COUNCIL OF THE CITY OF BALDWIN PARK, CITY
HALL, 14403 EAST PACIFIC AVENUE,
WEDNESDAY, NOVEMBER 17, 1993 AT 6:00 P.M.
The City Council of the City of Baldwin
Park met in an adjourned regular meeting
in Room 307 at Chambers at 6:00 p.m. for
a study session.
ROLL CALL: PRESENT: COUNCILMEMBERS GALLEGOS, MCNEILL, ROLL CALL
MARTINEZ, AND MAYOR VARGAS
ALSO PRESENT: City Attorney Bower,
Dir. of Admin. Services Yeats,
Acting Chief of Police Cisneros,
Dir. of Public Works Mousavi,
Dir. of Community Dev. Carbajal,
Dir. of Human Services Nunez, and
City Clerk Gair

The absence of Councilman Izell was excused. ABSENCE
EXCUSED

Mayor Vargas declared the adjourned regular meeting in IN SESSION
session at 6:00 p.m. for the purpose of a study session.
Discussion was held regarding the purpose of the study
sessions to be held. It was agreed that future sessions
would cover pending issues and future programs to be
presented to the Council.
Topics of discussion were: TOPICS
The issue of public and private streets. It was
suggested that a map of those types of streets be placed
in the NOW."
Using the Information Portion of the City phones for
better uses and to have a list of key Spanish phrases
for customer service use by employees. The pay for
bilingual employees and the addition of others for
languages other than Spanish.
The Triangle Project and clearing the lot in the area to
send a message of efforts being done there. Also, a
meeting with Jack-in-the Box.
Formation of the Grant Team of four persons, their
training sessions and meetings.
Empowerment and entitlement zones and possible
involvement with South El Monte or El Monte.
Update of status of Clark Terrace and Gary Rose
lawsuits. Council request that the City Attorney give a
report on the new Brown Act requirements at a future
meeting.
Handouts and discussion of the Measure A Resolution for
the December 1st meeting regarding managers as at will"
employees. Information requested regarding City Clerks
and City Treasurers as elected/appointed in other
cities.
Requests for monthly updates on all phases of the Morgan
Park expansion. Request that the park be monitored so
that Metrolink errors are not repeated.

Discussion of Police Departments planned purchase of new
weapons and the disposal of old weapons. Also discussed
was the selection of a bank, and the marketing campaign.
