AT 7:00 P.M.
The City Council of the City of Baldwin Park
met in adjourned regular session in the
Council Chambers at 6:30 p.m.
ROLL CALL: PRESENT: COUNCILMEMBERS MCNEILL, GALLEGOS, ROLL CALL
MARTINEZ AND MAYOR VARGAS
ALSO PRESENT: City Manager Penman,
Dir. of Administrative
Services Pachon,
Chief of Police Lanza, and
City Clerk Gair

Mayor Vargas declared the adjourned regular meeting of IN SESSION
the City Council in session.
ORAL COMMUNICATIONS
Mayor Vargas declared Oral Communications open and ORAL COMMU
invited those wishing to speak on any subject to come NICATIONS
forward. There were none. OPEN
Mayor Vargas declared Oral communications closed. CLOSED

Administrative Assistant Nunez presented an overview of AQMD
the AQMD Regulation XV Plan and explained the survey REGULATION
that was taken from city employees and the incentives XV PLAN
that can be offered in the Regulation XV Plan. He also
explained that it is only necessary to adopt a plan and
a compressed work week is not required in the plan.
In response to the Staff report Council asked questions COUNCIL
relating to: QUESTIONS
1. The survey including all part time and full time
employees, even crossing guards because they travel
at peak hours.
2. The goal of 135.5 trips.
3. The salary reduction and disadvantage to the
residents of a 4/36 plan.
4. The incentives being paid for from AB 2766 monies,
the bus pass subsidies, monthly drawings, gift
certificates, ridesharing and other incentive
programs.
5. The compressed work week most appealing to the
different departments and specific problems that go
with the 4/36, 4/10 and 9/80 relating to each
department.
6. The impact closing City Hall on Fridays would have
on building inspections and issuance of permits.
Councilman Martinez requested some specific numbers
relating to Friday counter work in City Hall.
Council took no action on any items. NO ACTION
