The City Council of the City of Baldwin
Park met in regular session in the
Council Chambers at 7:00 p.m.

Mayor Lowes declared Oral Communications open and ORAL COMMU
invited those wishing to speak on any subject to come NICATIONS
forward.
Susan Van Cleave, 13232 Emery, stated concern about the VAN CLEAVE
robbery at the 7-11 and the robbers not prosecuted, an
unlicensed driver running into her husband's hardware
store and no citation issued to the driver, her disabled
brother-inlaw's car and home being burglarized and the
slow response of the police, and the burning of the
little league stand and the witnesses to the burning
were intimidated to not testify.
Bill Van Cleave, 13232 Emery, spoke regarding personnel VAN CLEAVE
changes that have taken place in the City Hall, the
witnesses to the 7-11 robbery and he questioned why the
unlicensed driver was not cited. He felt that since a
utility tax has been implemented, and a police
assessment tax may be placed on the people next year, it
is time to take care of the people of the City.
Marcia Arkin, 4347 Stewart, expressed concern for the ARKIN
overcrowed conditions at the Senior citizens Center, the
lack of parking at the Center and suggested several
alternative meeting places.
Irene Test, 15115 Kenoak Dr., stated that a Dial-A- TEST
Ride vehicle had backed into her automobile and the
driver was rude. There is a need for more parking at
the Senior Center because occasionally the seniors have
to park by the Chamber of Commerce.
Ralph Miller, 3557 Big Dalton, showed the Council a MILLER
video that depicted the City's need for code
enforcement.

Jeanne Martens, 14847 Sierra Way, distributed a letter MARTENS
to the Council regarding sub-standard housing and asking
for a study session to look at the responsibility of the
property owner and a way to use the new Real Estate
Disclosure Statement that is issued whenever a property
is sold.
Hillel Arkin, 4347 Stewart, stated his wife was ARKIN
appointed to the highest volunteer position by AARP. A
recent trip to northern California and Oregon revealed
several towns with beautiful museums, libraries and
travel centers. He expressed concern about the gang
problems, no code enforcement and the low property
values of the City. He referred to Council meetings
where the people spoke out and it was decided there
would be no gambling in the City.
Pat Mower, 4246 Baldwin Park Blvd., Housing MOWER
Commissioner, stated that the commercial loan program
has been shifted over to the residential loan program.
People want change and code enforcement is needed as
seen in the video. People also have the right to vote
on the card club issue.
Roy Test, 15115 Kenoak Dr., stated that the parking TEST
spaces need to be shortened at the Senior Center, yellow
buses park in the handicap parking and the curb on
Morgan Street needs to be marked for loading and
unloading. The senior citizens have a hard time getting
in and out by the Senior Center.
There being no other speakers, Mayor Lowes declared Oral

REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES
City Clerk Gair requested Council designate a voting and ANNUAL
alternate Voting Delegate for the Annual Congress of CONGRESS
Cities on December 12-16, 1991 in Las Vegas, Nevada. OF CITIES
It was moved and seconded that the voting delegate would DELEGATE &
be Mayor Pro Tern McNeill and the alternate Councilman ALTERNATE
Gallegos. fl/S/C: IZELL/KEYSER. There were no APPROVED
objections.

COUNCIL/STAFF REQUESTS AND COMMUNICATIONS
Councilman Izell referred to the video and stated the RENTAL
only way to clean up the city is to pass a rental ORDINANCE
ordinance, place the expense on the landlords, and DISCUSSED
this would help lower the crime rate.
It was moved and seconded to place a report pertaining AGENDA
to the rental ordinance on the next agenda. N/S/C: ITEM
IZELL/GALLEGOS. There were no objections. SEPT.18TH
Council discussed ordinances that are in the code, code DISCUSSION
enforcement being in the budget, the length of time for
enforcement and if the costs were passed on to the
landlords it would not cost the City anything.
Mayor Pro Tern McNeill requested Chief Lanza to REPORT
investigate the problem with writing reports in the WRITING IN
police department. POLICE

Mayor Lowes stated the Council's appreciation for the DISCUSSION
video. She shared some of the comments from out of town
visitors and stated that all cities have problems and
Baldwin Park would do what it could with the money
available.
