CHAMBERS, CITY HALL, 14403 E. PACIFIC AVENUE, BALDWIN PARK. The adjourned regular meeting of the Baldwin Park Planning Commission took place on January 13, 1993 at 7:07 p.m. in the Council Chambers. Chairman Reyes presided. Flag salute was led by Commissioner Huetinck. FLAG SALUTE ROLL CALL: PRESENT: Commissioners Reyes ROLL CALL Contreras, Huetinck, and Lozano. EXCUSED: Commissioner Ochoa-Schutz. STAFF: Larry Onaga, City Planner Kurt Nagle, Associate Planner and Alice Nichols, Secretary. * * * First on the agenda was the approval of the APPROVAL OF CERTIFICATE Certificate of Posting for the agenda of OF AGENDA POSTING January 13, 1993. Huetinck moved to approve JANUARY 13, 1993 the Certificate of Posting and Lozano seconded. All were in favor. Motion carried. * * * Chairman Reyes opened the Oral Communications ORAL COMMUNICATIONS portion of the agenda. There being no one to speak on this matter, Oral Communications was closed. * * * Public Hearings. None. PUBLIC HEARINGS * * * Old Business. Update on revisions to the R-1 OLD BUSINESS standards and guidelines. REVISIONS TO R-1 STANDARDS & GUIDELINES Associate Planner Nagle presented the written staff report. He stated that staff was recommending detailed design guidelines to be prepared for tract map reviews and planned unit developments and other guidelines for new single family dwellings or major additions to existing dwellings 800 square feet or more in area or second floor additions). There would be no charge for this last review. The guidelines would be the means of improving the housing within the City. He presented slides in order to illustrate this. He explained the variance process and the proposed administrative adjustment. Lozano inquired about design review fees charged for specific projects. Nagle responded that the fees are currently based on the number of dwelling units. Huetinck approved of the design review. He had concerns about approving an 800 square foot granny flat and the need for a design review. He was also concerned about administrative adjustments concerning lots of 10,000 square feet. Nagle stated that staff knows the Commission's concern for density; lot size is not one of the issues that could be resolved through an administrative adjustment; however, setbacks and lot width are included. Nagle explained how staff arrived at the 800 square foot area for design review of granny flats. Nagle stated, in response to a question by Reyes, that the City has a master list of trees for public streets, however within the private streets of planned unit developments, staff can be flexible. Lawrence Speight; 9101 E. Slauson Avenue, Pico Rivera, stated that he is a small builder in the City and he hoped that the design guidelines would not be a burden to private home owners or small builders; he cautioned the Commission about design committees that, as in other cities he knows of, yield such power that they don't encourage but mandate the type of design they want; in reference to administrative adjustments, he considered those a give and take between staff and developer and felt that when those variances were denied by staff, the builder could retaliate by building shoddy development; he pointed out the rigidity of the zoning Code which does not allow variances for lot area to allow flag lots. * * * Next under Old Business was Discussion of OLD BUSINESS Regional Topics. City Planner Onaga stated DISCUSSION OF REGIONAL that the literature given to the commissioners TOPICS involves the housing affordability issue; he spoke about the Air Quality Element of the General Plan; the County's Congestion Management program and a Transportation Demand Management Ordinance and Land Use Analysis Program. These issues are the consequence of the inevitable growth in this region. The population is expected to grow by the year 2010 to between 18.5 and 22 million people, mostly due to natural growth. This will translate into a need for approximately 130,000 residential units per year. City Planner Onaga stated that staff will present, to the Commission, sometime in late February or March, a Transportation Demand Management Ordinance that will become part of the Code and it is a part of the County's Congestion Management Program. * * * New Business. None. NEW BUSINESS * * * Written Communications. None. WRITTEN COMMUNICATIONS * * * Information. CP-513 update, at 14555 Baldwin INFORMATION Park Towne Center. City Planner Onaga stated that the Commission approved CUP for an upscale billiard center, is not going to be open by Click's Billiards, the original applicant, but by another firm which is proposing essentially the same type of operation. Onaga updated the commissioners on the Planners Institute situation, saying that the City has approved the expenses of two commissioners. Flier on a session at the City of Rialto. He reminded the Commission of a workshop that will take place at the Huntington Library on February 6. The East San Gabriel valley Planning Committee meeting for the month of January that will be hosted by the City of Pomona. * * * There being no further business, the Commission ADJOURNMENT 8:55 P.M. declared the meeting adjourned at 8:55 p.m. Contreras moved and Lozano seconded.
