The City Council of the City of Baldwin
Park met in an adjourned regular meeting
in the San Gabriel Valley Hilton at 9:00
a.m. for a Council/Executive Team
Workshop.
ROLL CALL: PRESENT: COUNCILMEMBERS GALLEGOS, MCNEILL, ROLL CALL
MARTINEZ, AND MAYOR VARGAS

Mayor Vargas declared the adjourned regular meeting in IN SESSION
session at 9:00 a.m. for the purpose of a
Council/Executive Team Workshop'
The City Council and Facilatator Bill Lewis meet for COUNCIL/
consultation regarding the direction of the workshop for FACILATA-
the Council and the Executive Team for the remainder of TOR
the day.

To: Mayor and Members of the city Council of Baldwin Park and
the Executive Tern
This is the report of your organization and planning workshop held
on October 30. Please review and discuss this report to ensure
that what is written is exactly what you meant to result from your
deliberations.
The New" City Organization:
Agreed: The new" organization, eliminating the position
of City Manager and instituting the Executive
Team" approach, will remain in place until
October of 1994. At that time, the organization
will be evaluated to determine future direction.
Action: Institute quarterly corporate planning and
Zessment?' workshops to: monitor the progress
of the new organization; review and update
goals and priorities. These sessions will be
held a Saturday and will include the Council and
the Executive Team. Make a schedule for 1994
with the first meeting in mid-January.

more time on our parts but we want to be

Meeting and Decision Processes:

Action: The Executive Team will meet each Thursday at
9:00AM to coordinate activities, discuss new
idaas and directions, etc. Council members are
free to attend these meetings if they wish.
Responsibility: Executive Team
Action: In addition to the regular Council meeting, the
second Wednesday of each month will be set aside
for Council study Sessions". These will be for
the purpose of discussing specific issues,
establishing direction for staff, and to
increase the level of coordination between
Council and City staff. The meetings will be
held at 6:00PM in room 307.
Responsibility: Mayor and Executive Team
Action: Division Managers will be asked to attend
Council meetings.
Responsibility: Executive Team
Agreed: On a day-to-day basis, the Mayor will serve as
the Council contact" for the Executive Team.
Action: Before each Council meeting, send a copy of the
preijirtinary Agenda to each member of the Council
for comment or reaction.

Agreed: Decisions on changes in priorities or direction

the City, establishing long term goals and
priorities, and discussion of complex issues.

Action: Develop a long range plan and target dates for
the City's computer systems. Include networking
capacity for commucicating with Council members,
Executive Team, etc.

Action: Improve the existing telephone system to
facilitate Council member communications

Action: To review the organization structure as well as
share information on what is going on in the

Executive Team should be reimbursed by the

a Action: Draft a standard employment agreement" for
Executive Team members work with City
Attorney to provide a model. Agreement should
include description of responsibilities as well
as a process for establishing goals, timelines
and evaluation.
Establish a prscess for the Council to meet with
Executive Taam members to develop individual and
Departmental goals for 1994. These should be
reviewed in January and July of each year.

Council.

Agreed: We all recognize and are proud of the good work
that has been done by the Council and staff and

1. Continue to Strengthen Public Safety Building on Past
Successes
A. Continue to institute strategies on violent crime and
gangs.
B. Address the Park and Downtown.
C. Further plan and implement Community Oriented
Policing" activities.

2. Develop a Strategy on Improving Public Perceptions of Baldwin
Park and Marketing The City
A. Indude cleaning up" The City & eliminating blight
B. Retain a professional firm to assist
C. Keep residents informed of City's activities.
D. Make extensive use of business cards and City logo.
3. Community and Economic Development
A. Work Closely With the Business Community
* Enhance Chamber of Commerce effectiveness.
* Hold businesses responsible for community
commitments eg. banks).
* Remove barriers and, to the extent possible,
keep City contracting dollars wiTh

of new businesses.
* Explore Executive loan Programs".
* Identify businesses in Baldwin Park that have
grants for Baldwin Park programs eq.

4. Efficient and Effective City Organization
A. Explore new budget practices which would include a
two year budget cycle, expanded employee
discretion in managing the budget with
incentives for savings, revenue enhancement, and
other efficiencies.
B. Enhance teamwork among City employees seek input,
give responsibility, empower, hold accountable.
C. Investigate and obtain new sources of revenue
including grants, operating income, etc.
D. Audit the manner in which the City conducts business
including competitive analysis", privatizing",
