Park met in regular session in the
Council Chambers at 7:00 p.m.

Mayor Vargas declared Oral Communications open and ORAL COMMU
invited those wishing to speak on any subject to come NICATIONS

City Clerk Gair presented Consent Calendar A:
1. Approval of Certificate of Posting for
January 6, 1993
2. Approve Minutes of December 2, 1992, and
December 9, 1992
3. Waive Further Reading and Adopt
RESOLUTION NO. 93-1 ALLOWING CLAIMS AND
DEMANDS AGAINST THE
CITY OF BALDWIN PARK
Mayor Pro Tern Gallegos requested Item No. 2 of the ITEM NO. 2
Consent Calendar be removed for separate consideration. REMOVED
fl It was moved and seconded to approve Consent Calendar A CONSENT
Item Nos. 1 & 3. M/S/C: MARTINEZ/MCNEILL. There were no CALENDAR
objections. APPROVED
Mayor Pro Tern Gallegos requested that the Roll Call on ITEM NO. 2
the December 2, 1992 Minutes be corrected to exclude CORRECTION
Mayor Vargas as being present.
It was moved and seconded to approve Item No. 2 as ITEM NO. 2
corrected. H/S/C: GALLEGOS/MCNEILL. There were no APPROVED
objections.

DEMANDS AGAINST THE

RELATING TO SOUTHERN
CALIFORNIA EDISON)
It was moved and seconded to approve Consent Calendar B CONSENT
as presented. M/S/C: GALLEGOS/MCNEILL. Councilman CALENDAR B
Martinez abstained due to a possible conflict of APPROVED
interest.

REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES
City Manager Penman presented the Annual Report for the ANNUAL
Redevelopment Agency. The State Health and Safety Code REDEVELOP-
requires the submittal of an Annual Report to the City MENT
Council and the State Controller. The primary AGENCY
components of the report included an independent REPORT
financial audit, a fiscal statement, and a description
of the activities of the Agency affecting housing and
displacement. He summarized the Agency's activities
with the Shop N Town Center, the promotion of
development along the I-10 Freeway, the possible
development of the acreage at Baldwin Park Blvd. and
Francisquito and the closing of escrow with Top Value
Market. Also, the Agency's goals and objectives for FY
1992-93 were highlighted. It was recommended that
Council receive and file the report.
It was moved and seconded to receive and file the Annual ANNUAL
Redevelopment Agency Report. N/S/C: MCNEILL/GALLEGOS. REPORT
There were no objections. APPROVED

COUNCIL/STAFF REQUESTS AND COMMUNICATIONS
Mayor Vargas requested to be excused from the Council VARGAS
meeting on January 20th since he would be in Washington,
D.C.
Mayor Vargas thanked Jeanne Martens for her past service VARGAS
on the Housing Commission.
Councilwoman McNeill congratulated Mayor Vargas on his MCNEILL
appointment to serve on the Childrens Issues Committee.
City Clerk Gair reminded Council that the FPPC forms GAIR
given to them need to be completed and returned to the
Clerk's Office by January 31st.

The regular meeting of the City Council was recessed at RECESSED
7:14 p.m. 7:14 P.M.
The regular meeting of the City Council was reconvened RECOVENED
at 7:15 p.m. Roll call remained the same. 7:15 P.M.

CLOSED SESSION
The regular meeting of the City Council was adjourned to CLOSED
a Closed Session to discuss pending litigation, BPIA vs SESSION
Redevelopment Agency, et al., pursuant to Government
Code 54956.9(a), and labor relation matters, pursuant to
Government Code 54957.6.
