The City Council of the City of Baldwin Park met in regular session in the Council Chambers at 7:00 p.m. ROLL CALL: PRESENT: COUNCILMEMBERS GALLEGOS, IZELL, ROLL CALL MARTINEZ, MCNEILL AND MAYOR VARGAS ALSO PRESENT: City Manager Penman, City Attorney Bower, Acting Dir. of Administrative Services Harvey, Police Chief Lanza, Dir. of Human Services Nunez, Director of Public Works Mousavi, City Treasurer Montenegro and Deputy City Clerk Branek 00- The absence of City Clerk Gair was excused. ABSENCE EXCUSED 00- ORAL COMMUNICATION Mayor Vargas declared Oral Communications open and ORAL COMMU invited those wishing to speak on any subject to come NICATION forward. OPEN Joshua Tu, 13322 Doublegrove, ASB representative from TU Sierra Vista High School, announced that the Itsy Bitsy Olympics will be November 21st and a Career Fair will be held on November 19th. Pam Schnabel, 14217 Los Angeles, stated that people do SCHNABEL not come to Council meetings because they can not hear Council speak. She complimented Mayor Vargas on his television appearance. Gertrude Robinson, 4640 Sterling Way, stated that she ROBINSON lives in Valinda but owns the Sterling Way property. She spoke about the noise in the neighborhood from a rooster and the train. Jeanne Martens, 14847 Sierra Way, reminded Council that MARTENS Baldwin Park Beautiful Fall Fantasy will be November 19th, the students of Baldwin Park High School and Sierra Vista High School will work together to show that they are united and November 21st will be a community cleanup. Sandy Lucas, 4442 Bresee, spoke about the temporary use LUCAS permits for carnivals and the problems that were caused by the carnival at Top Valu. She suggested that a new policy be adopted for temporary use permits. Mayor Vargas requested staff write a policy for COUNCIL temporary use permits and bring it before Council at the DIRECTION next meeting. Council concurred. John Andrich, 14202 E. Los Angeles St., spoke about the ANDRICH danger in disposing of neon tubing, street lights that burn during the daytime, and street lights that do not burn at night. He opposed the signs stating that cars will be towed on street sweeping days and that tickets should be issued. It was moved and seconded to add the Continuance of SUBSEQUENT Medical Benefits request as a Subsequent Need Item to NEED ITEM the Consent Calendar. M/S/C: MCNEILL/MARTINEZ. There APPROVED were no objections. 00- CONSENT CALENDAR City Clerk Gair presented Consent Calendar A: CONSENT CALENDAR 1. Approval of Certificate of Posting for November 18, 1992 2. Waive Further Reading and Adopt RESOLUTION NO. 92-109 ALLOWING CLAIMS AND DEMANDS AGAINST THE CITY OF BALDWIN PARK 3. Receive and File Treasurer's Report September 30, 1992 and October 31, 1992 4. Award of Bid Removal & Replacement of Refueling Pumps Charles E. Thomas Co. 5. Approve Contract L.A. County Sheriff's Department and Baldwin Park Police Department Metrolink Security 6. Deny Claim Against the City Gary Rose 7. Waive Further Reading and Adopt RESOLUTION NO. 92-111 AMENDING RESOLUTION NO. 92-64 PROVIDING EXTENDED HEALTH AND DENTAL BENEFITS FOR AFFECTED EMPLOYEES BY THE REDUCTION IN WORKFORCE Mayor Pro Tem Gallegos requested Item No. 7 of the ITEM NO. 7 Consent Calendar be removed for separate discussion. REMOVED It was moved and seconded to approve Consent Calendar A, CONSENT Items 1-6 as presented. M/S/C: MCNEILL/IZELL. There CALENDAR A were no objections. APPROVED In response to Mayor Pro Tem Gallegos, City Manager DISCUSSION Penman explained the City's position on providing insurance coverage for the employees whose positions were cut due to the budget problems, and the temporary status of Steve Stoltz at the Boys and Girls Club. It was moved and seconded to approve Item No. 7 of the ITEM NO. 7 Consent Calendar. M/S/C: MCNEILL/MARTINEZ. There were APPROVED no objections. City Clerk Gair presented