involved, renovation funds
need to be available to assist property owners and
forcing the landlords to pay fines for the violations.
City Manager Penman stated that if the landlords are not
aware of the conditions of the rentals, then more
education is needed. The City has health and safety
ordinances that would take care of the problems, we just
do not have the enforcement and prefer increasing code

Interim City Engineer Rodriguez requested council TRAFFIC
approval of certain traffic control measures to improve CONTROL
traffic circulation and increase driver awareness in the IMPROVE-
vicinity of Margaret Heath School. Concerned parents MENTS AT
have requested school crosswalks on School Street and MARGARET
other traffic measures to improve school area safety and HEATH
awareness. SCHOOL
Traffic Engineer Itagaki, Willdan Associates, stated the RECOMMENDA
City had received a request to evaluate school area TIONS
safety on School Street in front of Margaret Heath
Elementary School. The Cal-Trans guidelines were
followed in making the recommendations. Staff
recommends the following improvements around Margaret
Heath Elementary School:
1. Install school zone signs on School Street,
Landis Avenue, and Wimmer Avenue.
2. Install yellow school crosswalks and
school crossing signs at the intersections
specified in staff report.
3. Install stop signs, limit lines, and
STOP" legends at the following
intersections:
School Street and Wimmer Street
School Street and Landis Avenue
Gates Street and Landis Avenue
Nubia Street and Landis Avenue
Nubia Street and Wimmer Street
4. Relocate the existing school crosswalk at
Nubia Street and Maine Avenue from the north
leg to the south leg of the intersection.
5. Install red curb at the driveway entrance and
exit to Margaret Heath Elementary School as
shown on Figure 1 of the staff report.
6. Install Do Not Enter" signs and arrow
pavement legends at the exit driveway to
Margaret Heath Elementary School. Install
arrow pavement legend at the driveway entrance
to Margaret Heath Elementary School. These
recommendations occur on school property. The
installation of these recommendations, is the
school's option.

7. Upon implementation of any of these
improvements, direct staff to hold a workshop
with school officials and the parent's group
to discuss school area safety.
It was moved and seconded to order the improvements as IMPROVE-
stated in the Traffic Engineer's Report dated May 10, MENTS
1991 and upon implementation of the improvements, direct APPROVED
staff to hold a workshop with school officials and the

MCNEILL/GALLEGOS. There were no objections.
Acting Chief of Police Kies requested the council to INCREASE
approve a $2.00 increase on the bails for each parking ON BAILS
violation. The court has raised their fees which would
make a significant impact on the City's projected
revenues from parking citations. Since the collection
of fees are mandated by state law, the bail increases do
not have to be reviewed and approved by the Judicial
Review council. Staff recommends council approve a
$2.00 increase on all parking citation bails.
It was moved and seconded to approve Resolution No. 91- RESOLUTION
62, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NO. 91-62
BALDWIN PARK REVISING THE BAIL SCHEDULE FOR VEHICULAR APPROVED
REGULATION VIOLATIONS". N/S/C: GALLEGOS/IZELL. There
were no objections.

COUNCIL/STAFF REQUESTS AND COMMUNICATIONS
Councilman Izell stated that he would be contacting the CONTRACTOR
Telephone Company to get the contractor's equipment EQUIPMENT
removed from Foster Avenue. REMOVAL
