The City Council of the City of Baldwin
Park met in regular session in the
Council Chambers at 7:00 p.m.

Larry Venema, representative of the Auto Club of PRESENTA-
Southern California presented a Pedestrian Safety" TION
plaque to the mayor on behalf of the Auto Club.
Chief of Police Lanza introduced and told of the OATHS OF
backgrounds of four police officers, Joseph Russell, OFFICE
Sylvia Sojka, John Stagna and John Montgomery absent).
City Clerk Gair gave the Oath of Office to Officers
Russell, Sojka and Stagna.
Mayor Lowes read a proclamation declaring February as PROCLAMA-
Baldwin Park Beautiful Month" and presented the TION
proclamation to Chairman Jeanne Martens and Bill van
Cleave.

Mayor Lowes declared Oral Communications open and ORAL COMMU
invited those wishing to speak on any subject to come NICATIONS

Jeanne Martens, 14847 Sierra Way, Chairman of Baldwin MARTENS
Park Beautiful" explained the activities planned for the
month and stated that different projects were being
planned to fight grafitti.
ASB President Tu, Sierra Vista High School, told of the TU
student exchange program in Montview League and invited
everyone to the Dwarf Basketball Game 2/27) and to hear
Gus Frias on Gangs and Drugs on February 26th.
Mr. Avila, 12769 Torch, expressed his concern about his AVILA
property being declared a public nuisance because of
vehicles being parked in his front yard. He felt he
was being harrassed because he had complained about
Egglestons Boys Home across the street from him.
There being no other speakers, Mayor Lowes declared the CLOSED
Oral Communications closed.

fl It was moved and seconded to approve the Consent CONSENT
Calendar as presented. MIS/C: IZELL/GALLEGOS. There CALENDAR

REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES
City Manager Penman presented a staff report on the COMMERCIAL
Commercial Loan Program. He outlined the history of the LOAN
Baldwin Park Business Development Program and how the PROGRAM
loan program was begun with CDBG and EDA funds in 1980.
He explained that the monies are used for new businesses
and expansion of existing businesses, the interest rate
that is offered, the maximum loan amounts, and that the
local match of funds is no longer required.
He stated that the City must maintain the revolving
Commercial Loan Program, but the Council may allocate
CDBG monies for other CDBG eligible activities if they
desire. Public hearings are scheduled April 1, 1992 on
CDBG funding and on May 1st Council will develop and
approve the Proposed Statement of Community Development
Objectives and Use of Funds.
It was moved and seconded to receive and file the staff RECEIVE &
report on the Commercial Loan Program. M/S/C: IZELL/ FILE
GALLEGOS. There were no objections. APPROVED
City Manager Penman explained that the Chamber of MUSEUM
Commerce is requesting use of the AB1693 funds to pay PROPERTY
for the Anniversary Parade costs. He suggested that TAX
Council consider using the same funds as a backup EXEMPTION
measure to pay for the property taxes on the museum if
the exemption for the museum is not received prior to
April. The museum will be exempt for next year if the
proper papers are submitted. The Chamber's request for
the use of those funds will be on the next agenda.

The regular meeting of the City Council was reconvened
at 7:37 p.m. Roll Call remained the same.

The regular meeting of the City Council was adjourned to CLOSED
a Joint Closed Session at 7:37 p.m. as authorized by SESSION
Section 54957 of the Government Code for the City and
Section 54956(a) for the Redevelopment Agency.
