The City Council of the City of Baldwin
Park met in adjourned regular session in
the Council Chambers at 8:00 a.m.
ROLL CALL: PRESENT: COUNCILMEMBERS MCNEILL, GALLEGOS, ROLL CALL
MARTINEZ AND MAYOR VARGAS
ALSO PRESENT: City Manager Penman,
Dir. of Administrative
Services Pachon, and
City Clerk Gair

The absence of Councilman Izell was excused. ABSENCE

Mayor Vargas declared the adjourned regular meeting of IN SESSION
the City Council in session.

ORAL COMMUNICATIONS
Mayor Vargas declared Oral Communications open and ORAL COMMU
invited those wishing to speak on any subject to come NICATIONS
forward. There were none. OPEN
Mayor Vargas declared Oral Communications closed. CLOSED

BUDGET STUDY SESSION
City Manager Penman explained that the Redevelopment REDEVELOP
Agency is required to adopt an annual budget, show MENT
proposed expenditures and indebtedness as well as AGENCY
anticipated revenues for the upcoming year, by the 30th BUDGET
of June. The City is also required to approve the FY 92-93
agency budget at this time. He summarized the Project
Area Goals for the six project areas Sierra Vista
Project, Puente-Merced Project, Central Business
District Project, West Ramona Project, Delta Project and
San Gabriel River Project) and outlined the planning
activity that is anticipated for the Sierra Vista
Project Area and explained changes that the Agency may
have to consider in the other project areas. Approval
of the Agency budget was recommended
Council discussed the request made by Altmans for their DISCUSSION
parking problem, a new site for the Broken Horn
business, the mixed use and bond financing in the
Central Business District Kallins property), the West
Ramona Top Valu) conceptual plans and start of
construction, and the projected tax increment from CRA.
Councilman Gallegos requested a report on the projected
tax increment in the status report.
It was moved and seconded to adopt Resolution No. 92- RESOLUTION
57, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NO. 92-57
BALDWIN PARK APPROVING THE BALDWIN PARK REDEVELOPMENT ADOPTED
AGENCY BUDGET FOR FISCAL YEAR 1992-93." M/S/C:
GALLEGOS/MARTINEZ. There were no objections.