Consent Calendar B: 1. Waive Further Reading and Adopt RESOLUTION NO. 92-110 ALLOWING CLAIMS AND DEMANDS AGAINST THE CITY OF BALDWIN PARK SOUTHERN CALIFORNIA EDISON) It was moved and seconded to approve Consent Calendar B CONSENT as presented. BASIN Nominations must be presented between November 13th and WATER December 13th and the City needs to adopt a resolution QUALITY naming the nominee. He briefly explained the voting AUTHORITY process and recommended that the Council adopt the NOMINATION resolution nominating one Councilmember to serve as a member of the San Gabriel Basin Water Quality Authority. It was moved and seconded to nominate Mayor Pro Tem GALLEGOS Gallegos as a candidate for the San Gabriel Basin Water NOMINATED Quality Authority. M/S/C: VARGAS/MCNEILL. There were no objections. It was moved and seconded to adopt Resolution No. 92- RESOLUTION 112, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NO. 92-112 BALDWIN PARK NOMINATING MARTIN GALLEGOS, COUNCILMAN, TO ADOPTED SERVE ON THE SAN GABRIEL BASIN WATER QUALITY AUTHORITY. M/S/C: MARTINEZ/IZELL. There were no objections. Director of Public Works Mousavi requested that Council PRELIMIN- award the contract for Preliminary Traffic Impact ARY Analysis for the Baldwin Park Blvd./Francisquito TRAFFIC Triangle to O'Rourke Engineering of Ontario, California. IMPACT Staff received seven bids, and based on the qualifications of the consultant's staff assigned to the project, staff recommends that Council award the contract to O'Rourke Engineering. It was moved and seconded to award the contract for O'ROURKE Preliminary Traffic Impact Analysis for the Baldwin Park ENGINEER- Blvd./ Francisquito Triangle to O'Rourke Engineering. ING N/S/C: GALLEGOS/IZELL. There were no objections. APPROVED 00- COUNCIL/STAFF REQUESTS AND COMMUNICATIONS Mayor Vargas outlined the general idea of Baldwin Park VARGAS 2000. He explained staff's involvement in the project and requested that each Councilperson present him with a list of ten nominees to be considered for the committee. The committee members will then be placed on sub- committees which will deal with various concerns of the people. It was moved and seconded to give authority to Mayor MAYOR TO Vargas to select the final committee to serve on Baldwin Park 2000. M/S/C: MARTINEZ/IZELL. There were no objections. Mayor Vargas requested 1) An official letter of VARGAS nomination be sent to all the local cities in the area asking for their support for Mayor Pro Tem Gallegos for the Water Authority; and 2) Make public the requests for support of Mayor Pro Tem Gallegos. Councilman Martinez inquired about the employee workshop MARTINEZ on dealing with the Public. He wished everyone a Happy Thanksgiving. Chief Lanza reported on the condition of Officer LANZA Kincaid, that donations can be made through Officer Carlos and that Officer Kincaid will soon be moved to St. Joseph's Hospital. Mike Steffan will be the new General Manager of Waste Management beginning November 23rd. Mayor Vargas stated that he would like to coordinate and VARGAS select the students for the Youth Summit Conference. Council concurred. Councilwoman McNeill requested 1) That Mayor Pro Tern MCNEILL Gallegos present a plaque from the Boys & Girls Club to Mike Muller; 2) Extended thanks from the Boys & Girls Club for the 5th Annual Auction which earned $30,000; and 3) The applications for the Youth Commission will be reviewed by Monday and will be on the next agenda Council concurred). Mayor Vargas requested Director of Public Works Mousavi VARGAS report 1) on the dangers for the streets without stop signs and the City's liability; 2) Review the Frazier/Merced intersection; and 3) The progress of the senior citizen center repairs. 00- It was moved and seconded to adjourn the regular meeting MEETING of the City Council at 6:20 p.m. M/S/C: ADJOURNED MCNEILL/GALLEGOS.
