COUNCIL OF THE CITY OF BALDWIN PARK, CITY
HALL, 14403 EAST PACIFIC AVENUE, TUESDAY,
DECEMBER 3, 1991 AT 8:30 A.M.
The City Council of the City of Baldwin
Park met in adjourned regular session in
the Council Chambers at 8:30 a.m.

ALSO PRESENT: City Manager Penman, and
Deputy City Clerk Branek

The absences of Mayor Pro Tern McNeill and City Clerk ABSENCE
Gair were excused. EXCUSED
REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES
Assistant to the City Manager Volmert presented an STUDY
overview of the City's preliminary draft waste SESSION
management plans to allow for additional input and PRELIMI-
comments to be incorporated into the final draft plans NARY DRAFT
prior to their adoption. The City of Baldwin Park SOURCE
joined the East San Gabriel Valley Integrated Waste REDUCTION
Management which in turn hired Emcon Associates as their
consultant. The Preliminary Drafts have been in the
office of the City Clerk and at the Library for public
review and a public hearing is scheduled for December
4th. The December 3rd staff report containing goals and
objectives is on file in the Office of the City Clerk.
Dave Polis and Mike Huls, representatives of Emcon
Associates gave an overhead projection presentation that
outlined the source reduction, recycling and composting
that needs to be reduced by 25% by 1995 and 50% by year
2000. The drafts presented goals to meet the diversion
requirements, to achieve maximum source reduction,
recycling and composting by commercial, industrial and
residential, and educating the citizens about waste
management and waste diversion.
Council discussed several issues with Staff and
Consultants regarding the requirements, time frames and
costs. No action was made.
It was moved and seconded to adjourn the adjourned ADJOURNED
regular meeting at 10:04 a.m. N/S/C: GALLEGOS/IZELL. 10:04 A.M.
