The City Council of the City of Baldwin Park met in adjourned regular session in the Senior Citizens' Center, at 10:00 a.m. ROLL CALL: PRESENT: COUNCILMEMBERS GALLEGOS, MARTINEZ, ROLL CALL MCNEILL AND MAYOR VARGAS ALSO PRESENT: City Manager Penman, Dir. of Administrative Services Yeats, Police Chief Lanza, Dir. of Human Services Nunez, Dir. of Public Works Mousavi. Dir. of Community Development Carbajal, and City Clerk Gair The absence of Councilman Izell was excused. ABSENCE EXCUSED 00- Mayor Vargas welcomed all those in attendance and MAYOR'S explained that this would be an opportunity to make the WELCOME senior citizens aware of what the City Council is doing to make things better in the City. 00- REPORTS OF OFFICERS, COMMISSIONS AND COMMITTEES City Manager Penman explained that each of the CITY Department Heads were here to give a brief over-view of MANAGER'S their departments so that the seniors might better INTRODUC understand what the staff of the City does. TION Department Head reports were given by city Clerk Gair, DEPARTMENT Director of Administrative Services Yeats, Director of HEAD Community Development Carbajal, Director of Human REPORTS Services Ralph Nunez, Chief of Police Lanza, and Director of Public Works Mousavi. Councilmembers stated their appreciation for all those COUNCIL who were in attendance and Council hoped this would be COMMENTS of benefit to them since many are not able to attend the council meetings. They expressed their concerns for the needs of the seniors, they encouraged people to call on City staff to help solve problems so that the City is more responsive, and also stated their appreciation for the peoples' input. Councilmembers explained that this meeting would be the beginning of an ongoing series of meetings that are planned. They further explained that even though they are not able to be at the center often, they do care about the seniors and concerned about what they can do as a City Council to improve the quality of life for the seniors and also for the community. Mayor Vargas introduced Denise Tortelli, Baldwin Park INTRODUC Adult Education and Sandi Hester, Senior Citizen Field TIONS Representative for Congressman Martinez. He explained how every department has been forced to do things differently because we are not a rich city and we are still trying to improve services. Victor Ramos, 4177 Center, stated the need for sidewalks RAMOS on a portion of Center Street and Palm Avenue. Dionne Ruiz, 13331 Belgate, spoke regarding immigration RUIZ and crossing guards. Mr. Aceves, 14513 California, asked why California ACEVES Street was not paved. Ann Siegfried, 14425 Hallwood, explained that the SIEGFRIED sidewalks were on the side of the street that was opposite to where the crosswalk is painted on the major street. Gertrude Robinson, 4640 Sterling Way. ROBINSON Lupe Cortez, 4733 Benham, wanted to know why the Now" CORTEZ encouraged everyone to shop in Baldwin Park when there are no large stores to shop in such as K Mart or Pic N Sav. Mrs. Perez, 3955 Vineland, wanted to know why there were PEREZ no big stores in the City. City Manager Penman explained the efforts made by the CITY City to attract large businesses and the difficulties MANAGER encountered because the Redevelopment Agency was unable RESPONSE to help in funding. Rick Casares, 14317 Morgan, requested more lighting by CASARES the Chamber of Commerce and that the exercise program not be cut. Mr. Clancy, 4121 1/2 La Rica, requested surveillance of CLANCY the area around his neighborhood because of the people hanging out. Mr. Fraijo, 3527 San Gabriel River Pkwy., requested FRAIJO that the pot holes on his street be fixed. Virgie Golden, 4130 Bogart, explained that a tree had GOLDEN been removed from the parkway on her street when the street was widened and the rocks from the digging are still piled. Kids are coming by and throwing rocks at the houses. Mr. Machinski, 3715 Millbury, inquired about how MACHINSKI graffiti can be removed from tree trunks. Pam Schnabel, 14217 Los Angeles, referred to a letter SCHNABEL in the Tribune about Chief Lanza that she did not appreciate.
