The City Council of the City of Baldwin
Park met in an adjourned regular session
Town Meeting) in Council Chambers at
7:00 p.m.

The absence of Councilman Izell was excused. ABSENCE

Mayor Vargas declared the Town Meeting in Session at MEETING IN
7:00 p.m. SESSION
Mayor Vargas stated that because of the informality of COUNCIL
this Town Meeting formal Oral Communications would be WELCOME
dispensed with, because audience participation will be
encouraged throughout the meeting.
Mayor Vargas welcomed all those present and told of the VARGAS
need for the community to share their ideas and to
express their concerns to the City Council. He
expressed his view of the City budget and the situation
the City is in due to the effect of the State's proposed
budget. He expressed the Council's concern for Public
Safety and stated that this would be reflected in the
budget
Mayor pro tem Gallegos stated that he felt that the GALLEGOS
challenges of today's times offers the City and citizens
an opportunity to show what we're made. He explained
that Council wants new input from the citizens, want the
citizens to become involved, and to know what is on
their minds in order to take the City in the right
direction.
Councilwoman McNeill expressed her disappointment in the MCNEILL
President's Economic Stimulus being turned down, because
funding that the City had hoped for would not be
available. She thanked everyone for coming and
expressed her hope for everyone getting along.
Councilman Martinez stated his belief in the importance MARTINEZ
of exchanging ideas and explained the difficult
decisions that were made regarding last year's budget.
He felt that those decision still allowed services to
the community and reiterated the priority that the
Police Department is to this Council. He expressed his
hope for more meetings of this nature.
City Manager Penman gave a slide projection presentation PENMAN
regarding the City budget which included overviews of:

COUNCIL OF THE CITY OF BALDWIN PARK PAGE TWO
1) How General Fund Dollars are spent; 2) Comparison of
spending of State Tax dollars; 3) Property tax revenue
and reduction; 4) Utility tax charges by cities: 5)
Funding losses incurred by the City; and 6) Staff
reductions in the City.
In response to questions from the floor, City Manager RESPONSES
Penman responded that: 1) Staff reductions were mostly
mid-management; 2) There were no across the board salary
cuts done; 3) It is too early to tell if further cuts
will be made, because of the State's budget; 4) There
have been no salary increases for two years in the City;
and 5) There will be more meetings before the budget is
passed.
Questions and Comments from the audience included: QUESTIONS/
COMMENTS
* Inquiries regarding retirement benefits for the Police
Department being included in their 65% of the budget.
* Development in the City being paced well, but sources
of revenue need to be identified.
* Taxes have increased for property owners and single
family homes do pay their way in City support.
* What is the status of the Hotel?
* Felt it was safe to walk in the City because of the
police.
Citizen Priorities CITIZEN
PRIORITIES
* Fix the pot holes, repair the streets, give a good
impression to attract and keep businesses.
* Fix the neglected area in the Northeast section of
town, streets, sidewalks, and drainage are major
problems
* Work with Irwindale to fix their part of the streets.
* Repair the worst streets first.
* Paint and cleanup the City. Get rid of the parked
and abandoned cars. Enforce the laws.
* Need Code Enforcement to be more active.
* Get rid of rented out garages and campers.
* Fine people for code violations.
* Get rid of the bad element at Morgan Park.
* City Council needs to make cleanup of the City a
priority.
* Cleanup Garvey area of prostitution and drugs.
Problem is spreading onto Merced Avenue.
* Cleanup the graffiti and enforce the laws that are
already passed. Go after the offenders like other
cities do.
* Give more citations and fines for the D.A.
* An ordinance be passed forbidding trash to be put by
the curb before Friday morning of the pickup day.
* Enforce the law to stop cars from parking on the
lawns.
* Have NO interest loans for seniors.
Councilmembers and the City Manager responded to the RESPONSES
citizen's comments and questions and their priorities by
explaining some of the CRA impacts, the litigation
regarding the Hilton Hotel, the economic issues that are
facing the city, police enforcement problems and code
enforcement problems. The overall program for street
improvement was also briefly outlined in response to
many concerns over deteriorating streets.
Councilmembers each thanked the citizens for attending COUNCIL
the Town Meeting and stated that they looked forward to COMMENTS
more meetings of this nature. They assured everyone
that the difficult decisions that are to be made in
adopting the budget will be in the best interest of all.
The City is committed to being creative in these very
difficult times and the input from citizens to assist in
this goal is critical.

COUNCIL OF THE CITY OF BALDWIN PARK PAGE THREE
In closing Mayor Vargas explained that the CLOSING
Councilmembers have an open door policy and are REMARKS
available to the public by telephone to hear from the
people. He felt that the Council and the citizens agree
on far more than they disagree on and meetings like this
will help us all figure out how to get to where we would
like to see the City go.

CLOSED SESSION
The adjourned regular meeting was adjourned to a closed CLOSED
session at 9:07 p.m. for the purpose of Meet and Confer SESSION
and Personnel as authorized by Sections 54957.6 and
54957 of the Government Code.
The adjourned regular meeting was reconvened at 9:55 IN SESSION
p.m. Roll Call remained the same.
