The City Council of the City of Baldwin Park
met in adjourned regular session in the Council
Chambers at 9:00 a.m.

CONSENT CALENDAR
1. Approval of Certificate of Posting for CONSENT
February 11, 1992. CALENDAR
It was moved and seconded to approve the Consent CONSENT
Calendar as presented. M/S/c: MCNEILL/IZELL. There CALENDAR
were no objections. APPROVED

REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES
Director of Administrative Services Schuld outlined the MID-YEAR
new estimates for General Fund revenues and explained BUDGET
the revenue shortfalls and those that are projected to REVIEW
increase. All revenue shortfalls, increases, the FY 91-92
revised estimates for Special Fund revenues and the
Interfund transfers, and the revised expenditure
projections by the Departments were referred to in
Attachments I thru VII of the February 11th staff
report.
Council discussed the POST reimbursement, the Real DISCUSSION
Property Transfer Tax, the zoning and subdivision fees,
Prop C Funds and the effect the loss of funds would have
on the Lighting and Landscaping District, and the
Utility Tax revenue as it is committed to the funding of
police officers.
They also discussed the overages in personnel costs in
Public Works and Police departments and the possibility
of using contingency funds. It was requested that
charts and simple reports be given to assist in
understanding the revenues and expenditures.

COUNCIL OF THE CITY OF BALDWIN PARK PAGE TWO
Council discussed the membership fee for the San Gabriel
Valley Cities and Industry Consortium and if that fee is
eligible for CDBG funding or can be paid for out of the
AB1693 funds. They expressed concern over $7500 being
expended for board membership, what the benefits are in
joining, what the consortium actually does and what the
Chamber of Commerce receives for the fees they pay and
exactly what the benefit was of paying $7500 to have a
councilmember sit on the board. They also stated that
the report on CDBG funding as eligible, previously
requested, on the consortium had not been received by
the Council and requested that report be prepared
for their review.
It was moved and seconded that the San Gabriel Valley MOTION TO
Cities and Industry Consortium membership fee of $7500 PAY FEES

Council commented on the consultant costs related to
Wildan & Associates and how those costs will be reduced
with a full time Public Works Director.
It was moved and seconded to Receive and File the Mid- MOTION TO
Year Budget Review for FY 1991-92 and approve the RECEIVE &

Mayor Lowes requested that there be a policy in hiring CITY
in the City that whenever possible people who live in POLICIES &
Baldwin Park be given first consideration. That some PROCEDURES
Cities place on the application the statement that all
else being equal residents of the city will have
preference." She felt this was an answer to the traffic
and air quality situation that the city faces. She
requested that this be advertised extensively in the
City so that the public is aware.
Mayor Pro-Tem McNeill requested a policy on minority
hiring along with the EEO guidelines as referred to on
the employment applications.
She also requested that businesses within the City be
used for purchases of goods, provided that the services
are equal to those of businesses outside the City. If
it can be found in Baldwin Park buy in Baldwin Park.

City Manager Penman asked that since there is currently
no priority points relative to the Mayor's request, does
Council wish to have the Personnel Policy and Procedures
reviewed? Or do they wish to have a policy? Mayor
Lowes responded that this would be a policy, something
more extensive might be for the future.
City Manager Penman stated that this is the third year
that the City will end operating in the black. For
two years the budget was in the red one million dollars.
He requested Council give some direction as to the type
of budget they would prefer to be submitted: 1) a
balanced budget; 2) a budget with the same level of
service, the dollars aren't there, and is out of
balance; or 3) a budget that includes salary increases.
In response to Council suggestion on budget procedures,
City Manager Penman stated that the best procedure is
to submit the budget to the Council as a whole and
possibly start the procedure early, but the State will
usually play with the revenues after our budget is
prepared and take funds away.
