The City Council of the City of Baldwin Park met in adjourned regular session in the Council Chambers at 6:30 p.m. F ROLL CALL: PRESENT: COUNCILMEMBERS MCNEILL, GALLEGOS, ROLL CALL IZELL, MARTINEZ AND MAYOR VARGAS ALSO PRESENT: City Manager Penman, Dir. of Administrative Services Pachon, Chief of Police Lanza, Dir. of Public Works Mousavi, and City Clerk Gair 00- Mayor Vargas declared the adjourned regular meeting of IN SESSION the City Council in session. 00- ORAL COMMUNICATIONS Mayor Vargas declared Oral Communications open and ORAL COMMU invited those wishing to speak on any subject to come NICATIONS forward. There were none. OPEN Mayor Vargas declared Oral Communications closed. CLOSED 00- BUDGET STUDY SESSION City Manager Penman presented an introduction to the BUDGET preliminary budget for FY 1992-93 as outlined and STUDY presented to the each Councilmember. Using the overhead SESSION projector he explained the negative impact of revenue loss, state deductions and the economic recession. All factors result in a $1,026,000 negative cost/revenue swing for the City. He also explained that the building permits for Kaiser Hospital will be included in the 1992-93 revenues instead of 1991-92 and therefore the $583,000 deficit will be reduced by $117,000. He stated that Department Heads and Managers are here to present their budgets and to answer any questions from Council. The City Council asked questions and commented DISCUSSION regarding: Current reserves that the City has, medical payments for retired employees and councilmembers, the membership dues and conference expenditures and conference sites, the consultant services fees, Proposition C income, car allowances and mileage payments, the Support Services costs and charges, the number of applications for the EDA loan program, the cost of Planning Commissioner's Institute, the replacement of vehicles in Fleet Services, the Code Enforcement Program, City bidding procedures, CIP Program, the Gas Tax Fund, the Lighting & Landscaping Maintenance, and the charges for Insurance Costs charged to each department. Council requested: COUNCIL REQUESTS That the Program Change Requests be more realistic. Individual break down of all salaries, not by departments. Consistency in the layout of numbers from each department. A monthly report of EDA loans. Consideration of reducing the Planning Commission to five members. No action was taken on any items presented. Council NO ACTION agreed to have an adjourned regular meeting on June 4, TAKEN 1992 for another Budget Study Session. 00- Mayor Vargas requested that a picnic for Staff and the CITY City Council be arranged for the last week in June.
