Mayor Lowes read a proclamation declaring the month of PROCLAMA
April, 1992 as Earthquake Preparedness Month" and TION
presented it to Police Chief Lanza.

ORAL COMMUNICATION
Mayor Lowes declared Oral Communications open and OPEN
invited those wishing to speak on any subject to come
forward.
Eli Roca, 14637 California Avenue, spoke about the ROCCA
indebtedness of the Community Redevelopment Agency,
without the debt of CRA, there would not be a need for
the Card Club or the Police Assessment Tax and requested
Council bankrupt CRA.
Maureen Popick, P.O. Box 46, stated the need for No U POPICK
Turn signs in front of the Post Office and at the corner
of Maine and Ramona.
Irene Gomez, 13923 Clearcrest, read a letter from a GOMEZ
resident which objected to the granting of a conditional
use permit to Waste Management.
There being no other speakers, Mayor Lowes declared Oral CLOSED

It was moved and seconded to approve Consent Calendar CONSENT
Items No. 1-6 and 8-9. M/S/C: MCNEILL/IZELL. There were CALENDAR

City Manager Penman stated that the City Attorney needed DISCUSSION
to review Item No. 7, the agreement with BPUSD for use ITEM NO. 7
of the Sierra Vista High School swimming pool and the
item would be brought back at a later date.
In regard to Item No. 10, Resolution No. 92-27, Mayor DISCUSSION
Lowes stated her objection to approving the amendment to ITEM NO.
the budget for the San Gabriel Valley Commerce & Cities 10
Consortium as she felt the money could be better spent
in the City, due to the lack of members in the
consortium and the amount of the fees.
It was moved and seconded to adopt Item No. 10, ITEM NO.

PUBLIC HEARING
City Planner Onaga requested Council consideration of an PUBLIC
appeal of the Planning Commission's decision to approve HEARING
a conditional use permit to allow a processing center CP-510
for recycleables, located at 5170 Commerce Drive. A RECYCLING
brief description of the property size, the previous CENTER
application for a conditional use permit, the operation WASTE
of the facility and the types and approximate amounts of MANAGE-
recycleables that will be handled at the facility. MENT)
Staff and the Planning Commission recommended that the
Council: 1) Approve the Negative Declaration of
Environmental Impact; 2) Adopt the Findings of Fact; and
3) Approve CP-510 to allow a processing center for
recycleables subject to the conditions listed in the
staff report.
Mayor Lowes declared the Public Hearing open on CP-510 PUBLIC
and invited those wishing to speak on this subject to HEARING
come forward. OPEN
Those speaking in opposition to approving the OPPOSITION
conditional use permit voiced concerns about the noise,
odors, chemicals, truck traffic, the reputation of Waste
Management L.A. Times), the need for additional sales
tax revenue that could be generated from a different
business, the danger of the property value decreasing,
the new facility across Live Oak combined with the
additional traffic would create a hazard, the loss of
current businesses that will not renew their leases,
opposition to the specific location of Waste Management,
the unstable business of recycleables and the expansion
of the business within the redevelopment plan which is
not compatible:

in the different civic organizations as well as the
schools, Waste Management deserves a year to prove
themselves, it is this community's trash, there is no
odor, the public is misinformed about recycling, no one
wants recycling in their back yard, but why not be the
first to do recycling and Waste Management met all the
requirements imposed from the first application of the
conditional use permit:

unstable business of recycling.

Administrative Assistant Mimura requested Council to PUBLIC
conduct a public hearing to determine the needs of low HEARING

Neighborhood meetings to maximize community input for PROGRAM
the CDBG Program. On May 6th Council will be asked to
review the Proposed Statement of Community Development
Objectives and Use of Funds and to make the final
decision. The results of the Community-Neighborhood
meetings and the CDBG Advisory Committee's
recommendations were listed in the staff report with
CRTC withdrawing their request for $10,000. It was
recommended that Council conduct the public hearing to
determine the needs of the low and moderate income
persons and/or slum and blighted areas of the City.
In response to Council questions, Administrative DISCUSSION
Assistant Mimura stated that all funds will be included
in the report for the May 6th meeting.
Mayor Lowes declared the Public Hearing open on CDBG PUBLIC
16th Year Entitlement and invited those wishing to speak HEARING
on this subject to come forward. OPEN
Kay Rich, Lutheran Social Services, described the RICH
program, the services offered and the expectation for
the next year.
Awilda Sanders, Chairperson for the CDBG Advisory SANDERS
Committee, stated the Committee had worked hard and
thanked the Council.
Carlos Frausto, East Valley Boys & Girls Club, stated FRAUSTO
that the proposal is for child care services for the low
to moderate income and requested Council to look
favorably on the request.
Candi Carmichael, 4341 Cutler, explained that she is a CARMICHAEL
single parent and only able to make ends meet because of
F the child care at the Boys and Girls Club. She also
requested more sidewalks.
In response to Council questions, Administrative DISCUSSION
Assistant Mimura stated that the Golden State Care
Center did not specify an amount before the Advisory
Committee and that the center is a private facility.

REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES
Interim City Engineer Brock discussed the accident TRAFFIC
history for Baldwin Park Boulevard and Merced Avenue SIGNAL
along with recommended action. A slide presentation BALDWIN
was given to describe the intersection and the Traffic PARK BLVD/
Engineer's Report was included in the staff report. The MERCED
cost to design the signal is $7,500 and it will
accomodate future left-turn phasing on Merced Avenue,
the modification would cost approximately $8,000 if
implemented. Based on the accident history at the
intersection, staff recommended that Council approve
proceeding with the design.
In response to Council questions, City Manager Penman DISCUSSION
stated that gas tax funds are available to pay for the
signal. Interim City Engineer Brock stated that there
would be a left turn arrow for Baldwin Park Boulevard.
It was moved and seconded to approve proceeding with the SIGNAL
traffic signal design for Baldwin Park Boulevard and DESIGN
Merced. M/S/C: GALLEGOS/MCNEILL. There were no APPROVED
objections.
Interim City Engineer Brock provided Council with STREET
information on Pacific Avenue and sought authorization NAME
to change the name of a portion of Pacific Avenue CHANGE

north of Maine Avenue to Sterling Way. This segment of
the street was previously called Loray Place. The
affected owners along this segment were notified of the
meeting and they are willing to pay any costs associated
with making the change, including the cost to replace
the street name signs. It was recommended that Council
approve the street name change from Pacific Avenue to
Sterling Way and authorize staff to proceed with making
the change along with notifying the appropriate agencies
such as the Post Office, County Assessor, trash disposal
company and utility companies.
It was moved and seconded to approve the street name STREET
change from Pacific Avenue to Sterling Way and charge NAME
the costs to the property owners. MIS/C: CHANGE
IZELL/GALLEGOS. There were no objections. APPROVED
Interim City Engineer Brock addressed the concerns LEFT TURN
regarding the northbound left turn prohibition on Merced PROHIBITED
Avenue at Ramona Parkway. An overhead projection of the MERCED/
intersection was presented and an explanation was given RAMONA
for the prohibition of the No Left Turn". The matter PARKWAY
was discussed at a City Traffic Committee meeting and
recognized that the left turn prohibition did create an
inconvenience however, the consensus was to take a
proactive approach and keep the prohibition to avoid
liability exposure. Staff recommends that the No Left
Turn" prohibition for northbound Merced Avenue at Ramona
Parkway be retained. Report was received and filed by
the City Council.

COUNCIL/STAFF REQUESTS AND COMMUNICATIONS

Councilman Keyser referred to an article in the San KEYSER
Gabriel Valley Tribune on March 30th that stated the
police department will charge for problem parties in
which they are called to a home more than one time in an
evening. He questioned the reasons for the police
department to implement this law. He requested
contracting with the Sheriffs for police service and
recommended that Ordinance No. 1012 be repealed.
Councilman Gallegos requested staff provide Council with GALLEGOS
a report, within two meetings, on how to establish a
Baldwin Park Youth Council. Council concurred.
Mayor Lowes requested: 1) press releases be presented to LOWES
Council before released to the newspapers. Council
concurred; 2) a response from Irwindale concerning the
street repairs to Olive; 3) sidewalks on Merced and a
handicapped ramp for Merced and Maine Avenue. Council
concurred; 4) a crosswalk in front of Clark Terrace
Apartments. Council concurred.
In response to Councilman Izell's statement City Manager
Penman stated consideration of the Post Office crosswalk
can create unsafe conditions.
Mayor Lowes also requested a report concerning a time LOWES
limit for Waste Management to cease recycling and the
expansion of Waste Management into the three 3)
parcels.
City Clerk Gair announced that the counting center for GAIR
the April 14th election, under the direction of Martin &
Chapman, will be in the Council Chambers beginning at
8:00 p.m.
