ABSENCE EXCUSED 00- ORAL COMMUNICATIONS fl Mayor Vargas declared Oral Communications open and ORAL COMMU invited those wishing to speak on any subject to come NICATIONS forward. OPEN Aracelia Castillo, 3831 Athol, Co-chairman of the Youth CASTILLO Advisory, thanked Council for her appointment. She told of the events that have been planned and the Youth Advisory's participation. She requested a meeting with Council to discuss a plan for raising funds. Pam Schnabel, 14217 Los Angeles Street, requested the SCHNABEL Mayor and Council to visit and speak to the Senior Citizen Club. There being no other speakers, Mayor Vargas declared CLOSED Oral Communications closed. 00- Deputy City Clerk Branek stated that for the record City FOR THE Clerk Gair was absent due to her attendance at the State RECORD Conference for Clerks. Councilman CALENDAR B Martinez abstained due to a possible conflict of APPROVED interest. 00- REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES City Manager Penman requested Council select a Mayor pro SELECTION tern for 1993-94 and to designate members of the Council MAYOR PRO as representatives and alternates on certain municipal TEN & committees and organizations for 1993-94. The REPRESENTA Metropolitan Transit Authority and the Los Angeles TIVES & County Sanitation District Nos. 15 & 22 require the ALTERNATES designation of the Mayor and Mayor pro tern as representative and alternate. It was recommended that Council select a member as Mayor pro tern for 1993-94 as a first action and following that, select the committee assignments each member desires to serve on and in a second action adopt the resolution designating the City's Representatives and Alternates to certain committees and organizations. He stated that he expects to resign his seat DECLINED by December, that he has not set a date for his resignation, and that he did not want his resignation to cause an election. It was moved and seconded to nominate Councilman GALLEGOS Gallegos as Mayor pro tem. H/S/C: IZELL/MARTINEZ. APPROVED There were no objections. Councilman Izell requested to be relieved of the DISCUSSION responsibilities of serving on any committees. Mayor Vargas stated that if there was a committee that DISCUSSION more than one person wanted to serve, each person would be allowed one minute to express their reasons for wanting the position. Council concurred. council discussed the various committees and accepted DISCUSSION their assignments to the committees except to the Mid- Valley Manpower Consortium. Mayor Vargas, Councilman Martinez and Councilwoman McNeill expressed their interest in being appointed to Mid-Valley Manpower Consortium. Councilwoman McNeill stated that Mid-Valley Manpower was MCNEILL very special to her as her husband had served on this committee and she was carrying on his work. She also stated her objection to the process used to select the representatives to the Mid-Valley Manpower Consortium. Councilman Martinez stated that the Mid-Valley Manpower MARTINEZ Consortium was influential and active in the City and he felt that he could enhance some of their programs. Mayor Vargas stated that Mid-Valley Manpower helps VARGAS prepare the young people for the workforce which makes Baldwin Park a better place to live. As Mayor, he felt that he needed to be involved in the leadership of the City, to work with other cities, and to insure that the young people of the City have an opportunity. It was moved and seconded to nominate Councilwoman MCNEILL NcNeill as a representative to the Mid-Valley Manpower NOMINATED Consortium. N/S: IZELL/MCNEILL. He explained the minimum ISLE fire safe roofing standards and that roofing materials ROOFING are classified either A,B or C." He explained the MATERIAL types of roofing that are classified as Class A" and the types of roofing that would not be permitted in the ordinance. Staff recommended Council approval of the ordinance prohibiting combustible roofing materials. In response to Council, Acting Building Official DISCUSSION Cosgrove stated that the ordinance applied only to new construction or re-roofs. It was moved and seconded to introduce Ordinance No. ORDINANCE 1065, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF NO. 1065 BALDWIN PARK PROHIBITING THE USE OF COMBUSTIBLE ROOFING INTRODUCED MATERIALS IN NEW DEVELOPMENTS OR FOR RE-ROOFING," be for first reading, the ordinance be read in title only, and all further reading be waived. There were no objections. 00- COUNCIL/STAFF REQUESTS AND COMMUNICATIONS Councilman Martinez thanked Chief Lanza and his MARTINEZ department for their deployment after the verdict of the Rodney King Civil Rights Case. Mayor pro tern Gallegos inquired about the fireworks GALLEGOS policy in the status report. In response to Mayor pro tern Gallegos, City Manager DISCUSSION Penman highlighted some of his concerns relating to fireworks permits. Mayor Vargas directed staff to prepare a report relating DIRECTION to the fireworks permits and define the options available. Council concurred. In response to Councilman Martinez, Director of Human MARTINEZ Services Nunez stated that $4,750 has been raised for the Cinco de Mayo/ Cultural Festival, that Telacu has not sent in any money to support the event, and that any additional monies raised would cushion the event. He also explained some of the art that will be on display. Mayor Vargas stated that he had hosted the Mayor from VARGAS Chipata, Zambia and that they had shared some of the problems existing in each city. Mayor Vargas requested the City Manager to prepare a DIRECTION report on adopting Chipata, Zambia as a sister city. Council concurred. Mayor Vargas requested a meeting be set between the DIRECTION Chamber of Commerce and the City to discuss the Chamber agreement. Council concurred. City Manager Penman stated that Sav U Food is ready to PENMAN open, Valu Plus has set May 4th for their opening and May 1st has been scheduled for a community cleanup. Mayor Vargas announced that Tuesday, April 27th a Town VARGAS Hall Meeting has been scheduled at City Hall at 7:00 p.m. 00- The regular meeting of the City Council was recessed at RECESSED 8:13 p.m. 8:13 P.M. Four cases are BPIA vs City of Baldwin Park and the Redevelopment Agency; Shea-Sehnert vs City of Baldwin Park; Lagospy vs the City of Baldwin Park; and Gonilla vs City of Baldwin Park. 00- The regular meeting of the City Council was adjourned at MEETING 9:26 p.m. to an adjourned regular meeting on April 27, ADJOURNED 1993 at 7:00 p.m. There were no objections. 7:00 P.M.
