The City Council of the City of Baldwin Park met in an adjourned regular session, in joint session with the Planning Commission in Room 307 at 7:00 fl p.m. ROLL CALL: PRESENT: COUNCILMEMBERS GALLEGOS, ROLL CALL MARTINEZ AND MAYOR VARGAS ALSO PRESENT: City Manager Penman, and City Clerk Gair ALSO PRESENT: Planning Commissioners Reyes, Huetinck, Contreras, Lozano, and Ochoa-Schutz 00- The absences of Councilman Izell, Councilwoman McNeill ABSENCES and City Treasurer Montenegro were excused. EXCUSED 00- Mayor Vargas declared the adjourned regular meeting of IN SESSION the City Council in session, and in joint session with the Planning Commission. ORAL COMMUNICATIONS Mayor Vargas declared Oral Communications open and ORAL COMMU F invited those wishing to speak on any subject to come NICATIONS forward. There were none. OPEN Mayor Vargas declared Oral Communications closed. CLOSED 00- REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES City Planner Onaga reviewed the Multi-Family Residential INTRODUC- Design Guidelines. He gave the background of City TION development without guidelines and the development now with guidelines. He contrasted this with the quality of development today as opposed to the past with a slide show presentation. The guidelines today allow the City to get the best design and gives it the authority to decline poor design. The City Council and the Planning Commission discussed DISCUSSION and commented on: 1. The aesthetics of projects not pleasing everyone. 7 2. Importance of image to improve the standard of living. 3. Housing issues. 4. Standard of social services for the City. 5. Need for lower density and the issue of density as compared to surrounding cities. 6. How to address growth. Need for balance and to be more selective in developments and consider the economic impact on the community. 8. The need to provide services when residential development increases. 9. Increasing home ownership as opposed to renters. 10. The need to address a strategy for stopping sales tax leakage. 11. The need to retain a quality of life for our children by asking for more open space and less units. 00- City Planner Onaga presented a slide presentation of a VISUAL variety of types of structures. The Councilmembers, PREFERENCE Commissioners and Staff were given a Visual Preference SURVEY Survey" to identify their likes and dislikes. After discussion, the City Council directed staff to TREE establish a Tree Policy," to be considered by the POLICY" Planning Commission first. DIRECTION 00- Council and the Planning Commission further discussed Rl DISCUSSION Code Amendments that are going to the Commission in two weeks, the Alcohol Sales Ordinance, the effect of the amortization period on liquor stores after the year 2000, the difficulty in prosecuting persons for violations of property maintenance as a public nuisance, and the need for better enforcement, and pressuring the District Attorney's office. Council expressed, to staff, their interest in the PRESERVE preservation of larger lots in the City and developing a LARGE criteria for this. LOTS It was moved and seconded to arrange a meeting with ARRANGE Supervisor Molina and District Attorney Garcetti MEETING regarding enforcement issues. MIS/C: MARTINEZ/VARGAS. APPROVED There were no objections. 00- Council and the Commission continued their discussion DISCUSSION regarding Regional Issues, Redevelopment and Land Uses Around the Metrolink. They expressed concern about the rundown condition of the area surrounding the new station and the need for a conceptual plan to know the best use for the area. Council directed staff to explore short and long term DIRECTION goals regarding the area surrounding the station. ON GOALS In response to a question, City Planner Onaga clarified DISCUSSION Urban Design," and explained that a conceptual paper is being put together for the Council and the Commission. Discussion continued with a request for Council and the Commission to meet to discuss processes regarding Findings of Facts and variances in order to follow State rules. It was felt that flexibility in the adoption and implementation of these actions is needed. Council directed staff to set these types of meetings on MEETINGS a regular basis. Council and the Commission concurred.
